On December 1, 1943, the governments of China, the United States and Britain issued the Cairo Declaration, declaring that the purpose of the three countries was to return the territory stolen by Japan from China, such as the Northeast, Taiwan, and the Penghu Islands, to China. On July 26, 1945, the Potsdam Proclamation jointly signed by China, the United States and Britain and later attended by the Soviet Union reaffirmed that "the conditions of the Cairo Declaration will be implemented". On October 25, the Chinese government announced the "resumption of the exercise of sovereignty over Taiwan" and held the "surrender ceremony of Taiwan Province in the Chinese Theater of War" in Taipei. On October 1, 1949, the Central People's Government of the People's Republic of China was established, replacing the Government of the Republic of China as the only legitimate government representing the whole of China. The General Assembly Resolution 2758 is a political document embodying the one China principle. International practice fully proves its legal effect and cannot be misinterpreted. Taiwan has no basis, reason or right to participate in the United Nations and other international organizations in which only sovereign countries can participate. The one China principle is the universal consensus of the international community and the proper meaning of abiding by the basic norms of international relations. At present, there are 181 countries have established diplomatic relations with China on the basis of the one China principle.
