Three year Plan for the Open and Democratic Management of Factory Affairs of Enterprises and Public Institutions in the City (2020-2022)

The 19th National Congress of the Communist Party of China (CPC) put forward the idea of people centered development and emphasized the construction of harmonious labor relations. Open and democratic management of enterprise and public institutions' factory affairs is an important content and channel for building harmonious labor relations. Party committees and governments at all levels attach great importance to the development of harmonious labor relations. At present, China's development is still in and will be in an important strategic opportunity period for a long time. Under the new technology, new business type and new mode, labor employment presents many new characteristics, and many new situations and problems appear in labor relations, which brings new challenges to the construction of harmonious labor relations. Faced with new situations and new problems, all levels of the city took effective measures to promote the construction of the democratic management system of open factory affairs of enterprises and public institutions, and achieved positive results. The work of open and democratic management of factory affairs of enterprises and public institutions was further deepened. However, there are still problems such as unbalanced regional and industrial development, inadequate coverage, and insufficient operation quality. In order to meet the new requirements of comprehensively deepening reform and the new trend of the development and change of labor relations, and to further promote the innovative development of the open and democratic management of factory affairs of enterprises and public institutions in the new era, the three-year plan for the open and democratic management of factory affairs of enterprises and public institutions in the city is hereby formulated( 2020—2022)。

1、 Guiding ideology

1. Adhere to the rule of law thinking and method to promote work, and earnestly implement laws, regulations and policies such as the Regulations on Democratic Management of Enterprises, the Regulations of Shandong Province on Enterprise Workers' Congress, and the Regulations of Shandong Province on the Disclosure of Factory Affairs.

4. Adhere to the principle of joint construction and sharing, coordinate and handle the relationship between promoting the development of enterprises and institutions and safeguarding the rights and interests of employees, take "brand building" as the guide, strengthen the construction of systems and mechanisms, promote enterprises and institutions and employees to build a community of interests, a community of undertakings, and a community of shared future, help enterprises and institutions develop in a high-quality manner, and achieve mutual creation, joint construction, sharing, and win-win results.

10. Strengthen policy guidance and promote the institutionalization, standardization and legalization of open and democratic management of factory affairs of enterprises and institutions. The United Nations National People's Congress, the CPPCC, labor supervision and other departments should do a good job in law enforcement inspection, CPPCC inspection and administrative supervision, and urge the implementation of regulations and policies on democratic management of factory affairs.

11. Adhere to the rule of law, and integrate the open and democratic management of enterprise and public institutions into the operation and management of enterprises and public institutions. We will gradually promote the inclusion of the staff congress system in the articles of association of state-owned enterprises, combine it with enterprise professional management, and incorporate it into the system of enterprise management, strictly standardize the performance of the duties of the staff congress, and improve the corporate governance structure of state-owned enterprises that conform to the laws of the market economy and China's national conditions. Gradually promote the work of workers' congress, factory affairs disclosure, workers' directors, workers' supervisors, etc. to be included in the work of party building inspection of state-owned enterprises. We will promote non-public enterprises to operate in compliance with the law, conscientiously safeguard the legitimate rights and interests of employees, actively fulfill social responsibilities, and standardize the operation and management of enterprises by the rule of law. Guide non-public enterprises that are separately organized to earnestly implement the functions and powers of the workers' congress, formulate or modify rules and regulations or major event plans involving the vital interests of workers, and submit them to the workers' congress for deliberation or approval. Guide enterprises to carry out collective negotiation with employees on matters involving their rights and interests, such as labor remuneration, withdrawal and use of employee education and training funds, enterprise annuity plans, working hours, labor safety and health, and discuss and approve the contents of the negotiation with the employees' congress or the employees' congress. In view of the new situation of normalized epidemic prevention and control and economic development, we should guide the managers of enterprises and institutions, especially non-public enterprises, to establish the people-oriented concept, guide employees and enterprises to overcome difficulties together, and contribute wisdom and strength to promote high-quality development of enterprises. It is necessary to improve the ability of employee representatives to participate in the management and supervision of enterprise units, mobilize the enthusiasm, initiative and creativity of employees, and stimulate the endogenous power in the transformation of new and old kinetic energy of enterprises through education and training, selection of outstanding proposals of employee representatives and other activities. Further promote the content of democratic management of enterprises to extend to the major issues of enterprise operation and management, to the hot and difficult issues concerned by employees, and to combine with the party building, leadership building, staff team building, enterprise and public culture building. It is necessary to explore the establishment of an all-round, multi-level and institutionalized consultative democracy mechanism for enterprises and institutions, combine it with the establishment of harmonious labor relations, further enrich the democratic management activities during the intersessional period of the Workers' Congress, establish a variety of democratic management forms suitable for the enterprise's own characteristics, such as the enterprise's trade union and administrative communication and consultation mechanism, Effectively connect with the staff congress system. 13. Improve the working mechanism and ensure the full implementation of the democratic management system of enterprises and public institutions. Promote the democratic management of enterprises and institutions to be included in the assessment system of the party and government objective responsibility system to promote the democratic political construction, scientific development and social harmony at the grass-roots level, and into the overall plan of party building.
