Information Disclosure Guide of the State Password Administration

In order to better provide government information disclosure services and facilitate citizens, legal persons and other organizations to legally access the government information of the State Password Administration, this Guide is formulated in accordance with the relevant requirements of the Regulations of the People's Republic of China on Government Information Disclosure (hereinafter referred to as the Regulations).

1、 Scope of government information disclosure

The scope of the disclosure of government information by the State Encryption Administration is mainly related to the immediate interests of the masses, matters that need to be widely known or participated by the masses, and other matters that need to be disclosed according to laws and regulations of the State Council. Government information that involves state secrets or may endanger national security, public security, economic security and social stability after disclosure is not within the scope of disclosure.

2、 Government information disclosure mode

The government information disclosure of the State Password Administration can be divided into active disclosure of information and disclosure of information upon application.

3、 Access to government information

（1） Active disclosure of information

Citizens, legal persons and other organizations can browse the website of the State Password Administration, enter the information disclosure column, and query information.

（2） Disclosure of information according to application

Citizens, legal persons or other organizations can apply to the Bureau for obtaining relevant government information other than voluntary disclosure according to their own special needs in production, life, scientific research and so on.

The Bureau has officially accepted the application for government information disclosure since May 1, 2017, and the acceptance agency is the Commercial Password Management Office of the State Password Administration.

2. Application steps

(1) Submit application

The applicant fills in the Application Form for Government Information Disclosure (hereinafter referred to as the Application Form) to apply. The application form can be downloaded from the information disclosure section of the website of the Administration. The Application Form shall be filled in completely and the contents shall be true and effective. The applicant shall also provide valid identification materials. The applicant shall be responsible for the authenticity of the application materials.

(2) Submit application

The applicant can submit the completed Application Form by letter, email, etc. If the application is submitted by letter, please indicate "Application for Government Information Disclosure" at the lower left corner of the envelope. If you apply by email, please indicate "Application for Government Information Disclosure" in the subject of the email.

(3) Application processing

The Administration will review the Application Form after receiving it. If the Application Form is incomplete, unclear or fails to provide relevant identification materials as required, it will be required to supplement or correct. Applications with the Application Form completely filled in and the relevant identity documents complete will be officially registered and accepted. According to the content of the application, our bureau will reply within 20 working days from the date of receiving the application (which can be formally accepted).

If the reply period needs to be extended, the Bureau will inform the applicant that the extension of the reply period shall not exceed 20 working days. If the government information applied for publication involves the rights and interests of a third party, the time required for the Bureau to solicit the opinions of the third party shall not be counted in the above prescribed period.

The bureau will charge the cost of searching, copying, mailing and other costs for the government information provided according to the application in accordance with the Regulations. The specific cost standard shall be subject to the standard formulated by the competent price department of the State Council in conjunction with the financial department of the State Council.

4、 Monitoring complaints

Citizens, legal persons and other organizations may complain or report to the supervision department if they believe that the State Password Administration has not fulfilled its obligation of information disclosure according to law.
