The relevant matters are hereby notified as follows:

1、 Classification principle

According to the principle of voluntary choice of the sponsors, the existing private schools are guided by policies, We will implement classified management of non-profit and profit-making, implement differentiated support policies, and actively guide social forces to set up non-profit private schools.

2、 Classification object

(I) two thousand and sixteen year eleven month seven The recently officially established private schools (existing private schools), The sponsors choose to register as non-profit private schools and for-profit private schools, but private schools at the compulsory education stage cannot choose to register as for-profit private schools.

(II) two thousand and sixteen year eleven month seven The newly established private schools shall apply for school running licenses and registration in accordance with the newly revised Law on the Promotion of Private Education, the Detailed Rules for the Implementation of Classified Registration of Private Schools, the Detailed Rules for the Implementation of Supervision and Management of Profit oriented Private Schools and other relevant laws, regulations and policies.

(III) two thousand and sixteen year eleven month seven Recently registered private schools can voluntarily choose to register as non-profit or for-profit schools again according to the existing policies if they have been registered by category during the implementation of the national pilot reform of private education in Wenzhou.

3、 Categorizer

（1） If the sponsor of an existing privately run school (registered as a privately run non enterprise unit by the civil affairs department) chooses to register as a non-profit privately run school (a privately run non enterprise unit), the sponsor of the privately run school shall apply, amend the school's articles of association according to law, and continue to run the school. At present, some private kindergartens in the city are still using the school running licenses printed by the original Provincial Department of Education. All localities are requested to register and renew the licenses through this election, and all use the "School Running License of the People's Republic of China for Private Schools" printed by the Ministry of Education in a standardized manner.
