1、 Integral object

Parents (or legal guardians) of the children of new citizens enrolled in Ouhai District (Grade 1 or Grade 7) in 2024.

2、 Integral prerequisites

The parents (or legal guardians) of the children of new citizens live and work in Ouhai, and at least one party has applied for a Zhejiang Residence Permit in Ouhai District.

3、 Points acquisition and enrollment steps

Step 1: Score acquisition

Applicants who have already applied for "Zhejiang Residence Permit" can log in to the "Zheli Office" APP via mobile phone, search for the "New Citizens of Zheli" app, select "Ouhai District", then apply for points, conduct points review and other businesses.

Step 2: Enrollment

After the promulgation of the implementation measures for school enrollment at the compulsory education stage in Ouhai District in 2024, the enrollment of new students will be completed through the "Zheli Office" within the specified time according to the requirements of the enrollment documents.

4、 Points application and enrollment time

1. Time for applying for points with Zhejiang residence permit

Applicants who have applied for a residence permit in Zhejiang Province can apply for points and review points through the "New Citizens in Zhejiang" application of Zheli Office before the deadline for enrollment in 2024.

2. Time and way of enrollment in primary and secondary schools (Grade 1 or Grade 7)

The time and way of enrollment will be announced in the 2024 Ouhai District Enrollment Implementation Measures. Pay attention to the "Enrollment" column of the WeChat public account of "Ouhai Education Release", so as to know in time and register on time.

5、 Integral criteria and ranking principles

The standard of points shall be implemented in accordance with the relevant annexes in the "Rules for the Implementation of Quantified Points Management for New Citizens in Ouhai District (for trial implementation)" Ou Wei Ban Fa [2022] No. 52 document.

The certificates, honors, etc. involved in the points standard of the implementation rules of quantitative points can be scored effectively only when they are obtained before the deadline of enrollment.

In the case of the same total score, rank the applicants according to their provincial common scores; If the provincial common score is the same again, the ranking will be based on the score of the index item "residence time" in the common score; If the "residence time" is the same again, the applicants will be ranked according to the order in which they apply for residence registration.

6、 Other instructions

1. Fill in the school

During the enrollment opening period of the enrollment system, applicants can refer to the attachment of the enrollment implementation measures on the admission of qualified new citizens' children to public schools (that is, the fourth batch of public schools), and select and report to the public school in the teaching area where the residence permit is handled (residence) in Zhejiang Province, or the nearest public school.

Applicants can fill in one inclusive all member point enrollment wish and one high point priority overall planning wish in combination with the actual situation.

2. Admission process

On the basis of completing the first three admissions, Ouhai District Education Bureau follows the principles of "giving priority to those with higher scores" and "giving consideration to voluntary schools" to make overall arrangements for the enrollment of new citizens' children.

(1) Give priority to overall planning for high scores

Schools and places with high scores will be arranged as a whole, and the high score objects ranking top will be publicized through the "Announcement" column on the home page of the "Ouhai Education Public Service Platform" website. After the publicity, the enrollment will be arranged as a whole.

(2) Inclusive full point enrollment

The remaining enrollment plan of the public schools (i.e. the fourth batch of public schools) that accept eligible new citizens' children within the neighborhood will be inclusive enrollment for all participants in the integral enrollment. If they give up, they will be replaced by the latter until the quota is full.

The points deduction indicators and "one vote veto" items in the Implementation Rules for the Management of Quantified Points of New Citizens in Ouhai District (for trial implementation) are not included in the points verification scope of inclusive all member points enrollment.

3. All points obtained by points applicants who cheat or forge will be returned to zero once they are found, and their legal responsibilities will be investigated according to law.

4. The children of new citizens who did not participate in the enrollment of full points will make overall arrangements according to the situation of spare places after completing the enrollment of the fourth batch of enrollment objects.
