In order to implement the Opinions of the CPC Yunnan Provincial Committee and the People's Government of Yunnan Province on Innovating Systems and Mechanisms to Strengthen Talent Work (YF [2014] No. 1), according to the Notice of Yunnan Provincial Department of Human Resources and Social Security on Printing and Distributing the Interim Measures of Yunnan Province to Encourage Professional and Technical Personnel to Serve at the Grassroots Level (YRSF [2014] No. 97) In the spirit of the Notice of Yunnan Provincial Department of Human Resources and Social Security on Encouraging Professional and Technical Personnel to Serve at the Township Level in 2024, professional and technical personnel above the county level are encouraged to serve at the township level. In combination with the post needs of villages and towns in all counties (districts) of our city, the Information Form of Demand for Professional and Technical Personnel at the Township Level in Lijiang City in 2024 is hereby released The announcement of relevant matters of Lijiang City in 2024 to encourage professional and technical personnel to serve at the grass-roots level is as follows:

1、 Information on the demand of Lijiang City to encourage professionals to serve at the grass-roots level in villages and towns in 2024

A total of 135 people are required to serve 117 posts in the city. Among them: 37 people with 28 job service needs in the ancient city; There are 4 job service needs in Yulong County, 4 people; There are 50 job service demands of 55 people in Yongsheng County; 5 persons are required for post service in Huaping County; There are 30 job service demands of 34 people in Ninglang County, see the annex for details.

2、 Declaration objects and conditions

Professional and technical personnel with intermediate or above titles or health technical personnel with the qualification of licensed doctors in the city, county and above units. Volunteer to serve at professional and technical posts in township enterprises and institutions for more than 2 years (including 2 years).

3、 Declaration procedure

(1) Professional and technical personnel who meet the application objects and conditions shall fill in the Registration Form for Professional and Technical Personnel in Yunnan Province to Serve at the Grassroots Level (in quadruplicate, one for the applicant, the applicant's unit, the higher level human resources and social security department of the applicant's unit, and the county level human resources and social security department of the service place) on a voluntary basis, After being approved by the unit and approved by the competent department, the applicant of the municipal unit shall report to the Municipal Human Resources and Social Security Bureau, and the applicant of the county (district) unit shall report to the county (district) human resources and social security bureau for review and filing.

(2) According to the service intention and job demand of the applicants, the provincial department of human resources and social security, the municipal bureau of human resources and social security, and the county (district) bureau of human resources and social security are responsible for contacting the service demand units and implementing the related matters to the grass-roots services.

(3) After the human resources and social security departments at all levels have contacted and assigned their posts, they should notify the applicant in time. The applicant should carry the Registration Form of Yunnan Professional and Technical Personnel for Grass roots Service, ID card, professional title qualification certificate or professional (executive) qualification certificate, academic certificate and other valid certificates to the human resources and social security bureau of the county (district) where the service unit is located, And sign a service agreement with the service unit (in quadruplicate, one for the applicant, the service unit, the competent department of the service unit, and the county level human resources and social security department of the service place). The service agreement needs to specify the start and end time of the service, the service period, the rights and obligations between the service unit and the applicant.

(4) After signing the agreement, the applicant shall return to the original unit to go through the formalities of leaving the post with the "Registration Form of Yunnan Professional and Technical Personnel for Grass roots Service" and the service agreement. The personnel, administrative, salary and other relationships of the applicant remain in the original unit, and enjoy the same treatment with the employees of the original unit. The organizational relationship is transferred to the competent department of the receiving unit.

4、 Performance assessment

(1) The annual assessment of professional and technical personnel at the grass-roots level shall be carried out in the service unit, and the assessment results shall be fed back to the original unit for filing.

(2) After the service period of professional and technical personnel at the grass-roots level expires, the human resources and social security bureau of the county (district) where they serve shall assess and identify them, and fill in the Assessment and Identification Form for Professional and Technical Personnel in Yunnan Province to Serve at the Grass roots Level (in duplicate, one copy for the human resources and social security department at the county level where they serve, and one copy for the original feedback unit); If the service period exceeds 2 years, the county (district) human resources and social security bureau shall fill in and submit an appraisal form every 1 year from the third year.

5、 Grant of subsidies

If the applicant has served in the township continuously for more than 2 years (including 2 years), the provincial finance will give a job subsidy of 10000 yuan per person per year from the date of serving in the township. According to the spirit of LRSF [2017] No. 169 document, those who work in remote villages (towns) will be given 10000 job subsidies per person per year (including grass-roots service personnel from provincial units to Lijiang City) on the basis of provincial subsidies.

After the applicant's service period expires and passes the assessment, the human resources and social security bureaus of each county (district) shall summarize the situation of the county (district), and jointly with the financial department, fill in and submit the Register of Professionals in Yunnan Province Who Have Expired Their Service at the Grass roots Level and the Application Form for Post Subsidy of Professionals in Yunnan Province Who Have Expired Their Service at the Grass roots Level before the end of the year, The Application Registration Form for Yunnan Professional and Technical Personnel to Serve at the Grass roots Level and the Appraisal Form for Yunnan Professional and Technical Personnel to Serve at the Grass roots Level shall be attached, and submitted to the prefecture (city) human resources and social security bureaus. After summarizing the situation of the whole city, it shall be reported to the provincial human resources and social security department in a unified way, and the provincial financial department shall approve and allocate job subsidies according to the reported situation.

6、 Other matters

(1) If the service period is 2 years, the post subsidy for 2 years will be issued once after the service period expires; If the service period exceeds two years, the post subsidy will be issued every one year from the third year.

(2) Professional and technical personnel who serve at the grass-roots level will be given priority in evaluation and employment of professional and technical titles. During the service period, if the promotion of professional titles is involved, the original unit shall go through the recommendation and application procedures. The performance during the service period can be the main performance conditions for the promotion of professional and technical titles.

(3) The service period is calculated on an annual basis. Those who fail to perform their duties according to the agreement before the second anniversary or within the service period and fail to pass the assessment (incompetence) will not be entitled to job subsidies.

(4) All departments (units) should actively encourage and support professional and technical personnel who are interested in providing services at the grass-roots level, and do a good job in relevant services according to relevant regulations; The receiving unit and the competent department shall create necessary working and living conditions for professional and technical personnel serving at the grass-roots level, and strive to achieve political concern, living care and work support.
