Major projects of the National Social Science Fund in 2024 will be subject to nationwide public bidding. The relevant matters are announced as follows.

2、 Bidding object
It mainly includes researchers from relevant central ministries and commissions, colleges and universities directly under the Ministry of Education, party schools (administrative colleges) at or above the provincial level, social science academies, universities and key research bases, key military institutions and social science research institutions. The bidding shall be organized in the name of the responsible unit, and the joint bidding of multiple units shall determine a responsible unit. Encourage interdisciplinary, cross regional and cross unit joint bidding, and encourage theoretical work departments to cooperate with practical work departments to carry out research.
3、 General requirements for bidding
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guidance of Xi Jinping Cultural Thought, comprehensively implement the spirit of the 20th CPC National Congress, deeply implement the Opinions of the CPC Central Committee on Accelerating the Construction of Philosophy and Social Sciences with Chinese Characteristics, and adhere to the correct political direction, value orientation and academic orientation, With the major theoretical and practical issues that have an academic supporting role in promoting the Party's theoretical innovation and Chinese style modernization, and the major basic theoretical issues that have a key role in the development of philosophy and social sciences with Chinese characteristics and the construction of China's independent knowledge system as the main direction of attack, we launched landmark research results that have significant academic innovation value and cultural inheritance significance, We will work hard to serve the strategic needs of the Party and the country, promote knowledge innovation, theoretical innovation, methodological innovation and application innovation, and prosper and develop philosophy and social sciences with Chinese characteristics.
4、 Number of Tenders and Funding Limit
A total of 375 bidding topics were released for this batch of major projects. In addition to directional topics, in principle, one winning project will be established for each bidding topic, and the amount of funding for each project will be 600000-800000 yuan. If we win the bid, we will conduct a mid-term inspection and evaluation two years after the project is approved, and provide rolling funding for projects that have progressed smoothly, achieved fruitful results at different stages, and have large funding gaps in subsequent research.
5、 Bidding qualification requirements
（1） The responsible unit must meet the following conditions:
1. Strong scientific research strength and profound academic accumulation in relevant research fields;
2. There is a functional department specially responsible for scientific research management;
3. Be able to provide good conditions for carrying out major project research.
（2） The Tenderer must meet the following conditions:
1. Abide by the Constitution and laws of the People's Republic of China, and abide by various management regulations of the National Social Science Fund; He has profound academic attainments and rich scientific research experience in relevant research fields, a strong sense of social responsibility, good conduct and good style of study; Have a senior professional and technical title or a leadership position at or above the level of department or bureau, able to undertake substantive research work and assume the responsibility of scientific research organization guidance; Each bid team can only have one chief expert.
2. The person in charge of the national social science fund project under research, the major project of Marxist theoretical research and construction project and other national major scientific research projects, and the major project of philosophy and social science research of the Ministry of Education, cannot participate in this bidding as the chief expert. Applicants who apply for the 2024 National Social Science Fund annual project cannot bid for this National Social Science Fund major project.
3. The chief expert can only bid for one project, and cannot participate in other topics of this bidding as the sub project leader or project team member. The person in charge of the sub project must have the title of deputy senior (including) or above, and can only participate in one bidding project in this batch of bidding. The members of the project team can participate in two bidding projects at most. The person in charge of the major projects of the National Social Science Fund, the major research projects and the major research projects of philosophy and social science research of the Ministry of Education shall not participate in this bidding as the person in charge of sub projects.
6、 Bidding subject requirements
1. The bidder must submit a bid in accordance with the bidding topic (attached) published in this Bidding Announcement. The topics of this bidding are divided into directional topics (with *) and specific topics. For bidding directional topic selection, you can prepare your own topic declaration from different perspectives based on your own research foundation and around the topic selection direction; In principle, the description of the selected topic cannot be modified for the specific selected topic in the bid. If necessary, appropriate adjustments can be made, but the research content cannot be significantly reduced or changed. The self selected topic will not be accepted. This bid must fill in the application materials according to the contents and requirements of the newly revised Bid for Major Projects of the National Social Science Fund in 2024 (April 2024, hereinafter referred to as the "Bid"), and the previous version is invalid. The Tender Document shall highlight the project demonstration design, focus on the overall research framework and expected objectives, project research ideas, research priorities and innovations, and briefly introduce the research summary, sub project leaders, etc. The total amount of project design demonstration and research plan shall not exceed 40000 words.
2. The bidding project should highlight the research focus and reflect the limited objectives. The project design should not be too broad to avoid large and comprehensive projects, and the number of sub projects should not exceed 5 generally; The number of sub topics can be designed according to actual needs for large-scale topics such as collation of large documents and ancient books, compilation of series books, database construction, etc. Only one person in charge can be determined for each sub topic.
3. The Tenderer shall submit three representative achievements (papers or monographs) related to the applied topic selection research field as important references for project review and establishment.
4. The Tenderer shall be familiar with the latest research trends in relevant fields at home and abroad, and have a solid research foundation and rich relevant early research achievements. In addition to necessary academic history carding or review, the unique academic value, application value and social significance of the design of this topic relative to existing research should be emphasized.
5. The Tenderer shall establish a clear problem orientation and innovation awareness, and embody innovative academic ideas, original academic opinions and possible breakthroughs in framework design, research ideas, main contents, basic viewpoints, research methods, etc. The topics of interdisciplinary research in bidding should focus on interdisciplinary research (directly related disciplines should be noted in the Bidding Document) and collaborative innovation, and pay attention to the adoption of multidisciplinary research methods and the establishment of interdisciplinary research teams. Give play to the important role of major projects in scientific research and education.
6. The completion time of the project is determined according to the actual needs of the research work, which should be completed in 3-5 years generally. A few research projects with arduous tasks, large scale and long cycle can be completed by stages.
7. The scale and quantity of the expected research achievements should be scientific and reasonable to ensure the quality and academic level and produce more excellent works; If the final results are in the form of large document and ancient book collation, multi volume monographs, series of books, etc., attention should be paid to the scientificity and unity of the compilation style; If the final result is a thematic database (corpus), the principle of commonweal sharing should be adhered to, and the online open use function should be realized when the project is accepted.
7、 Bidding discipline requirements
1. The responsible unit and the bidder should strengthen the review and effectively control the political direction and academic quality. Local social science management departments and entrusted management institutions in Beijing shall conduct qualification review on the Tender, bidders and scientific research teams according to the working procedures, and submit the qualified ones.
2. The bidder shall carry forward the fine style of study that advocates fine works, rigorous scholarship, pays attention to integrity, and stresses responsibility, consciously adhere to the principle of fair competition, and strictly abide by the project management regulations of the National Social Science Fund. Anyone who commits fraud, plagiarism, violation of regulations and disciplines will be disqualified from participating in the evaluation once verified. He will not be allowed to apply for projects funded by the National Social Science Fund within five years. At the same time, he will circulate a notice of criticism and instruct his unit to punish him according to regulations. If the project is approved, it will be withdrawn and listed in the bad scientific research credit record.
3. The person in charge of the sub project and the members of the project team must be the actual participants of the project research and must obtain their own consent. The person in charge of the sub project must sign on the Tender, otherwise it will be regarded as illegal declaration. In case of winning the bid, the chief expert shall fulfill the commitment made during the bidding to ensure that the person in charge of the sub project has sufficient time and energy for research. In principle, the person in charge of the sub project shall not be changed.
4. The bidder can propose no more than 2 experts to avoid the review, which will be considered by our office according to the actual situation of the review work.
8、 Timing
1. The network application system for major projects of the National Social Science Foundation of China will be open from 0:00 on June 27 to 17:00 on July 12, during which the bidders can log on to the scientific research innovation service management platform of the National Social Science Foundation of China（ https://xm.npopss-cn.gov.cn ）And fill in the declaration information according to the requirements of the regulations (those who have an account need not register again). The overdue system will be automatically closed and will no longer accept the declaration.
The "project application system" in the scientific research innovation service management platform of the National Social Science Fund is the only network platform for this application. 2. The provincial social science management department and the entrusted management organization in Beijing must submit the reviewed Bid to our office before July 19, and ensure the authenticity, integrity and consistency of the data.
3. The National Social Science Office conducts qualification review on the Tender, organizes experts to review the bidding materials that have passed the qualification review, puts forward the list of recommended winning topics and establishes the project according to the procedures.
