1、 In 2024, the annual project application of the National Social Science Fund should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, guided by Xi Jinping Cultural Thought, comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, deeply implement the Opinions of the Central Committee of the Communist Party of China on Accelerating the Construction of Philosophy and Social Sciences with Chinese Characteristics, adhere to the correct political direction Value orientation and academic orientation, adhere to the combination of organized scientific research and independent exploration, adhere to the main direction of major theoretical and practical issues, adhere to the equal emphasis on basic research and applied research, encourage interdisciplinary comprehensive research, give practical play to the demonstration and guidance role of the National Social Science Fund, and promote the discipline system, academic system We will build a discourse system, promote the building of an independent knowledge system, and better serve the overall work of the Party and the state.
2、 The annual projects of the National Social Science Fund accepted and declared this time include general projects, key projects, youth projects and western projects.
General projects should be based on the history, theories, methods and applications of various disciplines, face the needs of economic and social development and the reality of discipline construction and development, reflect the academic quality of applicants, and focus on general basic issues that have a supporting role in promoting theoretical innovation and academic innovation, and thematic application issues that have guiding significance in promoting economic and social development practice, Carry out innovative research from a disciplinary perspective.
Key projects should focus on the overall situation of the Party and state work, important theoretical and practical issues of economic and social development, important basic and cutting-edge issues of philosophy and social science, and encourage interdisciplinary research. The applicant should have a good foundation of preliminary research, and the volume and quality of expected results should be higher than that of general projects. In principle, the application of key projects that fail to pass the review will not be converted into general projects.
The youth project aims to strengthen the support and training of young talents, give full play to the advantages of young scholars, and promote knowledge innovation, theoretical innovation, method innovation and application innovation.
Based on the actual situation and advantages of the western region, the western project supports the promotion of sustainable and healthy economic development, social harmony and stability in the western region, the promotion of national unity, the maintenance of national unity, the promotion of excellent national culture, the protection of folk cultural heritage, the development of national studies in neighboring regions and other topics, and supports the discipline construction, talent training and scientific research capacity improvement in the western region.
3、 This application will not release the specific subject guide of disciplines. Applicants can draw up their own subject declaration according to the guidelines of the National Social Science Fund for recent years' sub discipline subject guide, established projects and research achievements, and corresponding to the positioning and requirements of the above project categories, focusing on national needs and disciplinary development, from the perspective of disciplines and subject selection norms, to avoid repeated research. Encourage the chemical, physical and chemical research and interpretation around Xi Jinping's ideology of socialism with Chinese characteristics for a new era, the great achievements and changes since the 18th National Congress of the Communist Party of China, the risks and challenges in the process of Chinese style modernization, the construction of the modern civilization of the Chinese nation, the modernization of the national governance system and capacity, high-quality economic development, new quality productivity, digital and intellectual society To build a strong education country, a strong science and technology country, a strong talent country, a strong sense of the Chinese national community, a modern national security system and security capabilities, the Party's self revolution, the protection and inheritance of cultural heritage, the world's biggest change in a century, major country diplomacy with Chinese characteristics, civilized exchanges and mutual learning, and the building of a community with a shared future for mankind, As well as in-depth research on basic theories and cutting-edge issues in various disciplines of philosophy and social sciences, international academic hot issues, etc.
The topic description should conform to the project orientation, highlight the problem orientation and discipline perspective, be scientific, rigorous, concise and standardized, and avoid ambiguity or controversy.
4、 The applicant must abide by the Constitution and laws of the People's Republic of China, comply with the regulations on the administration of the National Social Science Fund, have the ability to independently carry out research and organize research, be able to undertake substantive research, be upright in conduct and have a good style of study, and must also have the following relevant conditions:
（1） Key projects and general projects: Have professional and technical titles (positions) above deputy senior level (including) or have a doctor's degree. Applicants can choose to apply for key projects or general projects according to their own research foundation, early achievements, project demonstration quality, expected research results, etc.
（2） Youth program: male applicants are not more than 35 years old (born after May 19, 1989), and female applicants are not more than 40 years old (born after May 19, 1984).
（3） Western projects: meet the requirements of (I) or (II), and the applicant is located in 13 provinces (autonomous regions, municipalities directly under the Central Government) including Inner Mongolia Autonomous Region, Guangxi Zhuang Autonomous Region, Hainan Province, Chongqing City, Sichuan Province, Guizhou Province, Yunnan Province, Tibet Autonomous Region, Shaanxi Province, Gansu Province, Qinghai Province, Ningxia Hui Autonomous Region, Xinjiang Uygur Autonomous Region, etc And Xinjiang Production and Construction Corps, as well as some other scientific research units that refer to the western project.
（4） Full time postgraduate students cannot apply (the date of academic qualifications and degree certificates must be before May 19, 2024). Postdoctoral personnel in the station who meet the application requirements can apply, of which the full-time postdoctoral personnel must apply from their postdoctoral workstations, and the in-service postdoctoral personnel can apply from their work units or postdoctoral workstations.
（5） The members of each project research group to be included in the research must obtain their own consent and sign for confirmation, otherwise it will be deemed as illegal declaration. The applicant can absorb overseas researchers as members of the research team according to the actual research needs.
5、 The applicant must meet the following conditions: it has strong academic resources and research strength in relevant fields; It has a scientific research management functional department; Be able to provide necessary conditions for conducting research and promise credibility guarantee. If the application is made from the part-time unit as a part-time person, the part-time unit must verify the authenticity of the formal employment relationship of the part-time person, assume the project management responsibility and promise to guarantee the reputation.
6、 The application scope of the project includes 23 first level disciplines of the National Social Science Fund. The applicant must fill in the National Social Science Fund 2024 Annual Project Application Form (April 2024, hereinafter referred to as the Application Form) according to the National Social Science Fund Project Application Data Code Form. The interdisciplinary research projects of key projects should be applied for by selecting one main discipline and listing 1-2 related disciplines on the principle of "proximity first". The application for the three separate disciplines of pedagogy, arts and military science shall be separately organized by the National Education and Science Planning Office, the National Arts and Science Planning Office and the Military Social Science Planning Office.
7、 In 2024, the annual projects of the National Social Science Fund will continue to implement quota declaration, and quota indicators will be issued separately. All provincial, district and municipal social science administrative departments, entrusted management institutions and application units in Beijing should strive to improve the quality of application, strictly control the number of applications, and reduce the repeated application of similar topics.
8、 The amount of support for the annual projects of the National Social Science Fund is 350000 yuan for key projects and 200000 yuan for general projects, youth projects and western projects. The applicant shall prepare a scientific and reasonable budget according to the actual needs in accordance with the requirements of the Administrative Measures of the National Social Science Fund and the Administrative Measures of the National Social Science Fund Project Funds (see our website for details).
9、 The completion time limit of the annual project of the National Social Science Fund: the basic theoretical research is generally 3-5 years, and the applied countermeasure research is generally 2-3 years.
10、 In order to avoid overstatement, cross application and repeated project approval, and ensure that applicants have enough time and energy to engage in research, the application of annual projects of the National Social Science Fund in 2024 is limited as follows:
（1） The applicant can only apply for one annual project of NSFC, and cannot participate in the application of other annual projects of NSFC as a member of the research team. Members of the research group can participate in at most two applications for annual programs of the National Social Science Fund; The members of the research team of the national project under research can participate in at most one application for the annual project of the National Social Science Fund. Applicants applying for this annual project cannot apply for major projects of the National Social Science Fund in 2024.
（2） The person in charge of the National Social Science Fund project, the National Natural Science Fund project and other national scientific research projects under research shall not apply for new annual projects of the National Social Science Fund (the completion certificate shall be marked before May 19, 2024).
（3） Applicants for projects funded by the National Natural Science Foundation of China, other national scientific research projects, and general research projects of humanities and social sciences of the Ministry of Education cannot apply for projects funded by the National Social Science Foundation of China in the same year. The members of the research team of the same year's applicants for NSFC projects and other national scientific research projects cannot apply for NSFC projects with basically the same or similar topics as the person in charge.
（4） It is not allowed to avoid the above provisions by changing the responsible unit, and it is not allowed to declare the declaration materials with basically the same or similar contents in the name of different applicants.
（5） If the content is significantly related to various national scientific research projects that I am researching or have completed, I must specify the connection and difference between the applied project and the undertaken project in the Application Form, otherwise it will be deemed as repeated application; It is not allowed to apply for the closing of multiple fund projects with the same or similar achievements.
（6） Anyone who applies for a NSFC project based on the doctoral dissertation or post doctoral outbound report must indicate the connection and difference between the applied project and the dissertation (outbound report) in the Application Form, and promise to make substantive modifications on the basis of the original dissertation (outbound report), and the expected results and the dissertation (outbound report) The repetition rate of shall not exceed 60%.
（7） It is not allowed to apply for projects funded by the National Social Science Fund with research results basically identical to those published.
（8） After the establishment of the project, any periodical achievement or final achievement published in the name of the National Social Science Fund project shall not be marked with the words of other funded projects.
11、 The application subject is subject to the preliminary evaluation of peer expert communication. The preliminary evaluation adopts the anonymous way of the National Social Science Fund Project Demonstration Loose Page (hereinafter referred to as the "Project Demonstration Loose Page"). The number of argumentation words does not exceed 7000 words. The relevant research results in the early stage should be listed in the prescribed way, and no information that may reveal the identity of the applicant should appear.
12、 Declaration of discipline requirements
（1） To implement the Central Committee's Several Opinions on Further Strengthening the Construction of Scientific Research Integrity, the application project must fill in the materials truthfully according to the requirements of the National Social Science Fund Project Application Form and the Topic Demonstration Loose leaf, to ensure the authenticity and accuracy of the application information, to ensure that there are no intellectual property disputes, and no acts against the requirements of scientific research integrity.
（2） Applicants should promote the fine style of study that advocates fine works, rigorous scholarship, pays attention to integrity, and stresses responsibility, consciously adhere to the principle of fair competition, and strictly abide by the national social science fund project management regulations. Anyone who commits fraud, plagiarism, violation of regulations and disciplines will be disqualified from participating in the evaluation once verified. He will not be allowed to apply for projects funded by the National Social Science Fund within five years. At the same time, he will circulate a notice of criticism and instruct his unit to punish him according to regulations. If the project is approved, it will be withdrawn and listed in the bad scientific research credit record.
（3） After the project is approved, the project leader shall comply with relevant commitments, fulfill agreed obligations, and complete the research task on schedule during the project implementation. In principle, the form of project results must be consistent with the expected results. Except for special circumstances, the final research results must be identified first and then published. Those who publish without authorization are deemed to terminate the funding agreement. If it is planned to write the results in minority languages or foreign languages, it must be explained in the argumentation of the Application Form.
（4） The responsible unit and the applicant should conscientiously check the political direction and academic quality, and carefully review the authenticity and accuracy of the application information. Local social science management departments and entrusted management institutions in Beijing shall review the Application, applicants and scientific research teams according to the working procedures, and submit the qualified ones.
13、 The project application materials are downloaded from the website of our office. The paper version of the Application Form shall be submitted to the social science management department of the province (district, city) or the entrusted management institution in Beijing after being reviewed and sealed by the unit.
14、 The social science administrative departments of all provinces, districts and cities, the entrusted management institutions in Beijing and the responsible units should strengthen the organization and guidance of the application work, strictly review the application qualification, the authenticity of the preliminary research results, the research strength and necessary conditions of the research group, and report to our office after signing clear opinions.
15、 Declaration schedule
In 2024, the National Social Science Fund will implement online application, and the application system will be open from 0:00 on April 25 to 17:00 on May 19. During this period, applicants can log in to the National Social Science Fund's scientific research and innovation service management platform（ https://xm.npopss-cn.gov.cn ）"Project application system", download the application form of the National Social Science Fund (online version) and fill in the relevant information as required. After checking the contents, upload the application form ("You can upload the application form now" appears in the first line of the application form). The overdue system will be automatically closed and will no longer accept the declaration. While applying online, the applicant still needs to submit a paper version of the Application in triplicate, and ensure that the online and offline contents of the Application are completely consistent. There is no need to submit the paper version of the loose leaf of subject demonstration.
The "project application system" in the scientific research innovation service management platform of the National Social Science Fund is the only network platform for this application, and the network application methods and process management are subject to this system. 16、 Work requirements for application organization
（1） The social science administrative departments of all provinces, districts and cities, and the entrusted administrative institutions in Beijing should strengthen the organization and guidance of the declaration work, do a good job in the review of the declaration information in strict accordance with the regulations, and ensure the authenticity, integrity and consistency of the data. The online review of project application materials shall be completed before 17:00 on May 27, and the paper version of the Application Form shall be submitted to our office before June 27, and the overdue application will not be accepted.
（2） The social science administrative departments of all provinces, districts and cities accept the local project declaration, the Social Science Planning Office of Xinjiang Production and Construction Corps accepts the project declaration of the Corps, the Scientific Research Bureau of the Chinese Academy of Social Sciences accepts the project declaration of the Academy, and the Scientific Research Department of the Central Party School (National School of Administration) accepts the project declaration of the University (Academy), the central state organs and their directly affiliated units in Beijing, The Department of Social Sciences of the Ministry of Education accepts the application for projects of ordinary colleges and universities in Beijing under the central ministries and commissions, and the Social Sciences Planning Office of the whole military accepts the application for projects of the military system (including local military colleges and universities).
