Scope of implementation
With counties as the basic unit, it is mainly aimed at poverty alleviation areas (counties in contiguous poverty-stricken areas originally determined by the country, key counties in national poverty alleviation and development work, key counties in provincial poverty alleviation and development work, and deep poverty counties), underdeveloped ethnic counties, old revolutionary base areas, border counties, and Xinjiang Production and Construction Corps (hereinafter referred to as the Corps) farms, Focus on deeply impoverished areas such as the key counties supported by the national rural revitalization and the original "three districts and three prefectures". The schools receiving aid are county, town and rural schools.

Retired teachers applying for the Silver Age Lecture Program are mainly principals, teaching researchers, super teachers and backbone teachers. Generally, they are under 65 (inclusive) years old, politically reliable, with noble teacher ethics, dedication to their jobs, and excellent business; Healthy, willing to contribute, not afraid of hardship, solid style; He has rich experience in education and teaching. In principle, lecturers should have intermediate or higher professional titles, mainly senior teachers. The re employment of retired teachers in the original unit is not included in the Silver Age Lecture Plan.
Post responsibilities
In accordance with the principle of "demand based and flexible form", the recruited lecturer principal can serve as the vice principal of the assisted school to guide and participate in the management of the school; Lecture teachers can carry out lecture activities focusing on classroom teaching according to their own professional expertise, and can also carry out various lecture activities such as listening to and evaluating lessons, opening open classes, organizing seminars, holding special lectures, etc. according to the education and teaching needs of the recipient school, guiding young teachers, assisting the school in teaching management and carrying out teaching and research activities, Give play to the role of demonstration and radiation, and promote the education, teaching and management level of recipient schools. Encourage lecturers and young students to carry out a series of joint education activities such as reading together.
In principle, the service time of lecturers shall not be less than one academic year, and those who pass the assessment are encouraged to give lectures continuously. The education bureaus of the recipient counties and the teachers to be recruited have signed the Silver Age Lecture Service Agreement, which is signed once a year to clarify the rights and obligations of both parties. Before signing the agreement, the lecturers need to provide medical examination reports for nearly six months. During the service period of the lecturer, the recipient county will track and evaluate him, and terminate the agreement if he fails to perform his obligations as required by the agreement or is unfit to continue lecturing due to physical reasons.
Recruitment procedure
The provincial education administrative department is responsible for the recruitment, following the principles of "openness, fairness, voluntariness, and merit" and "county, school, and post determination", and starting from the actual needs of the schools in the recipient counties, recruiting lecturers, combining the professional expertise of lecturers, and selecting disciplines and specialties. The following procedures shall be followed: (1) Publish the demand; (2) Voluntary registration; (3) Qualification review or selection; (4) Publicity; (5) Sign the agreement; (6) On duty teaching.
Safeguard measures
1. Fund guarantee. The personnel relations and retirement benefits enjoyed by lecturers during their service remain unchanged. The working funds shall be distributed monthly. The working funds are mainly used to provide the lecturers with work subsidies, transportation and travel expenses, purchase of accident insurance premiums and other subsidies. The working funds for lecturers shall be shared by the central and local finance according to the annual per capita standard of 20000 yuan. Among them: western provinces are borne by the central government; The central provinces are shared by the provincial finance and the central finance at a ratio of 1:1; The eastern provinces are borne by the provincial finance. The work funds to be shared by the central finance shall be settled according to the actual situation. Each province and corps can raise the subsidy standard of working funds according to the actual situation, and the higher part will be borne by the provincial finance. If it is necessary to arrange pre job training for lecturers, the cost shall be borne by the provincial finance.
2. Policy guarantee. The recipient county shall provide the teachers with a turnover dormitory and necessary living facilities. The medical expenses incurred by the lecturer due to illness or injury shall be handled according to his/her medical relationship and relevant regulations. For those who perform well during lectures, priority shall be given to evaluation and commendation, and commendation and rewards can be given according to relevant regulations. Those who are incompetent or have problems in the assessment during the lecture shall be dealt with according to relevant regulations.
