In order to thoroughly implement the decision and deployment of the 20th National Congress of the Communist Party of China on "extensively carrying out nationwide fitness activities, strengthening youth sports, promoting the comprehensive development of mass sports and competitive sports, and accelerating the building of a sports power", implement the spirit of documents such as the National Fitness Plan (2021-2025), and promote the deep integration of national fitness and national health, It is decided to hold the 2023 National Women's Square Dance (Gymnastic Dance) Competition of "Dancing Women to Enjoy Healthy Life" from August to December 2023, and the relevant matters are notified as follows.

1、 Purpose

The competition aims to thoroughly study and implement Xi Jinping's thought of socialism with Chinese characteristics for a new era and the spirit of the 20th National Congress of the Communist Party of China, implement the important statements of General Secretary Xi Jinping on building a healthy China, women and children, and the work of the Women's Federation, build a platform to strengthen the cohesion and centripetal force of mass sports, and give play to the role of the Women's Federation in leading service links, Actively lead women to participate in national fitness activities, actively advocate and practice a healthy lifestyle, improve women's health literacy, constantly enhance women's sense of gain, happiness and security, and comprehensively demonstrate women's heroism in building a strong country and in the new process of national rejuvenation through events.

3、 Event arrangement

The competition is carried out in the form of combination of online and offline, and is divided into two stages: the sub race and the final.

（1） Phase I: 32 races in total (August November). Hebei Province and Yunnan Province will hold an offline sub race respectively; The other provinces (districts and cities) can hold the sub race online and offline, which can be carried out in combination with the 2023 National Fitness Online Games. The team that wins the first place of each group in each race will be promoted to the final.

（2） The second stage: one final (December). It will be held offline in Jiangxi Province, and the specific arrangement will be notified by China Trampoline and Skills Association.

4、 Relevant requirements

（1） Strengthen organizational leadership. The sports and women's federations in the event venue should earnestly strengthen the organization, leadership and overall coordination of the event work, strengthen the cooperation with propaganda, cultural tourism, transportation, public security, health, emergency management, meteorology and other departments, formulate work plans, clarify the division of tasks, and ensure the smooth holding of events.

（2） Strict work discipline. During the event, the spirit of the eight central regulations and their implementation rules shall be strictly observed to prevent formalism, extravagance and waste. It is strictly prohibited to take the opportunity to collect fees from the masses for profit. Strictly implement the relevant work requirements of national sports events, strengthen the management of athletes, strictly implement the rules of the event, the code of conduct of the venue and other relevant provisions, and ensure that there is no problem of competition style and discipline.

（3） Strengthen safety precautions. Strictly implement the requirements of "who hosts, who is responsible", "who undertakes, who is responsible", "one activity, one plan", and "hierarchical and hierarchical management", establish and improve the safety work mechanism, develop targeted emergency response plans for various risks and emergencies that are likely to occur in the event activities, implement safety responsibilities, resolutely prevent safety risks, and firmly stick to the safety bottom line.

（4） Increase the publicity of activities. Give full play to the role of traditional media and new media, promote the event activities through multiple channels and ways, and form an all media communication matrix. Pay attention to the promotion of the event in a way that the masses like to see and hear, guide the masses to participate actively, tell good stories about mass sports, attract wide attention and support from all walks of life, and form a healthy and upward atmosphere of public opinion.

（5） Team up for competition. All provincial sports and women's federations should do a good job in organizing in accordance with the competition regulations (see the annex).

Annex: Competition Rules of 2023 National Women's Square Dance (Gymnastic Dance) Competition

1、 Participants

Fitness stations at all levels, organizations, enterprises and institutions, sports associations at all levels, community square dance teams (troupes), fitness clubs and other square dance enthusiasts.

2、 Competition

（1） Specified items: see the attached table for details.

（2） Optional items: no music or action is specified.

3、 Competition group and age

（1） Youth group: the average age is 20-35 years old.

（2） Middle aged group: the average age is 36-50 years old.

（3） Evergreen group: the average age is 51-65 years old.

4、 Entry requirements

（1） Athletes of the participating teams are not allowed to register across groups or teams.

（2） In the same group, the same item cannot be registered repeatedly.

（3） The participating teams must also sign up for the required and optional events.

5、 Number of participants

（1） Number of competitors

1. Small group: 6-12 persons (including 12 persons);

2. Large group: 13-20 people (including 20 people).

（2） Each team can report 1-2 leaders, 2 coaches, 1 referee (referees at or above the level of square dance), management, team doctors, etc.

（3） Each team can report 2 substitute athletes when signing up. Only the athletes who sign up and the substitute athletes are eligible to participate. If the substitute athletes do not arrive at the competition site, they will be disqualified from signing up.

6、 Competition track

（1） Specified track: see the attached table for details.

（2） Optional tracks: all tracks except the specified ones can be selected without specifying music or action.

7、 Competition method

（1） Scoring rules: The National Square Dance Competition Scoring Rules 2021-2024 approved by the Gymnastics Management Center of the General Administration of Sport of China shall be adopted.

（2） Order of appearance: determined by the contest organizing committee by drawing lots.

（3） Competition music

1. It is stipulated that the project music shall be provided by the organizing committee;

2. The music of the optional project shall be provided by the participating team, and the duration of the track shall be 3 minutes 30 seconds to 4 minutes 30 seconds. The music must be positive, and can participate in the competition of this project only after it is reviewed and approved by the organizing committee.

（4） Online video shooting requirements

1. The background picture and banner of the competition video shall be uniformly designed by the organizing committee, and either of them shall be used; It is required to show signs such as background board banner in the video, which can be made or banner subtitles can be directly added to the video;

2. The shooting should ensure that the sound is clear without noise, the environment is clean, the light is moderate, and the shooting line of sight is not blocked; If you are outdoors, please do not shoot against the light;

3. The dress should be suitable for the competition and conform to the style of movements and tracks. Any uncivilized and unhealthy elements are prohibited;

4. Shoot from the front of the horizontal screen in a single seat. The shooting lens is at a suitable distance from the first row of athletes. The picture can clearly see the competition site, marker belt, background picture (or banner), and all the team members' complete sets of movements are in the picture. The participation video should include entry, performance and exit;

5. The video must be shot continuously, without editing, splicing, close-up and captioning (except for banners), without interrupting or changing the shooting angle. Except for the match music dubbing, no other dubbing or music shall appear in the video;

6. Do not use previous competition and training videos. If the players in the competition video are inconsistent with those in the registration, they will be disqualified once verified;

7. The video format suffix is MP4 or MOV, 1920 * 1080px resolution, length height ratio 16:9, size within 500M;

8. Athletes' videos should not contain any advertising content, including the venue, and should not allow product placement (product placement means that athletes integrate brand products or services into the video through handheld, display or language and leave a considerable impression on the audience);

9. Athletes can display their sponsor logo on the competition clothing, and clothing advertising should not be provocative, nor should it violate public order, good customs and social ethics, such as publicity should not contain content that promotes violence, race, religion, politics or sexism;

10. The sponsor's advertising requirements are as follows: the advertising stickers of the sponsor of the participating athletes are allowed to be sewn on the athletes' clothing, not more than 4 square centimeters; The arm sticker can be square or surround the arm, and the width shall not exceed 4 cm; Advertisements printed on the back of the contestants, with an area of no more than 21 * 5 square centimeters, are arranged in a line; The manufacturer's logo can appear on the clothing, and the requirements are as follows: the size of the logo should not exceed 4 square centimeters, and only one trademark can be displayed on each clothing.

8、 Admission Rank and Rewards

（1） Sub race

1. Individual awards: special, first, second and third prizes will be accepted according to the ratio of 1:2:3:4 for different projects and groups, and certificates will be issued;

2. Group Award: the group score is calculated by the sum of the scores of the specified items and the optional items, and the top eight of each group will be admitted, and a certificate will be issued; At the same time, the team that wins the first place in each group will be promoted to the finals;

3. Invite a team from Hong Kong, Macao and Taiwan to participate in the finals;

4. The team award breaks the equal score: if the results are the same, the higher score of the specified project will be ranked first; If it is the same again, it will be parallel.

（2） Finals

9、 Registration and offline check-in

（1） Sign up

1. All competitors can access the link [# applet://online sports meet/eEEDU2ZBIkpqpzv], click the event name, enter the registration page, fill in the relevant personnel information, upload the registration form, competition music (self selected song name, lyrics, songwriter) to the designated mailbox, and the mailbox information will be notified separately;

2. The registration information will appear in the order book, certificate and other competition documents, and cannot be modified without authorization after confirmation; In case of any problem such as missing, wrong or over reporting, the applicant shall bear the relevant responsibilities and costs;

3. All teams must enter in groups strictly according to the competition requirements. If they fail to meet the competition requirements, their qualification or performance will be cancelled.

（2） Offline check-in

1. Athletes must carry ID cards and other valid certificates when registering for duty;

2. Athletes must provide health certificates issued by hospitals of Grade II Grade A and above for future reference when registering;

3. If the athlete is unable to participate in the competition due to injury before registration, he/she is allowed to withdraw from the competition, but he/she must report in writing to the China Trampoline and Skills Association for approval and show the diagnosis certificate issued by the relevant provincial or municipal second class or higher hospital before registration;

4. The participants themselves and the participating unit must sign the declaration of exemption for participation (signed by the minors themselves and their guardians, and signed by the participating unit needs to be stamped with the official seal of the unit). The declaration of exemption includes risk notification, safety tips and legal liabilities, and the original copy shall be submitted at the time of registration;

5. The units and individuals participating in the competition must sign the letter of commitment on competition discipline and anti doping before the competition. The original copy of the letter of commitment must be brought to the competition area and submitted at the time of registration.

10、 Participation fee

（1） Athletes (including substitutes) in this event do not need to pay event service fees.

（2） Travel expenses, board and lodging expenses of offline participants shall be borne by themselves.

（3） The organizing committee shall bear the travel expenses, board and lodging expenses of the chief judges and referees of the members of the appeal committee appointed by the Chinese Trampoline and Skills Association Dancing Branch, and the travel expenses, board and lodging expenses of the referees recommended by each team.

11、 Medical treatment and insurance

（1） All participants (including athletes, coaches, officials and referees, etc.) must buy insurance to participate in the competition. Specific matters are as follows:

1. Insurance period: at least the time interval of competition and round trip must be included. It is generally recommended to be January 1 to December 31, 2023;

2. Insurance coverage: Accidental injury accidents or sudden acute accidents occurred during the insured's participation in the competition (including the round-trip journey) during the insurance period;

3. Participants must submit a scanned copy of the original insurance policy at the time of registration. Only when the registration information and materials are complete can the application pass the system review. Otherwise, the application cannot be completed.

（2） Injuries and diseases, personal injuries and property losses during the competition shall be handled by the participating unit or individual, and the organizing committee shall assist in solving them. The participants must actively cooperate with the organizing committee's relevant requirements, accept the on-site first-aid medical treatment and emergency treatment provided by the organizing committee. All matters and medical treatment costs after the competition shall be borne by the participating unit or individual.

12、 Referees and event arbitration

（1） The members of the event arbitration committee, the senior referee team and the chief referee are selected by the Gymnastics Management Center of the General Administration of Sport of China and the Lineage Branch of the China Trampoline and Skills Association in accordance with the Administrative Measures for Judges of the National Plaza Dance Competition.

（2） The referees shall be selected by the team referees and the Chinese Trampoline and Skills Association Line Dancing Branch (those who hold the certificate of first class and above referees of square dance), and the scoring referee shall be assessed and confirmed by the competition organizing committee before the competition; The referee must participate in the referee's work throughout the whole process. Absence, if any, will not be included in the referee's experience. The auxiliary referee will be selected by the competition organizing committee.

（3） The referee shall bring his own referee equipment

1. Men: white long sleeved shirt, black or navy blue suit, dark tie, dark leather shoes;

2. Women: white long sleeved shirt, black or navy suit suit (skirt), dark leather shoes.

（4） The management and responsibilities of the event arbitration committee shall be in accordance with the Administrative Measures for Judges of National Plaza Dance Competition.

13、 Others

（1） Entrants and individuals must ensure that the music provided for the competition can be used legally and without any infringement of the intellectual property rights of third parties and their authorized licensors; The music content shall be positive, and shall not contain any content that violates the national laws and regulations, the Party's and the country's guidelines and policies, and shall not violate public order and good customs. Chinese translation of lyrics is required for foreign songs. Otherwise, any liability and loss arising therefrom shall be borne by the participating unit or individual.

（2） The organizers and organizers of this competition have the right to use the portraits, names, names, pictures, audio and video recordings, competition routines, competition music, etc. of the athletes (teams) for free to carry out various public welfare publicity and promotion activities aimed at promoting the development of the square dance project and the event.
