From November 19 to 20, the 27th Joint Conference on Earthquake Prevention and Disaster Reduction in the Border Area of Guangdong, Guangxi and Hainan was held in Wuzhou, Guangxi, with the theme of "improving the emergency capacity of the grass-roots level and building the people's defense line for disaster prevention, mitigation and relief".Nearly 130 people, including leaders and experts from the emergency departments of Guangdong, Guangxi and Hainan provinces (regions) and the Seismological Bureau, as well as representatives from 17 cities in the joint defense zone, attended the meeting.

The work of earthquake prevention and disaster reduction is related to the social and economic development and the safety of people's lives and property. As the main platform for joint defense in the area of earthquake prevention and disaster reduction, after 27 years of development, the scale of joint defense areas in the joint meeting of earthquake prevention and disaster reduction in the border area of Guangdong, Guangxi and Hainan has gradually expanded from a few cities to 17 cities. The joint defense areas have been expanding and the linkage cooperation has been constantly improved,In line with the urgent needs of the municipal governments and the masses of the people in the joint defense area for regional public security under the new situation.
Zhang Qin pointed out that since the establishment of the joint conference, the cities in the joint defense area have supported, cooperated closely, exchanged information and shared resources, and played an important role in the regional joint defense. In particular, in recent years, the joint defense area has jointly and effectively responded to many earthquake events such as the "July 31" Cangwu 5.4 earthquake and the "October 12" Beiliu 5.2 earthquake.In the future, the member units will continue to play a good role in the coordination and linkage mechanism of the joint meeting, further strengthen the business integration and exchange between the seismic department and the emergency management department, form a new era of "big emergency" work pattern, focus on the earthquake situation, coordinate and link emergency response, jointly prevent and resist the risk of earthquake disasters, and promote the modernization of the regional earthquake prevention and mitigation governance system and governance capacity,Provide effective earthquake safety guarantee for regional economic and social development.
At the meeting, Li Yongqiang, a researcher of Yunnan Seismological Bureau, gave a special lecture on "Practice of earthquake emergency rescue work".The seismological bureaus of the three provinces (regions) shared the results of the 2021 earthquake trend consultation in the border area of Guangdong, Guangxi and Hainan.Leaders and experts from the earthquake and emergency departments of the 17 member units of the joint defense zone jointly analyzed and discussed the earthquake situation in the border area of Guangdong, Guangxi and Hainan, shared the experience of earthquake preparedness and disaster reduction work, especially after the institutional reform of the earthquake emergency into the "big emergency" management system, and discussed the joint defense countermeasures for regional earthquake preparedness and disaster reduction.In addition, participants also visited the Guangdong Guangxi Cooperation Special Experimental Zone, the development of the effectiveness of earthquake prevention and disaster reduction in Canghai New Area, and the construction of earthquake emergency shelters in Canghai Park.
In recent years, Wuzhou City has actively adapted to the new normal of economic and social development, focusing on improving the three major capabilities of earthquake monitoring and early warning, urban and rural earthquake disaster prevention and earthquake emergency rescue, strengthening the construction of three major systems of social governance, public services and informatization for earthquake prevention and disaster reduction, carrying out the earthquake intensity quick report system, earthquake background field observation network, urban earthquake disaster risk assessment12 improvement projects, including the construction of emergency disaster prevention and avoidance system and the creation of comprehensive disaster reduction demonstration communities, have achieved certain results, providing an effective earthquake safety guarantee for the city's implementation of the "East Melting" strategy.
