Interpretation of Amendment No. 1 (Draft for Comments) to the mandatory national standard Electrical Safety Requirements for Electric Bicycles (GB 42295-2022)

Recently, the Office of the Security Committee of the State Council deployed to carry out the whole chain rectification action for potential safety hazards of electric bicycles nationwide, and took improving the quality and safety standard system as one of the key tasks. The Ministry of Industry and Information Technology conscientiously implemented the deployment arrangements of the Security Commission Office of the State Council, organized the revision of the mandatory national standard Electrical Safety Requirements for Electric Bicycles (GB 42295-2022), formed the No. 1 amendment sheet (draft for comments), and publicly solicited public opinions from May 30 to June 28, 2024. This revision is mainly carried out around the following three aspects:


1、 Tighten key safety indicators


In order to improve the safety of electrical circuits and prevent potential fire hazards of electric bicycles, the relevant safety indicators have been refined and strengthened in this revision. For example, the definition and wiring requirements of the main circuit are further refined. From the technical level, it is required that the high-voltage part (drive circuit) and low-voltage part (control circuit) inside the car body should be separated to reduce the risk of insulation aging and leakage. In addition, the requirements for battery short circuit protection have also been strengthened, and more stringent contact resistance limits have been specified for wire connection parts to effectively prevent fire accidents caused by aging and short circuit of electrical lines.


2、 Strengthen the coordination of relevant standards


This revision pays more attention to the coordination and unification with other mandatory national standards related to electric bicycles, such as lithium ion batteries and chargers. For example, the clauses related to on-board chargers are adjusted to be consistent with Amendment 1 (Draft for Comments) of Safety Technical Requirements for Chargers for Electric Bicycles (GB 42296-2022); For another example, considering that the Safety Technical Specification for Lithium Ion Batteries for Electric Bicycles (GB 43854-2024) has been officially released, which has detailed provisions on the relevant safety indicators of lithium batteries, in order to avoid discordance and conflict between standards, this revision deleted 4.8.4, 4.8.5, 4.8.6, 4.8.8, 5.10.2 and other provisions on lithium batteries in the original standard, In the future, the lithium-ion batteries for electric bicycles can be fully implemented in accordance with the requirements of GB 43854-2024.


3、 Improve the operability of standards


This revision has optimized and improved some technical indicators and test methods, which is more convenient for subsequent testing and certification, not only reducing testing costs, but also avoiding the impact of inconsistent understanding on the implementation effect of standards. For example, the draft simplified the voltage test method, improved the temperature anomaly alarm test procedures and requirements, and improved the accuracy and convenience of detection. In addition, in order to link up with the quality supervision of products, this draft clarifies the sampling method and measurement requirements of conductors, effectively reducing possible disputes, and facilitating future market supervision and spot checks.
