1、 General requirements
We will implement the Opinions of the CPC Central Committee on Deepening the Reform of the Talent Development System and Mechanism and the Outline of the National 13th Five Year Plan, accelerate the reform of the talent development system and mechanism, and make greater efforts to implement the National "Thousand Talents Plan" with a more open vision and ideas. In accordance with the requirements of "adhering to standards, optimizing the structure, and preferring deficiencies to abuses", we will highlight the "high, precise and sophisticated" orientation and constantly improve the accuracy of talent introduction. Focusing on national major strategies such as the "Belt and Road" construction, cutting-edge developments in international scientific and technological development, and the need for strategic adjustment of China's talent structure, we will continue to optimize the talent introduction structure, lean towards key areas, emerging and strategic industries, and core technologies identified in the "13th Five Year Plan", and focus on introducing talents engaged in major original innovation and disruptive technological innovation research, Increase efforts to introduce young talents, enterprises and financial institutions are in urgent need of talents. Establish and improve the follow-up support mechanism for the experts who have outstanding performance and great influence in the "Thousand Talents Plan". Explore and establish a flexible talent introduction mechanism, adhere to the principle of "use first", encourage and support employers to introduce talents not only in terms of region and color, but also in terms of making good use of talents without seeking ownership, location and form.
2、 Application items and basic requirements
（1） Long term innovative talents project (including humanities and social sciences project). Generally, the applicant should not work full-time in China; If he has worked in China, the time shall be within one year. After the introduction, they shall work full-time in China for no less than 3 years. The cumulative times of declaration shall not exceed 2. Among them, the application units of humanities and social science projects are universities and scientific research institutions, focusing on the introduction of urgently needed talents in intellectual property law, environmental and resource protection law, international law, international economic law, international relations, diplomacy, psychology and other majors.
（2） Short term innovative talents project (including non Chinese foreign talents). The cumulative times of declaration by the declarant shall not exceed 2. After the introduction, it is required to work continuously in China for more than 3 years and at least 2 months every year.
（3） Entrepreneurship talent project. The applicant has returned to China for no more than 6 years, and the company he founded has been established for more than 2 years and less than 5 years.
（4） Foreign technical projects. The applicant shall be a foreign expert of non Chinese origin, who generally does not work full-time in China at the time of application, but has worked in China for less than one year. After the introduction, they shall work in China for no less than 3 years and no less than 9 months each year. The cumulative times of declaration by the declarant shall not exceed 2.
（5） Youth project. The introduction subjects are colleges and universities, scientific research institutions, central enterprises and some financial institutions. The applicant shall obtain a doctor's degree, be no older than 40 years old, and have more than 3 years of continuous overseas scientific research work experience. After the introduction, it is required to work full-time in China for more than 3 years. Generally, the applicant should not work full-time in China at the time of application, but if he has already worked in China, the time should be within one year.
We will continue to pilot financial institutions to apply for youth projects, and the number of people introduced will be limited to 30. The introduction subjects are large and medium-sized state-owned financial institutions or national financial management departments. In addition to the above conditions, the applicant shall also meet the following conditions: generally, he/she shall obtain a doctor's degree in a well-known overseas university and have more than 3 years of full-time work experience in overseas financial institutions; It is a top talent among peers in the financial field, has outstanding performance, has a certain popularity in the industry, and has the development potential to become a leading talent.
（6） Top talent and innovation team project. The applicant shall be an international top expert in the field of natural science research or engineering technology, and meet one of the following conditions: the winner of Nobel Prize, Turing Prize, Fields Prize and other international awards; Academicians of the Academy of Sciences or the Academy of Engineering of the United States, Britain, Canada, Australia and other developed countries; Internationally renowned scholars working in world-class universities and scientific research institutions; The country urgently needs other top talents. After the introduction, it is required to work full-time in China for at least 5 years.
（7） Xinjiang project and Tibet project. The main bodies of introduction are institutions of higher learning, scientific research institutions, enterprises and various parks and other employing units mainly in Xinjiang and Tibet. Innovative talents must have the following conditions: engaged in research in natural science or engineering technology; No more than 40 years old; Those who have obtained a master's degree or above overseas, and those who have obtained a master's degree in China need to work continuously abroad for more than 3 years; It is an outstanding talent among its peers in the scientific research field and has the development potential to become an academic or technical leader in this field. After the introduction, he will work full-time in Xinjiang or Tibet for at least 3 years. The conditions for starting businesses in Xinjiang and Tibet can be appropriately relaxed.
（8） Cultural and artistic talent project. The introduction subjects are state-owned cultural units, universities and influential non-public cultural units in China. The introduction scale shall be controlled within 30 people. Applicants engaged in research work shall generally obtain a doctorate degree overseas, and shall not be more than 55 years old. Applicants engaged in stage art and creative design can appropriately relax the requirements for education and age. Generally, the applicant should not work full-time in China at the time of application, but if he has already worked in China, the time should be within one year. Those applying for long-term projects shall work full-time in China for no less than 3 years after introduction; Those who apply for short-term projects shall work continuously in China for at least 3 years and at least 2 months each year. In principle, the cumulative times of declaration by the declarant shall not exceed 2.
The age, educational background, professional and technical positions and other qualifications of the applicants for the above items, if not specified, are the same as those of the previous batch. The deadline for calculating age and working years is June 1, 2016. For candidates with outstanding achievements or special needs of the country, they can be introduced exceptionally beyond the qualifications such as age, educational background, professional and technical positions, length of service, etc., and the application materials for exceptions shall be attached.
3、 Declaration procedure
Except for entrepreneurial talents, after the employer and the applicant reach a preliminary intention, the academic (technical) committee or similar institutions shall organize experts to evaluate the academic (technical) level of the applicant, sign a formal work contract or a written intention agreement after passing the evaluation, and then fill in the application form and submit it according to the procedures. The organization department of the party committee of the province (district, city) where entrepreneurial talents are located should check the enterprises founded by the applicants on the spot before submitting the relevant application materials.
（1） Long term and short-term projects for innovative talents. For those introduced by relying on national key innovation projects, fill in the Application Form for the National "Thousand Talents Plan" (national key innovation projects) and relevant materials; for those introduced by relying on other platforms, fill in the corresponding application form and relevant materials. The national science and technology plan for talent introduction shall be reported to the Ministry of Science and Technology according to procedures. All kinds of employers under the central department shall report to their subordinate departments, and after being reviewed by their subordinate departments, they shall report to the Ministry of Education, the Ministry of Science and Technology, the State owned Assets Supervision and Administration Commission of the State Council, the People's Bank of China, the State Administration of Foreign Experts Affairs and other leading organizations of the platform. All kinds of local employers shall report to the provincial (district, city) Party Committee Organization Department, and the provincial (district, city) Party Committee Organization Department shall report to the leading organization unit of the above platform as a whole.
Foreign experts of non Chinese origin who apply for short-term projects may report to the State Administration of Foreign Experts Affairs in accordance with the prescribed procedures, in comparison with the projects of foreign experts.
（2） Entrepreneurship talent project. The applicant shall fill in the Application Form for the National "Thousand Talents Plan" (Entrepreneurship Talents) and relevant materials as required, and report to the organization department of the provincial (district, city) party committee in accordance with the procedure. After the organization department of the provincial (district, city) party committee conducts on-site verification of the enterprise founded by the applicant, it shall report to the leading organization unit of the platform as a whole.
（3） Foreign technical projects. The applicant shall fill in the Application Form for the National "Thousand Talents Plan" (Foreign Professional Program) and relevant materials as required. The central unit in Beijing shall be reported to the State Administration of Foreign Experts Affairs by the unit's administrative department of foreign experts after the approval of the organization and personnel department; Other employers shall report to the provincial (district, city) bureau of foreign experts in accordance with the principle of territoriality, and report to the State Bureau of Foreign Experts Affairs after the approval of the provincial (district, city) Party Committee Organization Department.
（4） Youth project. Applicants of institutions of higher learning, scientific research institutions and central enterprises shall fill in the Application Form for the National "Thousand Talents Plan" (Youth Project) and relevant materials as required. The institutions of higher learning subordinate to the central departments are reported to the Ministry of Education for summary, the institutes subordinate to the Chinese Academy of Sciences are reported to the Chinese Academy of Sciences for summary, the scientific research institutions subordinate to the central departments are reported to the Ministry of Science and Technology for summary, the central enterprises are reported to the State owned Assets Supervision and Administration Commission of the State Council for summary, and then to the Natural Science Foundation. Universities and scientific research institutions affiliated to the province (district, city) shall report to the Party Committee Organization Department of the province (district, city) where they are located according to the procedure, and the Party Committee Organization Department of the province (district, city) shall report to the Natural Science Foundation. At the same time, employers have applied for the evaluation system through the national "Thousand Talents Plan" (Youth Project)（ http://pingshen.1000plan.org ）Upload relevant materials. Applicants of financial institutions shall fill in the Application Form for the National "Thousand Talents Plan" (Youth Project) and relevant materials as required. Financial institutions managed by the central government or CBRC, CSRC and CIRC shall report to the competent industry department for summary and review, and then to the People's Bank of China. Financial institutions affiliated to the province (district, city) shall report to the Party Committee Organization Department of the province (district, city) where they are located according to the procedure, and the Party Committee Organization Department of the province (district, city) shall report to the industry competent department for summary and review, and then report to the People's Bank of China.
（5） Top talent and innovation team project. The applicant shall fill in the Application Form for the National "Thousand Talents Plan" (Top Talents and Innovation Team Project) and relevant materials as required, and submit it to the Special Office for Overseas High level Talent Introduction (hereinafter referred to as the "Special Office") after being summarized and reviewed by the competent department. The institutions of higher learning affiliated to the central departments shall be summarized by the Ministry of Education, the institutions affiliated to the Chinese Academy of Sciences shall be summarized by the Chinese Academy of Sciences, the scientific research institutions affiliated to the central departments shall be summarized by the Ministry of Science and Technology, the central enterprises shall be summarized by the State owned Assets Supervision and Administration Commission of the State Council, and the institutions of higher learning and scientific research affiliated to the province (district, city) shall be reported to the Party Committee Organization Department of the province (district, city) in order.
（6） Xinjiang project and Tibet project. The applicant shall fill in the Application Form for the National "Thousand Talents Plan" (Xinjiang Project, Tibet Project) and relevant materials as required, report to the Organization Department of the Party Committee according to the affiliation, and report to the Special Office after review.
（7） Cultural and artistic talent project. The applicant shall fill in the Application Form for the National "Thousand Talents Plan" (Cultural and Art Projects) and relevant materials as required. State owned cultural units and institutions of higher learning subordinate to the central department shall apply to their subordinate departments, which shall report to the Ministry of Culture. State owned cultural units, institutions of higher learning and non-public cultural units affiliated to the province (district, city) shall report to the provincial (district, city) competent cultural department in accordance with the principle of territoriality, and after being approved by the provincial (district, city) Party Committee Propaganda Department and Organization Department, they shall report to the Ministry of Culture.
4、 Application materials
The application materials include the report on the application of the National "Thousand Talents Plan" in 2016, the application form and its annexes, the summary table of overseas high-level talents, and the summary table of candidates for the application of the National "Thousand Talents Plan". The application form and attachments shall be bound together, and the summary form of overseas high-level talents and the summary form of applicants shall be attached separately. When submitting materials, it is necessary to submit one paper application material and electronic documents, and the contents of electronic documents shall be consistent with those of paper materials.
The attachment materials shall generally include: 1. Copy of academic degree certificate; 2. Copy of ID card or passport; 3. Copy of the work contract or intentional work agreement signed with the employer; 4. Proof materials of overseas employment; 5. Copies or supporting materials of major achievements (representative works, patent certificates, product certificates); 6. Certification materials of major projects led (participated in) by leaders; 7. Copy of award certificate; 8. Other materials to be submitted. For entrepreneurial talents, in addition to the above materials, they should also provide proof materials for the establishment of enterprises (copies of business licenses, equity composition materials, etc.), articles of association, business plans, financial statements of the previous year audited by a third party (balance sheet, income statement, cash flow statement, etc.), and tax payment certificates issued by the tax authorities for the last three years. For cultural and artistic talents, in addition to the above materials, relevant video materials should also be provided.
Top talent and innovation team projects shall be discussed on a case by case basis, and the application materials shall be submitted separately. The deadline for submission of application materials for other projects is July 15, 2016.
5、 Other matters
（1） All employers, local organization departments and platform leading organization units should take their own responsibilities, strictly review and check, and ensure that the application materials are true, complete and standardized.
（2） All employers should enhance the awareness of talent safety and risk prevention, strengthen system construction, and do a good job in the assessment, prevention and disposal of legal, commercial and other risks in the process of talent introduction.
（3） The text of the application materials can be downloaded from the national "Thousand Talents Plan" website.
（4） The provincial (district, city) Party Committee Organization Department's report and summary report on the application of the National "Thousand Talents Plan" in 2016 are reported to the Special Office, and copied to the leading organization unit of the platform. The declaration form and relevant annexes shall be directly reported to the leading organization unit of the platform.
（5） Overall schedule: the declaration work will be completed in the middle of July, the review work will be completed in the middle of September, the comprehensive review and check work will be completed by the end of October, and the list of introduced personnel will be reported in November.
