The Jiangsu Higher People's Court has 27 functional departments

(1) The Office assists the leaders of the Institute in organizing, coordinating and handling government affairs; Supervise the decisions made at the Party Leadership Group Meeting and the President's Office Meeting and the matters assigned by leaders; To be responsible for liaising with deputies to the Provincial People's Congress, supervising the suggestions of deputies to the Provincial People's Congress and proposals and letters from members of the Provincial CPPCC; To be responsible for the organization and coordination of important meetings and activities of the Academy and the official reception activities of the organs; Centralized management of the foreign affairs of the provincial courts and the work of Hong Kong, Macao and Taiwan; Responsible for document management and confidentiality guidance of the Party Leadership Group of the Institute; To be responsible for the management of archives, lawyers' reading, receiving and dispatching, books and materials of the hospital.

(2) Organization and Personnel Department    To be responsible for personnel management such as assessment, deployment, appointment and removal of personnel of the hospital's organs, and placement of military cadres; To be responsible for undertaking the specific work of the establishment of relevant institutions of the Institute; To be responsible for the management of salaries, welfare, personnel files, post objective assessment and other work of the hospital's staff; Be responsible for the management of the reserve cadres of the hospital according to the cadre management authority; Assist the competent business department in recruiting the staff of the hospital; Responsible for classified management of clerks.

(3) Judge Management Division    Responsible for undertaking the establishment of relevant institutions of the provincial court system and the printing of hospital seals; Assist the organization department of the local party committee to do a good job of party building, leading group building and reserve cadre management in the court system; Assist the competent business department in guiding and coordinating the recruitment of personnel by the lower court, and undertake the examination and employment review of new personnel in the court system; To draft the management of judges' ranks in the courts of the province; To be responsible for the administration of judicial police rank evaluation in provincial courts; Be responsible for the collection, use and reporting of personnel information of lower courts; To undertake the specific work of the selection, appointment and management of people's assessors.

(4) Education Division    Responsible for the ideological and political work of the provincial court team; Be responsible for the province's courts' evaluation of excellence, commendation and awards, and various spiritual civilization building activities; To study and formulate education plans, annual training plans and relevant rules and regulations for all types of court personnel in the province, and organize the implementation together with relevant departments.

(5) Case filing court    To be responsible for the filing of various cases heard by the Court; To be responsible for the hearing of civil jurisdiction objection cases accepted by the Court; Complaint related letters and visits and litigation services. Counterpart supervision and guidance of the province's case filing work, litigation related letters and visits, litigation services, litigation mediation docking, case simplification and complexity diversion, and case rapid adjudication.

(6) Criminal Trial Division I    Trial cases of first and second instance, such as crimes against national security, crimes against public security, crimes against citizens' personal rights and democratic rights, crimes against social management order, crimes against national defense interests, according to law; Handle the coordination and guidance of relevant major cases; To be responsible for the guidance of juvenile courts in the provincial courts.

(7) Criminal Trial Division II    The first and second instance cases, such as the crime of disrupting the order of the socialist market economy, the crime of infringing property, the crime of corruption and bribery, and the crime of dereliction of duty, are tried according to law; The first and second instance cases of crimes involving foreigners, Hong Kong, Macao and Taiwan, overseas Chinese and heresy shall be tried according to law; Handle the coordination and guidance of relevant major cases.

(8) Civil Trial Division I    To be responsible for disputes concerning personality rights, marriage and family, and inheritance; Property disputes between natural persons and between natural persons and legal persons (other organizations) (excluding property disputes involving housing and land); Contracts between natural persons, natural persons and legal persons (other organizations) (excluding housing and land related contracts, loan contracts), gratuitous management, and unjust enrichment disputes; Tort liability disputes between natural persons, between natural persons and legal persons (other organizations), and the trial of cases that apply special procedures. To supervise and guide the civil trial work of the lower courts; To guide the work of provincial people's courts.

(9) Civil Trial Division II    Responsible for property disputes between commercial subjects (excluding property disputes involving housing and land); Contract disputes between legal persons or between legal persons and other organizations (excluding housing and land contracts, loan contracts), tort liability disputes, management without cause, and unjust enrichment disputes; Trial of commercial disputes related to the company and insurance. To supervise and guide the commercial trial and bankruptcy trial of the lower courts.

(10) (Intellectual Property Tribunal) The Intellectual Property Tribunal of the Third Civil Trial Tribunal added the plaque of the Third Civil Trial Tribunal. Main responsibilities are: in accordance with the principle of "three trials in one" in intellectual property cases, be responsible for disputes over copyright, trademark rights, patent rights, new plant varieties, integrated circuit layout design, trade secrets, technical contracts, franchising, special signs, network domain names, intellectual property pledge contracts; Intellectual property ownership and infringement disputes; Unfair competition disputes; The hearing of monopoly dispute cases. To supervise and guide the intellectual property trial work of the lower courts.

(11) Fourth Civil Trial Division    The original Third Civil Trial Tribunal was renamed the Fourth Civil Trial Tribunal, whose main responsibilities are: to be responsible for civil and commercial disputes involving foreign affairs, Hong Kong, Macao and Taiwan; Disputes against arbitration award; Trial of labor dispute and personnel dispute cases. Responsible for handling cases involving foreign affairs, Hong Kong, Macao and Taiwan judicial assistance. To supervise and guide the lower courts in civil and commercial trials involving foreign affairs, Hong Kong, Macao and Taiwan, as well as labor and personnel disputes.

(12) The Fifth Civil Trial Division    The original Trial Supervision Tribunal II was renamed as the Civil Trial Tribunal V, whose main responsibilities are: disputes over financial loan contracts, disputes over the transfer contract of non-performing financial claims, and disputes over the recovery of non-performing financial claims; Private lending disputes, small loan contract disputes, interbank lending disputes, enterprise lending disputes; Hearing cases involving disputes over securities, futures, trusts, bills and letters of credit. To supervise and guide the trial of loan disputes and financial disputes in lower courts.

(13) The Sixth Civil Trial Division    The original Third Trial Supervision Tribunal was renamed as the Sixth Civil Trial Tribunal, whose main responsibilities are: to be responsible for disputes involving housing and land property rights; Disputes over the right to use construction land; House site use right and easement disputes; Disputes over the mortgage of the right to use construction land; The hearing of cases involving construction projects and real estate. To supervise and guide the lower courts in the trial of cases involving construction projects and real estate.

(14) Trial Supervision Division    The original First Trial Supervision Tribunal was renamed as the Trial Supervision Tribunal, whose main responsibilities are: to be responsible for criminal, civil and administrative trial supervision cases that do not accept the effective judgments of the court and the suggestions for retrial put forward by the Provincial People's Procuratorate, the retrial ordered by the Supreme People's Court, the retrial protested by the Provincial People's Procuratorate, and the criminal, civil and administrative retrial cases that the president of the court submitted to the trial committee for decision on retrial, As well as the trial supervision of cases against the effective criminal judgments of the central and grass-roots courts, it is responsible for handling cases of commutation of sentences of criminals sentenced to death with a two-year suspension of execution, and cases of commutation and parole of criminals sentenced to life imprisonment. To guide the lower courts in trial supervision, commutation and parole, community correction, and temporary execution outside prison.

(15) Administrative Tribunal    Try administrative cases of first and second instance according to law; To try the retrial and retrial cases applied for by relevant administrative trials; Examining cases of compulsory execution applied by administrative organs; Try administrative compensation cases.

(16) Compensation Commission Office    Mainly responsible for hearing the national compensation cases accepted by the compensation committee of the provincial court; To implement the decisions of the Compensation Commission; Examining and handling compensation complaint and appeal cases; Handling national judicial relief cases.

(17) Environmental Resources Tribunal    To be responsible for hearing land and environmental and resource protection cases according to law.

(18) Executive Board    Execute the legal documents that come into force in the first instance of the Court and other legal documents that should be executed by the Court according to the law; Handle cases in which the party concerned refuses to accept the decision of detention or fine made by the Intermediate People's Court in the course of implementation and applies to the Court for reconsideration; Uniformly manage and coordinate the implementation work of the provincial courts.

(19) Executive tribunal    To be responsible for the enforcement objection cases under the jurisdiction of the Court; To execute the reconsideration case; Cases of execution supervision other than those of passive execution supervision; Cases of objection to execution (including cases of first instance, second instance, and application for retrial); The handling of cases of "enforcement to bankruptcy" that apply to simplified trial procedures, as well as the application of laws related to the above-mentioned cases of enforcement of judgments.  

(20) Research room    Be responsible for drafting important drafts and preparing information; Organize and carry out research activities on the application of laws and judicial practice; To be responsible for the editing of Jiangsu Higher People's Court Gazette, Trial Research and other publications; Organize the selection and compilation of typical guiding cases; Participate in local legislative activities and organize the revision of laws and regulations; Organize and carry out academic exchange and paper discussion activities of the provincial courts; According to the deployment of judicial system reform of the Central Committee and the Supreme People's Court, formulate and propose the implementation plan of judicial reform of Jiangsu courts, and participate in the management, organization, coordination, research, and demonstration of the judicial reform of the court system; Be responsible for the work docking and communication with relevant provincial political and legal departments; Undertake other tasks assigned by leaders and superiors.

(21) Press Office    Propagandize the spirit of the important meetings of the provincial courts and various judicial work; Publicize the progress and advanced models of court team construction in the province; Be responsible for receiving and coordinating the interview of news units at all levels.

(22) Division of Trial Management and Information Technology    Responsible for case trial process management, case quality supervision and evaluation, trial performance evaluation, affairs management of our court's trial committee, case supervision and handling, judicial statistics of courts across the province, etc. Be responsible for the planning, research, equipment selection, organization and implementation of the informatization of courts throughout the province, as well as information business guidance, communication, technical training, etc; Responsible for the planning, construction, operation and maintenance guarantee and technical support services of various information systems or facilities of the Institute; Be responsible for judicial technical consultation, judicial technical review, etc.

(23) Judicial Administration Equipment Management Division    To be responsible for the planning and management of the fixed assets, capital construction and environmental order of the Institute; Be responsible for the use and management of various funds, office supplies and vehicles of the hospital; Be responsible for the planning, purchase, distribution and management of weapons, ammunition, clothing, vehicles and other special materials and equipment of the provincial courts; To guide the finance, equipment, legal fees and other work of the lower courts.  

(24) Supervisory Bureau    Responsible for the anti-corruption education activities of the provincial courts; To accept the reports and charges against the court and its staff for their violations of laws and disciplines; To be responsible for the investigation and punishment of the illegal and disciplinary acts of the court staff in the whole province and the investigation of the judicial responsibility for the illegal trial of the judges; Accepting appeals from court staff of the whole province against disciplinary punishment.

(25) Organ Party Committee    Publicize the Party's line, principles and policies, and organize Party members to study political theories and scientific and cultural knowledge; To be responsible for the work of the Party organization of the organ, recruit new Party members, manage and supervise Party members; To lead the work of labor, youth, women and other groups in the institute.

(26) Division for Retired Officials    Organize retired (retired) cadres of the hospital to participate in relevant meetings and political activities; Do well in the information management of veteran cadres; Be responsible for the arrangement of medical care, welfare and other services for retired (retired) cadres; Actively organize retired cadres to carry out legal consultation, culture, fitness and other social activities.

(27) Judicial Police Corps    Be responsible for court trial duty, police guarantee, complaint related letters and visits, security of organs, and business guidance for subordinates.
