Changzhou introduced ten "new policies" to strengthen the headquarters economy

In order to attract large projects with high quality and attract more headquarters economy to "settle down" in Changzhou, making it the "foundation" to promote Changzhou's "trillion city starting again", Changzhou recently issued the "Policies and Measures to Fully Promote the High Quality Development of Headquarters Economy" (hereinafter referred to as "Measures").

Headquarter economy refers to the cluster layout formed by a region's unique resource advantages to attract the headquarters of various enterprises (institutions), which can bring many spillover effects such as tax supply, industrial agglomeration, consumption drive, employment multiplier, capital amplification and so on to the regional economic development.

After moving into the "trillion city", focusing on high-end industries to improve the carrying capacity, and developing and expanding the headquarters economy with large volume, high energy level, and excellent environment is undoubtedly an important support for Changzhou to promote high-quality economic development and accelerate the construction of the Yangtze River Delta Industrial Innovation Center. To this end, the Measures put forward the goal: by 2025, the number of headquarters enterprises in the city will reach more than 100, including more than 20 headquarters enterprises of 10 billion level.

The Measures contain ten measures, covering the cultivation, support and introduction of headquarters enterprises. The specific contents are as follows:

Encourage mergers and acquisitions to improve quality. Support listed headquarters enterprises to merge and reorganize enterprises outside the city around the main business, and give rewards to qualified headquarters enterprises with a maximum of 5 million yuan by reference to the business development after enterprise merger and reorganization.

Highlight the leading role. Support the headquarters enterprises to actively drive the surrounding upstream and downstream industrial chains, and give rewards to qualified headquarters enterprises with the maximum of 1 million yuan per year by referring to the matching rate of the enterprise's industrial chain.

Strengthen function support. Support headquarter enterprises to highlight their functions. For headquarter enterprises with R&D investment of more than 100 million yuan or R&D investment accounting for more than 5% of sales revenue, rewards will be given based on the growth of enterprise R&D investment, with a maximum of 1 million yuan per year.

Enjoy the promotion treatment. Headquarter enterprises ranking top 10 in terms of total local economic contributions and top 10 in terms of growth in the previous year can recommend 2 talents who have made special contributions to the enterprise in that year, and enjoy the dual subsidy policy for young talents' living and living according to the standard for doctoral talents. If the total salary of the recommended talents in the previous year was more than 500000 yuan, a one-time reward of 10% of the salary of the part exceeding 500000 yuan will be given, up to 150000 yuan.

Enjoy quality service. Headquarter enterprises ranking top 10 in terms of total local economic contribution and top 10 in terms of growth rate last year can recommend two talents who have made special contributions to the enterprise to issue "Longcheng Headquarter Talent Card", and enjoy high-quality and accurate services such as children's enrollment, physical examination, tourism, convenient access, and specialty exclusivity.

Enjoy housing subsidies. Headquarter enterprises ranking top 10 in terms of total local economic contribution and top 10 in terms of growth in the previous year can recommend 5 specific talents who do not have housing in the local area to enjoy relevant policies in accordance with regulations, and the amount of subsidy per suite is 150000 yuan. Headquarters enterprises that purchase commercial houses in batches for the security of high-level talents' housing can adopt the "one case, one discussion" method to give special support.

Enjoy high-end apartments. State owned enterprises are encouraged to customize high-end talent apartments for industrial strategic talents, overseas top talents, academician leading teams, etc., and provide qualified headquarters enterprises with qualified talents at preferential prices to rent and provide butler services.

Provide housing subsidies. If headquarters enterprises purchase new office buildings in Changzhou, they will be given a subsidy of 300 yuan per square meter for their own use, up to a maximum of 3 million yuan. The subsidy will be paid in three years at the rate of 40%, 30%, and 30% from the year of purchase. The subsidized buildings may not be rented or sold or used for other purposes within five years.

Provide land use guarantee. For headquarters building projects built by headquarters enterprises in line with territorial and spatial planning, priority should be given to land use plans, so as to ensure that construction land is guaranteed. Explore the transfer of land for headquarters enterprises with "design scheme". Headquarters enterprises are encouraged to make economical and intensive use of their own industrial land, improve the existing land utilization rate and floor area ratio without changing the use, and no longer increase the land price. Open a green channel for real estate registration of headquarters enterprises, realize the issuance of construction land planning license, construction project planning license and construction land use right real estate license upon delivery of the land, and promote the "zero material" handling of the first registration of real estate for headquarters enterprises, and the issuance of real estate property certificate upon completion of filing.

Provide comprehensive services. The headquarters enterprise can directly grant the qualification of port visa business filing unit. Employees of headquarters enterprises who need to go abroad or go to Hong Kong, Macao and Taiwan due to business needs can enjoy convenient services such as expedited handling of exit and entry certificates. The customs will focus on trade facilitation for qualified headquarters enterprises, innovate regulatory measures, and provide customs clearance facilities for their import and export goods. We will make every effort to ensure the safe production and stable operation of headquarters enterprises, and provide free policy presentations, public legal services, credit repair, public opinion disposal, publicity and promotion and other services.
