The Notice of Jiaxing Municipal People's Government on Printing and Distributing the Implementation Plan of Jiaxing City for Promoting the Deep Integration Development of Advanced Manufacturing Industry and Modern Service Industry (2024-2026) (JZF [2024] No. 14, hereinafter referred to as the Implementation Plan) has been released recently, and is hereby interpreted as follows:

1、 Development background and process

In the central economic work conferences over the years, promoting the deep integration of the two industries has been mentioned many times as one of the important contents of implementing the innovation driven development strategy, promoting the optimization and upgrading of the industrial structure, and building a manufacturing power. The government work report during the National Two Sessions also repeatedly emphasized the need to promote the deep integration of the two industries as a key path to achieve high-quality development and the transformation of new and old drivers. In order to implement the relevant spirit of the CPC Central Committee and the State Council on promoting the deep integration and development of advanced manufacturing and modern service industries, Jiaxing planned ahead of time and was successfully selected as one of the first batch of national service-oriented manufacturing demonstration cities in 2018. In recent years, it has achieved remarkable results. In order to promote the deep integration and development of advanced manufacturing industry and modern service industry and constantly achieve new results, this implementation plan is studied and formulated on the basis of soliciting opinions from the public and combining the actual situation of our city.

2、 Main contents

The Implementation Plan is divided into four main parts: overall objectives, key tasks, support policies and safeguard measures.

(1) Overall objectives.

It is proposed to take the high-end, intelligent, green and integrated manufacturing industry as the direction, cultivate new models and new business types oriented to the industrial scene, create a number of demonstration benchmarks, and comprehensively build a development ecology of two-way penetration, integration and symbiosis of manufacturing and service industries. Focusing on key indicators such as the cultivation of national service-oriented manufacturing demonstration and industrial design centers (enterprises), industrial added value above designated size, average industrial added value per mu above designated size, industrial tax per mu above designated size, added value of productive services, and the proportion of added value of productive services in the service industry, the goal and task of 2026 are proposed to continuously polish the brand of national service-oriented manufacturing demonstration cities.

(2) Key tasks. Three projects were defined, namely, the cultivation of new service-oriented manufacturing model, the empowerment of modern service industry, and the demonstration of the integration of two industries.

1. Implement the cultivation project of new service-oriented manufacturing mode.

Promote digital "design+marketing". Focusing on clothing, luggage, digital products and other industries, promote the in-depth application of digital technology in design, marketing and other service links. More than 10 municipal digital "design+marketing" demonstration enterprises are cultivated every year.

Promote mass customization. Focusing on new energy vehicles, integrated decoration, clothing bags and other industries, build a digital and flexible production and manufacturing system, and promote enterprises to transform from traditional standardized production to large-scale personalized customization. More than 10 municipal large-scale personalized customization demonstration enterprises are cultivated every year.

Promote shared manufacturing. Focusing on industrial clusters such as mechanical processing, fashion industry and fasteners, encourage leading enterprises or third-party institutions to focus on the common needs within the cluster and upstream and downstream of the industrial chain, optimize factory layout, production line processes, logistics warehousing and production management systems, build a shared manufacturing platform, aggregate idle capacity and resources in the cloud based on digital technology, and disassemble and distribute order requirements, Realize efficient utilization of resources and value co creation and sharing. More than 8 municipal shared manufacturing demonstration enterprises (platforms) are cultivated every year.

Promote life cycle management. Focusing on equipment manufacturing, intelligent photovoltaic, biomedicine and other industrial clusters, we will build a professional service system covering the whole life cycle of products, and provide pre-sales design, after-sales operation and maintenance, monitoring and diagnosis, product upgrading and other services. More than 8 municipal full life cycle management demonstration enterprises are cultivated every year.

Promote productive finance. Encourage financial institutions to innovate financial products and provide characteristic financial services for advanced manufacturing enterprises. More than 5 municipal productive financial demonstration enterprises are cultivated every year.

2. Implement the modern service industry empowerment project.

Deepen software and industrial Internet services. Encourage software and industrial Internet platform enterprises to actively participate in the "two modernizations" transformation, introduce and cultivate a number of high-quality service providers, and expand and strengthen the software information service industry. More than 10 provincial industrial Internet platforms are created every year.

Promote supply chain management services. Encourage service agencies to provide manufacturing enterprises with efficient, professional and integrated supply chain management services through model innovation. More than 10 municipal supply chain management platforms are cultivated every year.

Explore general integration and contracting services. Service suppliers are encouraged to carry out full chain services from R&D, design, manufacturing, installation and commissioning, delivery to status warning, fault diagnosis, maintenance and repair, recycling, and provide system solutions. More than 8 municipal general integration and contracting suppliers are cultivated every year.

Deepen energy conservation and environmental protection services. Establish and improve the service systems of energy conservation and emission reduction investment and financing, energy conservation and environmental protection product certification, energy management system certification, energy conservation assessment, etc., cultivate a number of professional service institutions for energy conservation and environmental protection monitoring and assessment, planning and design, engineering consulting, technical services, operation management, exhibition and trading, and promote the green transformation of manufacturing industry. More than 8 municipal energy conservation and environmental protection service institutions are cultivated every year.

Strengthen inspection and testing services. Promote the integration and development of inspection and detection and the new generation of information technology, and guide the digital transformation and upgrading of the industry. Improve the technical support system for green product testing and certification. Encourage the international development of inspection and testing institutions. More than 5 municipal inspection and testing service institutions are cultivated every year.

3. Implement the benchmark demonstration project for the integration of two industries.

Build a demonstration area for the integration of two industries. Give full play to the pilot advantages of Haining City in the national pilot area of integrated development of two industries, and promote the pilot construction with high quality. Relying on industrial platforms such as advanced manufacturing cluster, modern service cluster, characteristic towns, industrial parks, etc., create a batch of demonstration areas for the integration and development of two industries with obvious industrial characteristics, rich element resources, and strong service capabilities.

Cultivate high-quality service providers integrating two industries. Promote the optimization and strengthening of business service industries such as law, accounting, auditing, standards, intellectual property, brand operation, etc. Accelerate the cultivation of leading enterprises in the service industry and build a number of excellent service institutions with national competitiveness and international influence.

Cultivate benchmark enterprises integrating two industries. Encourage manufacturing enterprises to extend to the service sector, develop new business types and models, actively cultivate a batch of pilot demonstration projects of integration of two industries at provincial level or above, service-oriented manufacturing, industrial design centers, etc., form a batch of benchmark cases with strong driving force and replicable promotion, lead the city's manufacturing and service enterprises to actively explore new models of integration of two industries, and promote the optimization and upgrading of industrial structure.

(3) Support policies and safeguard measures. Clarified the policy support in four areas, including finance, taxation, finance and land elements. Among them, increasing financial support is mainly divided into supporting service-oriented manufacturing demonstration enterprises (platforms, projects), industrial design enterprises (centers, research institutes), scientific and technological information, logistics and transportation, business services, wholesale and retail trade enterprises, cross-border e-commerce comprehensive pilot zone digital transformation and other aspects; Other policies mainly provide support from enterprise income tax, R&D expense deduction, financial products and services, land use and right type, floor area ratio adjustment, planning permission, etc. In addition, the Implementation Plan puts forward specific requirements for strengthening organizational leadership guarantee, establishing statistical monitoring mechanism, strengthening enterprise service guarantee, and creating a good development atmosphere.

3、 Implementation time

This implementation plan will be officially implemented from May 20, 2024, and will be valid until December 31, 2026.

4、 Main features

First, we will focus more on new models and business types. It is proposed to cultivate a batch of new model enterprises of digital "design+marketing", large-scale personalized customization, shared manufacturing, full life cycle management, and productive finance every year, and create a batch of industrial Internet platforms, supply chain management platforms, general integration and general contracting suppliers, energy conservation and environmental protection service institutions, and inspection and testing service institutions every year.

The second is to focus more on highly effective integrated development. It is proposed that by 2026, the industrial added value above designated size will exceed 400 billion yuan, the average industrial added value per mu above designated size will reach more than 2.5 million yuan/mu, the average industrial tax per mu above designated size will reach more than 410000 yuan/mu, the total labor productivity of the industry above designated size will reach 360000 yuan/person, the added value of producer services will strive to break through 230 billion yuan, and the added value of producer services will strive to account for more than 62% of the service industry.

5、 Keyword interpretation

(1) "Service oriented manufacturing": it is a new manufacturing mode and industrial form with integrated development of manufacturing and service, and an important direction of deep integration of advanced manufacturing industry and modern service industry. Through innovation and optimization of production organization form, operation management mode and business development mode, manufacturing enterprises continue to increase the proportion of service factors in input and output, transform from processing and assembly oriented to "manufacturing+service", and transform from selling products to selling "products+services", which is conducive to extending and improving the value chain, improving total factor productivity Product added value and market share.

(2) "Productive service industry": it is a service industry that promotes technological progress, improves production efficiency, and ensures the orderly development of industrial and agricultural production activities. It is characterized by strong professionalism, active innovation, high industrial integration, and significant driving role. It is a supporting service industry directly related to the manufacturing industry. It is an emerging industry developed independently from the production service department within the manufacturing industry. It does not provide consumers with direct and independent service utility. Productive services are not directly involved in production or transformation of material products, but they are indispensable industrial activities in manufacturing industry.
