We should be confident, energetic, and courageous to write a new chapter of "strong, rich, beautiful and high" new Jiangsu modernization. Hello, everyone! Welcome to the online interview program jointly launched by the Jiangsu Provincial People's Government website, Xinhua Daily, the News Client of the Intersection, New Jiangsu · China Jiangsu Network and the WeChat official account "Beijing West Road Outlook". I'm Zongqi, the host.

In order to deeply study and implement Xi Jinping's ecological civilization thought, vigorously implement the idea that green water and green mountains are golden mountains and silver mountains, and focus on promoting high-quality forestry development, and serving the construction of a beautiful Jiangsu where people and nature coexist harmoniously, we invited Wang Guochen, the secretary of the Party Leadership Group and director of the Jiangsu Forestry Bureau, to come into the studio and communicate with us. Director Wang Hello!

Wang Guochen

Good host! Hello everyone!

host

When we mention the forestry sector, we will think of afforestation, forest fire prevention, etc. First of all, let's ask Director Wang to introduce to us the main work of the forestry department?

Wang Guochen

OK, host. As an important department of ecological civilization construction, the forestry department, including the afforestation and forest fire prevention you just mentioned, has four main tasks.

First, organize and implement the land greening work of the province. It is mainly to actively organize afforestation and greening activities, promote the whole people to fulfill their obligations of planting trees, strengthen forest fire prevention, forest pest control, and protect forest resources, so as to provide a green background for high-quality development of the province. At present, our province has built 9 national forest cities, 46 national greening model cities, counties (cities, districts), and the provincial forest coverage rate has reached 24.09%.

The second is to organize and implement the protection and restoration of wetlands in the province. Mainly on the basis of the total amount control of wetland resources, implement the hierarchical management and directory management of wetlands, and at the same time do a good job in the monitoring and assessment of wetland resources and the restoration of degraded wetlands, so as to constantly improve the diversity, stability and sustainability of the wetland ecosystem in the province. At present, the wetland area of our province accounts for about a quarter of the land area of the province, reaching 3.12 million hectares, ranking sixth in the country, and the wetland protection rate reaches 47.6%. There are 2 international wetland cities, 3 international important wetlands and 1 world natural heritage site in the province.

Third, organize and implement the management of nature reserves in the province. It is mainly to strengthen the protection and management of nature reserves and natural parks, and strive to protect the areas with the most important natural ecosystem, the most unique natural landscape, the most elite natural heritage, and the richest biodiversity in our province. There are 211 nature reserves of all levels and types in the province, including 31 nature reserves, 22 scenic spots, 76 wetland parks, 68 forest parks, 11 geological parks and 3 ocean parks.

Fourth, organize and implement the protection of terrestrial wildlife resources in the province. It is mainly to protect the natural distribution of rare and endangered wild animals and plants and their habitats in our province. At present, there are 628 kinds of terrestrial vertebrates in our province, including 46 kinds of national first class key protected wild animals and 113 kinds of second class wild animals; There are more than 3700 species of higher plants, including 15 species of national key protected wild plants under the management of the forestry department, such as hamamelis, chamomile, and freesia.

In addition, the functions of guiding the construction of state-owned forest farms, protecting and utilizing forest and grass germplasm resources, developing forestry industry, and promoting forestry science and technology are also in the forestry sector.

host

Thanks for Director Wang's introduction, which gives us a more comprehensive understanding of forestry work. Forestry is the main body of ecological construction and the main force of ecological civilization construction. Now, let's invite Director Wang to talk about what are the main characteristics and highlights of forestry departments in promoting land greening in recent years?

Wang Guochen

well. Jiangsu, "one mountain, two rivers and seven fields", is a typical plain province. Based on the reality of plain water, our province scientifically carries out land greening, actively creates a model of plain greening, and strives to turn the "environmental beauty" described by General Secretary Xi Jinping into a vivid reality on the vast land of Jiangsu.

First, vigorously promote land greening. In recent years, we have systematically promoted the construction of "two vertical and two horizontal" ecological corridors along the Yangtze River, the coast, the Beijing Hangzhou Grand Canal, the Huaihe River and the old Yellow River. Since 2013, the province has completed more than 6.4 million mu of afforestation. Our province has thoroughly implemented the requirements of the "Great Conservation of the Yangtze River", promoted afforestation and greening of the Jiangsu section of the Yangtze River with high standards, and basically formed a beautiful, diversified, and thousands of miles long ecological landscape corridor along the river. We actively seek afforestation space from barren mountains, wasteland and saline alkali land. Xuzhou has turned more than 400 "bald mountains" into "green mountains", creating a national example of "stone mountain afforestation", known as the "national forest city" planted on stone mountains; Dongtai Forest Farm, located on the coast of the Yellow Sea, has built a national forest park and a national forest health care base with a forest coverage rate of more than 85% through years of efforts.

The second is to continuously promote the greening and beautification of villages. Based on the goal of "beautifying the contemporary, benefiting the descendants, a hundred years of hometown, and a thousand years of beautiful forests", the green village construction activity of "thousand village demonstration, ten thousand village action" was launched in 2007. Over the past 10 years, more than 10000 green and beautiful villages have been built in the province. The overall green quantity of villages has increased significantly, and the living environment has improved significantly. "The village is in the forest, the courtyard is in the green, and people are in the scenery" The beautiful ecological picture is slowly spreading.

The third is to constantly strengthen the protection of ancient and famous trees. Ancient and famous trees are natural treasures and "living cultural relics". In recent years, through comprehensive investigation and dynamic update, we have found out the "family background" of ancient and famous trees and established a list. At present, there are 26276 ancient and famous trees in the province. As "green antiques", ancient and famous trees have both rarity and vulnerability. We have "bright identity" and "tree logo" for ancient and famous trees. The protection rate of ancient and famous trees in the province has exceeded 95%. In 2023, Suqian's "Xiang Wang's Hand Planted Pagoda Tree", Yangzhou's "Ancient Pagoda Tree with a Dream of South Learning", the ancient trees and plum blossom clusters of Zhongshan Mausoleum, and the ancient ginkgo cluster of Taixing City were selected as the most beautiful ancient trees in the country's "Double Hundred".

Fourth, we vigorously carried out voluntary tree planting activities. Since the "14th Five Year Plan", citizens of our province have extensively participated in voluntary tree planting activities, forming a mass greening atmosphere from party members to the masses, from organs to schools, from local areas to military camps, and from cities to rural areas. The province has built 561 voluntary tree planting bases, organized nearly 20000 on-site voluntary tree planting activities, with more than 54 million participants and more than 36 million trees. Faced with the growing enthusiasm for tree planting, we have innovated and enriched the forms of voluntary tree planting activities. Citizens have planted many "wedding trees", "birthday trees" and "memorial trees". All units have built "dream forests", "newlyweds forests", "international friends forests" and "anti epidemic memorial forests". The normalization of voluntary tree planting and the diversification of citizens' due diligence have basically been achieved.

Here, we also hope that netizens will act together to fulfill the legal obligation of planting 3-5 trees per person every year, add green and color to the land of Jiangsu, and contribute to the construction of a beautiful Jiangsu where people and nature coexist harmoniously.

host

Thank you, Director Wang. Our province is the only province in China that has large rivers, lakes and seas at the same time. The river system is developed and the wetland resources are very rich. Could Director Wang introduce the general situation of wetland conservation and restoration in our province?

Wang Guochen

As you said, Jiangsu connects the Yangtze River to the sea, the Yangtze River and Huaihe River pass through the province, and the Beijing Hangzhou Grand Canal runs through the north and south. There are more than 290 lakes, large and small, such as Taihu Lake, Hongze Lake, Gaoyou Lake, etc., with developed water systems and dense river networks, giving birth to a variety of wetland types. As I mentioned earlier, the total area of wetlands in the province has reached 3.12 million hectares, ranking sixth in the country.

Wetland protection is a bright card of Jiangsu. In recent years, we have carried out a series of pioneering practices around wetland protection and restoration. The province's wetland protection has achieved "one stability, four increases and six takes the lead", contributing Jiangsu experience to the national wetland protection.

"One stability" means that the total amount of wetlands remains stable. The province implements the total amount control of wetlands, coordinates the protection and utilization according to law, and maintains the stability of wetland ecological space within the province.

"Four increases": First, the area of wetland ecological restoration has been increasing. The province has restored about 1 million mu of wetlands in the Yangtze River, Taihu Lake and other regions, and the wetland ecological service function has gradually improved. Second, the protection rate of natural wetlands is increasing. Through the construction of new wetland parks and wetland protection communities, the protection rate of natural wetlands in the province has increased from 25.9% at the end of 2011 to 65.1% at present. Third, the biodiversity of wetlands is increasing. There are 7840 milu deer and 122 "Smiling Angel" finless porpoises in the province. Crested ibis is released into the wild for the first time in the province, and rare and endangered species such as green headed diving duck, Sinian Brucea javanica and Oriental white stork are gradually "recovering". Fourth, the international influence of wetland protection has been growing. Changshu and Yancheng have become international wetland cities, and Dafeng Milu national level The nature reserve, Yancheng Wetland Rare Birds National Nature Reserve and Huai'an Baima Lake Wetland Park are included in the list of internationally important wetlands. The habitat of migratory birds in the Yellow Sea (Bohai Sea) has become the first world natural heritage of coastal wetlands in China.

"Six first" refers to taking the lead in taking the protection rate of natural wetlands as the assessment index of local Party committees and governments; Take the lead in drawing important wetlands into the ecological protection red line and into the transfer payment scope of key ecological functional areas in the province; Take the lead in the construction of wetland parks and wetland protection communities; Take the lead in establishing the dynamic monitoring system of wetland ecosystem; Take the lead in the construction of small and micro wetlands and rural wetlands; It is the first to open a wetland nature school.

In January this year, two major events occurred in the wetland protection work in our province. First, the revised Jiangsu Provincial Wetland Protection Regulations (hereinafter referred to as the Regulations) was reviewed and approved at the seventh meeting of the Standing Committee of the 14th Provincial People's Congress, and will be implemented on May 1 this year; Second, the Wetland Protection Plan of Jiangsu Province (2023-2030) (hereinafter referred to as the "Plan") was issued by the General Office of the Provincial People's Government and organized to be implemented everywhere. Next, we will further strengthen the protection of wetland resources in accordance with the newly revised Regulations and Planning, and continue to create a beautiful wetland and "wet" means Jiangsu.

With the improvement of the ecological environment and the awareness of bird protection, birds can often be seen in the countryside and cities. More and more people love birds and understand birds, and many photography lovers have joined the ranks of bird watching and bird shooting. Can Director Wang recommend some places suitable for bird watching?

Wang Guochen

Indeed, with the continuous improvement of the ecological environment in our province, many rare birds come here to "visit". As an important station on the migration route of birds from East Asia to Australasia, there are 482 species of birds naturally distributed in our province. On April 22, at the launching ceremony of the provincial Bird Week, we released the first 10 bird watching resorts. If you want to go bird watching, you can go to these places to experience clocking.

In Nanjing Changjiang Xinjizhou National Wetland Park, from December to March of the next year, tens of thousands of Hualian ducks came here to live in winter. In Lishui Shijiu Lake Provincial Wetland Park, 5000 little swans migrated and stayed here from November to February of the next year. In Nanjing Laoshan National Forest Park, there are black kites, crested bee eagles, kestrels and other raptors circling all the year round. In spring and summer, fairy eight color thrushes and other forest birds breed here.

In the Dashahe National Wetland Park, the old course of the Yellow River in Fengxian County, rare and endangered birds such as blue headed diving duck, small swan and rib duck can be observed, and the best bird watching time is January.

In Suzhou Taihu Lake wetland, green headed diving duck, small swan, kestrel, black water fowl, white bone top, etc. live here. The best bird watching time is from December to February of the next year.

In Lianyungang Linhonghekou Wetland Park, a large group of shorebirds gather here in March, April, October and November every year, and the typical ones are red "carrot billed" oyster snipes, black and white anti billed snipes, etc.

In Yancheng Wetland Rare Birds National Nature Reserve, the world's largest wintering place for red crowned cranes, nearly 3 million migratory birds stop and winter here every year. Many birds can be observed, such as red crowned cranes, gray cranes, white headed cranes, white cranes, Chinese merganser, black faced spoonbills, black billed gulls, etc. The best bird watching time is from September to March of the next year.

In Hongze Lake Wetland National Nature Reserve, there are about 100000 geese and ducks wintering here every year. The best bird watching time is from October to April of the next year.

In Nantong Rudong Xiaoyangkou Spoonbilled Sandpiper Wetland Protection Community, tens of thousands of waders come here to feed and moult every migration season. Forest birds such as purple longevity belt and white bellied blue flycatcher can also be seen in the surrounding coastal protection forest. The best bird watching time is April, May and September November.

In Jieshou Town, Gaoyou City, more than 200 oriental white storks migrate, nest and breed here every year. The best bird watching time is from November to June of the next year.

Thank you, Director Wang. General Secretary Xi Jinping attaches great importance to the prevention and control of alien invasive species, and has repeatedly given important instructions and instructions on the prevention and control of alien invasive species and Spartina alterniflora. Spartina alterniflora is one of the most dangerous alien invasive species, which seriously threatens the ecological security of coastal wetlands and the production and life of people in coastal areas in our province. Director Wang, would you please introduce the distribution and management of Spartina alterniflora in our province? What are the next work plans?

Wang Guochen

well. Indeed, our province is one of the provinces with the largest distribution area of Spartina alterniflora and the highest threat level in China. Spartina alterniflora covers an area of 367000 mu, accounting for about one-third of the national area. It is mainly distributed in coastal areas, including 114000 mu in Nantong City, 20000 mu in Lianyungang City, and 233000 mu in Yancheng City.

We conscientiously implemented the deployment requirements of the provincial party committee, the provincial government and the State Forestry and Grassland Administration. In February 2023, we printed and distributed the Implementation Plan of the Special Action for Spartina alterniflora Control in Jiangsu Province (2023-2025), prepared technical procedures for investigation, technical manuals for remediation, technical manuals for ecological restoration, acceptance methods for target tasks, detailed rules for ecological impact assessment, and did a solid job in task decomposition, progress scheduling Supervise the implementation, assessment and evaluation. In 2023, the province will eliminate 172000 mu of Spartina alterniflora, overfulfilling the annual task, and effectively curb the rapid spread of Spartina alterniflora.

Seen from the removal of tide crabs, mudfish, sand worms, shellfish and other intertidal organisms in the removal area for more than a year, the species and number of surrounding birds also increased significantly. According to statistics, there were 508 wintering red crowned cranes in coastal areas of our province last winter and this spring, with a year-on-year increase of 16.5%, and the number was the largest in recent 8 years. In Lianyungang, the population number of Oriental White Stork recorded at a single time increased from 56 to more than 800. In Dongtai Tiaozini and its surrounding areas, the number of birds has increased from about 100000 last year to 130000, of which spoon billed snipes and other endangered species have broken the observation record.

On April 24, the provincial government held a special meeting to press and compact the governance responsibility of Spartina alterniflora. Next, we will seize the time node, strengthen supervision and verification, and focus on the overall goal of "completing the task in three years and two years" to ensure that the provincial governance tasks are basically completed by the end of this year.

Director Wang, if the whole pine tree leaves are yellow and red in a pine forest, does it mean that the pine tree is infected with pine wood nematode disease? Could you please introduce how pine wood nematode disease spreads and how our province controls it?

Wang Guochen

OK, host. If the pine leaves are found to be obviously abnormal, it may be that they are infected with pine wood nematode disease, but whether they are "diagnosed" needs further sampling and identification. It also appeals to netizens that if dead pine trees with unknown causes are found, please immediately report to the local forestry authorities, and we will work together to maintain the safety of the pine forest.

Pine wood nematode is a kind of plant parasitic nematode that cannot be seen by the naked eye. It is difficult to spread by itself. It is mainly spread when insects such as Monochamus alternatus feed on pine trees, or when infected pine trees and their products are transported across regions, causing the spread of the epidemic. Pine wood nematode disease is known as "pine cancer" because of its fast spread, rapid incidence and high mortality. It is the most dangerous and destructive disease in the global forest ecosystem today. At present, pine wood nematode disease has occurred in 19 provinces and 708 counties in China.

Since the first outbreak was found in Zhongshan Mausoleum in 1982, the disease has harmed Ningzhen, Yili Mountain and coastal Yuntai Mountain areas for many years. The Provincial Party Committee and the Provincial People's Government attach great importance to the prevention and control of pine wood nematode disease. Last August, the Secretary of the Provincial Party Committee, the Chief Forest Officer of the Province, Xin Changxing, and the Governor and Chief Forest Officer Xu Kunlin jointly signed the Chief Forest Officer's Order No. 1 in 2023, requiring the province to solidly promote the key action of pine wood nematode disease epidemic prevention and control, firmly adhere to the bottom line of ecological security, and build a beautiful Jiangsu. Our bureau took immediate action and made rapid deployment. First, we held a meeting to promote prevention and control, and compacted the prevention and control responsibilities of all regions; The second is to use the "Jiangsu Smart Forest Protection" supervision cloud platform, build a prevention and control map accurate to the small class, and make the discovery and cleaning of infected trees traceable and traceable; Third, strengthen the blockade of epidemic sources, carry out special actions such as "pine protection" and "forest safety", cut off the transmission chain of epidemic lovers, and establish joint defense areas with Zhejiang, Anhui and Shandong in adjacent areas to eliminate the dead corner of prevention and control; The fourth is to adhere to the principle of "keeping alive trees" and "clearing dead trees", carry out harmless cleaning of diseased trees on the spot, implement the principle of "clearing dead trees immediately", and strengthen the protection of healthy pine trees in important ecological locations. Last winter and this spring, 120000 pine trees in the province were protected by drilling and injection.

Through the above measures, in 2023, the epidemic area of pine wood nematode disease in the province will be 158300 mu, and the number of dead pine trees will be 61500, down 8.9% and 14.11% year on year, respectively. Two township level epidemic spots will be cancelled, and four county-level epidemic areas and 11 township level epidemic spots will be free of epidemic, which will be rated as Grade A in the mid-term assessment of the State Forestry and Grassland Bureau on prevention and control. This year, we will continue to thoroughly implement the spirit of the General Forest Administrator's Order No. 1 of 2023, clarify the task of removing epidemic spots in epidemic areas, focus on key prevention and control areas, and implement various elimination and treatment measures to ensure the smooth realization of the goal of "five year task, four year completion, one year consolidation" of pine wood nematode disease epidemic prevention and control.

host

Now it's the digital question and answer session of our program. As you can see, I have a question board in my hand. It says "20". Could Director Wang tell you what this number represents?

Wang Guochen

For us, this figure is of great significance. It means that there have been no major forest fires in Jiangsu for 20 consecutive years. This achievement is hard won.

Forest fires are sudden, destructive and difficult to deal with. Once they occur, they are likely to cause serious harm to the ecological environment and cause huge losses to economic and social development and people's lives and property. Our province has been able to avoid serious and major forest fires for 20 years in a row, mainly thanks to the efforts of the following five aspects.

First, monitoring means are increasingly abundant. At present, 931 forest fire prevention intelligent monitoring and early warning cloud platforms have been built in our province, covering more than 4 million mu of forest distribution area. At the same time, there are more than 15000 forest guards stationed in the mountains and patrolling in the forest all year round. With the integration of satellite monitoring, UAV patrol, remote monitoring, ground patrol and other means, forest fire prevention has developed from a single manual patrol on the ground to an initially formed "space, space and sky" integrated monitoring.

Second, the infrastructure was gradually improved. The forest fire prevention roads in key forest distribution areas have grown from scratch, from simple to complete. At present, a fire prevention road network with a total mileage of 17000 km and a density of 13.6 m/ha has been formed, far exceeding the national average. In addition, 6400km of forest fire barrier, more than 1500 forest protection stations (points) and 1572 incineration facilities in the scattered grave concentration area have been built.

The third is the comprehensive upgrade of equipment. From simple tools such as branches, brooms, shovels, to wind extinguishers, all kinds of fire extinguishers, to water fire extinguishing projects, the forest fire extinguishing equipment in our province has been continuously upgraded. At present, the province has nearly 200000 sets of various fire prevention equipment (sets, sets, pieces); Nearly 600km of water transmission pipeline has been laid; 7456 water storage facilities have been built, with nearly 600000 tons of artificial water storage capacity; There are 99 wireless communication support base stations, more than 2500 communication terminals and 13 communication command vehicles.

Fourth, strict and practical supervision according to law. A series of actions such as special rectification, consolidation and improvement of forest fire prevention were deployed, and a reward mechanism for reporting illegal forest fire use in the field was established, actively promoting the investigation and treatment of risk hazards and illegal cases. Timely improve the forest fire risk zoning classification directory. During major festivals, we will adhere to video scheduling, "four no two direct" supervision and inspection and other forms to strengthen local duty.

Fifth, the guarantee mechanism is powerful and effective. All levels of the province have included forest fire prevention funds in their own financial budgets. In the past three years, against the backdrop of relatively tight finance, the province has invested nearly 900 million yuan in total, giving priority to supporting the construction of forest fire prevention infrastructure. Strengthen cooperation with the Provincial Development and Reform Commission, the Department of Public Security, the Department of Justice, the Emergency Department, the Meteorological Bureau and other departments, and carry out joint prevention and control with the Shanghai, Zhejiang and Anhui forestry departments to form a strong joint force to maintain a good situation of forest fire prevention. We have also incorporated forest fire prevention into the assessment of the forest leader system at all levels, effectively compacting the responsibilities of Party committees and governments at all levels.

In the next step, we will continue to work hard for a long time to strengthen fire source control, improve security capabilities, strengthen joint prevention and control, and strive to maintain a good situation of non major forest fires.

host

Thank you, Director Wang. I also have a number "144" here. Director Wang would also like to introduce the relevant information.

Wang Guochen

This 144 refers to the number of nature reserves in our province after integration and optimization. The establishment of a nature reserve system with national parks as the main body is a strategic measure put forward by the Party Central Committee with Comrade Xi Jinping as the core, standing at the height of the sustainable development of the Chinese nation.

Since the institutional reform in 2018, marine parks, geoparks, nature reserves and scenic spots have been under the jurisdiction of the forestry department. In addition to the forest parks and wetland parks originally in the forestry department, there are 211 various nature reserves in the province. However, due to historical reasons, there are many problems in nature reserves, such as multiple brands in one place, overlapping space, unclear boundaries, and unclear rights and responsibilities.

In order to solve these problems, under the arrangement of the Provincial Party Committee, the Provincial Government and the State Forestry and Grassland Administration, the Provincial Forestry Administration started the integration and optimization of nature reserves in February 2020, and has successively prepared the Provincial Plan for the Integration and Optimization of Nature Reserves and the Plan for the Integration and Optimization of Scenic Spots, and on this basis has improved and formed the Plan for the Integration and Optimization of Nature Reserves in Jiangsu Province. After integration and optimization, there will be 144 nature reserves in the province, including 8 nature reserves; There are 136 natural parks, including 19 scenic spots, 36 forest parks, 7 geological parks, 3 ocean parks and 71 wetland parks. The integrated and optimized nature reserves cover the important ecological regions and typical natural ecosystems of our province, which not only effectively protect the natural ecology of Jiangsu, but also increase the ecological well-being of the people, so that contemporary people can enjoy the beautiful scenery, birds singing and flowers smelling, and also leave precious natural wealth for future generations.

host

Thank you, Director Wang. In addition to the questions I have just raised, many netizens have asked questions through the Jiangsu Provincial People's Government website and the news client of the intersection. Let's take a look.

How to scientifically rescue injured or alone wild animals found in the wild?

Wang Guochen

Thank you for your warm care for wildlife. The provincial forestry bureau often receives similar calls to rescue wild animals.

Wild animals are part of the ecosystem, and the best way to treat them is not to interfere with their normal life. Recently, it is the time for many young birds to "fly out". If netizens find a fallen young bird, they can first observe it. If there is no obvious trauma, it is recommended not to interfere and leave it in place; If there is a wild cat nearby, you can put it on a small branch of a tree nearby and leave. The parents of the young birds are likely to be nearby, and they will come to look for it when humans are far away. In fact, not every wild animal needs rescue. In nature, the survival of the fittest is a normal phenomenon, and it is also a necessary means to maintain ecological balance. If you encounter injured wild animals that really need rescue, please try not to contact them directly, because wild animals may carry some viruses, you should contact professional rescue institutions such as Jiangsu Terrestrial Wildlife Rescue Center.

Do not disturb, is the protection and respect for wildlife. Thank you, Director Wang, for answering this netizen's question. Let's look at the next netizen's question.

At present, it is a good time for spring outings. I want to take my family and friends to places with beautiful environment, not only "Spring Mountain", but also to deeply feel the natural and cultural charm of Jiangsu. Can you recommend some eco-tourism activities?

Wang Guochen

Since 2020, our province has continued to build the brand of "Green and Beautiful Jiangsu · Ecotourism", vigorously developed new forms of business such as natural experience, forest health care, science popularization and research, and has successively released 827 eco-tourism activities such as forest experience and wetland tourism, which has received widespread attention from the society.

At present, in addition to the traditional activities such as the "Spring Festival of Flowers" in Xuanwu Lake, Nanjing, and the "Junshan Tea Culture Festival" in Langshan, Nantong, there are many characteristic eco-tourism activities being held or about to be held. For example, go to Yancheng to participate in the "Wetland Fairy Discovery Tour" activity, explore the Yellow Sea wetland, and explore the national first-class protected animals red crowned cranes and spoon billed snipes; Go to Lianyungang to participate in the "Glutinous Rice King Blessing Festival", pray and paint under ancient trees, and feel the millennium folk culture recorded by ancient trees; Go to Suzhou to participate in the "Shajiabang Wetland Blue Flower Festival", stroll around the blue and purple flower sea after the spring rain, and taste the deep love between the military and the people behind it; Go to Dongtai Yellow Sea National Forest Park to bathe in the 10000 mu forest sea, "listen to the forest in the forest", and feel the vitality of forest culture. The specific information of these wonderful activities can be obtained on the website of the provincial forestry bureau.

This year, the series of promotion activities of "Green and Beautiful Jiangsu · Eco tourism" organized by our bureau have been launched in an all-round way. How does the Jiangsu Provincial Forestry Bureau give full play to the potential of forestry resources and strengthen the green and rich industries under the forest?

Wang Guochen

In recent years, Jiangsu Forestry Bureau has taken many measures to actively promote the development of under forest economy. First, actively expand afforestation space. Since the "14th Five Year Plan", 713500 mu of afforestation has been completed in the province, and the forest coverage rate of the province has reached 24.09%, laying a good foundation for the development of under forest economy. Second, strengthen policy guarantee and support. With the Provincial Development and Reform Commission and other ten departments, we jointly issued the Notice on Further Accelerating the High Quality Development of Wooden Grain and Oil and the Underforest Economy, coordinated to promote the green and enriching industries of the under forest economy, and supported the upgrading, expansion and strengthening of relevant under forest economic demonstration bases. Since 2019, our bureau has arranged a total of more than 40 million yuan of forestry industry funds to support the upgrading of under forest economic demonstration bases. The third is to highlight the demonstration drive. Actively promote the selection and construction of under forest economic demonstration bases at all levels, cultivate the construction of under forest economic demonstration bases at or above the provincial level, and guide the selection and construction of under forest economic demonstration bases at city and county levels. A total of 224 under forest economic demonstration bases of all levels and types were selected and constructed in the province, including 7 national level, 60 provincial level, and 157 municipal and county level. Fourth, cultivate new forest health care industries. The Implementation Opinions on Promoting the Development of Forest Health Industry was issued jointly with the Provincial Department of Civil Affairs, the Provincial Health Commission and the Provincial Administration of Traditional Chinese Medicine to guide the scientific and rational use of forest and grass resources to develop the forest health industry. So far, 2 national forest health care bases and 16 national forest health care pilot construction units have been approved in the province. Fifth, actively carry out publicity and promotion. The business entities have been organized to participate in the first World Forest Industry Conference and the Yangtze River Delta Forest Tourism and Health Promotion Activities, to promote the economic products under the forest and the forest tourism and health care destinations in our province, and to enhance the reputation and influence of Jiangsu's economic brand under the forest. In 2023, the forestry output value of the province will exceed 500 billion yuan, of which the economic output value under the forest will exceed 50 billion yuan.

From June to August 2023, 20 crested ibis from Zhejiang will settle down in Yancheng and receive wild training in the coastal microhabitat of the simulated intertidal zone. In October 2023, 20 crested ibis will soar in Yancheng coastal wetland, reappearing their historical distribution area. After the reintroduction, Jiangsu Yancheng National Rare Bird Nature Reserve actively created an environment suitable for crested ibis to live in, provided adequate food security, and increased monitoring efforts to ensure that crested ibis can safely pass the adaptation period. By the end of March 2024, 9 crested ibis have been monitored in the field, 5 have been rescued, and the maximum diffusion distance is 8 km. Recently, some crested ibis have entered the breeding period. We are pleased to see that the crested ibis have paired and a pair of crested ibis has laid an egg. We are confident in the future of rebuilding the coastal migratory population of crested ibis and look forward to more crested ibis settling down in our province.

Hello, Director Wang. I live in the old city of Nanjing, and I am plagued by parasol catkins every spring. I wonder what new measures the forestry department has taken in this regard?

Wang Guochen

Flocculation is a normal physiological phenomenon in the process of plant growth and development. At present, poplar, sycamore and willow are the common species of catkins in our province. Poplar was once the favorite ecological tree and fortune tree of the common people, among which the female poplar species, due to their good and fast growth and large planting area, produced a large number of floating catkins after maturity. The French sycamore tree in Nanjing is a symbol of Nanjing's history and culture, with towering ancient trees, cool summer days and colorful autumn forests. Over the years, Nanjing has widely planted the French parasol tree as an important street tree. At present, most of these French parasols are in the mature stage, producing a large number of floating catkins. Willow trees planted along the banks of the river in Nanjing begin to float in April every year.

In recent years, the forestry department has done a lot of work in the control of floating floc pollen. First, carry out scientific management. Forest management techniques such as thinning, rejuvenation and tending are adopted to stimulate vegetative growth and inhibit reproductive growth. For a few key sections, emergency technical measures such as high-pressure water gun washing, spraying biological inhibitors, and removing flowers were taken to reduce the number of fly flocs and pollen. The second is to adjust the structure of tree species. The opinions on poplar variety optimization and structure adjustment were issued, and the actions of greening colorization, preciseness and efficiency were accelerated, which effectively promoted the diversification of tree species in the province. Third, strengthen scientific and technological research. In conjunction with scientific research institutes, we accelerated the breeding of new varieties and bred some poplar varieties without flocs or little pollen, such as 35 poplar and Nanlin series male poplar, among which male Siyang No. 1 has almost no pollen, and these varieties are gradually being promoted.

Tree species structure adjustment is a long-term process, and the growth cycle of trees is long, so it takes many years to cultivate a new variety. Large area logging will not only bring ecological disasters, but also affect the interests of citizens and farmers, and does not meet the requirements of relevant laws and regulations. It will take a long time to solve the problem of floating bollocks. The forestry department will continue to strengthen the overall planning and solid progress with the relevant units, and also ask the public friends and netizens to give understanding and support.

Is there any new progress in the discovery and protection of rare and endangered species in Jiangsu?

Wang Guochen

In recent years, we have taken multiple measures to increase the discovery and protection of rare and endangered species, create a good habitat environment, promote the steady increase in the population and number of rare and endangered animals and plants such as milu deer and red crowned cranes, and effectively protect species diversity. First, we continued to carry out monitoring of rare and endangered wild animals and plants, and organized professional teams to carry out surveys of rare and endangered wild plants in Jiangsu Province, monitoring of terrestrial wildlife resources in Jiangsu Province, and synchronized surveys of wintering waterbirds. In 2024, synchronized surveys of wintering waterbirds in Jiangsu Province recorded more than 310000 waterbirds of 78 species. Second, based on the latest achievements of wildlife resources survey in Jiangsu Province in recent years, the List of Terrestrial Vertebrates in Jiangsu Province was organized and compiled. This year, we further updated the list, adding 14 new recorded species of birds. At present, a total of 628 species of terrestrial vertebrates in 132 families of 34 orders are included, including 71 species of mammals, 482 species of birds, 54 species of reptiles and 21 species of amphibians. Third, strengthen the protection of habitats of rare and endangered species. The province has successively established 31 nature reserves, 76 wetland parks at or above the provincial level, 68 forest parks at or above the provincial level, 3 internationally important wetlands, and 919 wetland protection communities, demarcated 48 wildlife concentration distribution areas, and publicized 15 migratory routes (the first batch) in Jiangsu Province. Nanjing Zhongshan Botanical Garden was included in the National Botanical Garden Candidate Garden. Milu, red crowned crane, oriental white stork and other national key protected wild animals, and rare and endangered plants such as orchid, fragrant fruit tree, and steelyard tree have been well protected in situ and ex situ.
