In order to facilitate the public to obtain government information from this organ, regulate the submission and receipt of government information disclosure applications, and improve the communication and understanding of government information disclosure, according to the Regulations of the People's Republic of China on Government Information Disclosure (Order No seven hundred and eleven No.), this organ prepares the government information disclosure guide and updates it in real time.

1、 Basic information of government information held by the authority

In accordance with the Provisions on the Functional Allocation, Internal Organizations and Staffing of the General Office of the People's Government of Jiangsu Province and other relevant provisions, the following government information is generated and kept by this organ in the process of performing its administrative responsibilities:

1. Provincial government regulations, provincial government and provincial government general office documents;

2. Division of labor, working rules and institutional setting of provincial government leaders;

3. National economic and social development planning, special planning, regional planning and relevant policies of Jiangsu Province;

4. Statistical information of national economy and social development of Jiangsu Province;

5. Work report of provincial government, important meetings, key work, appointment and removal of personnel;

6. Budget and final accounting information of the General Office of the provincial government;

7. Other government information that should be actively disclosed by laws, regulations, rules and relevant national regulations.

2、 Information released by the authority

Government information that falls within the scope of active disclosure shall be disclosed within 20 working days from the date of formation or change of the information. If laws and regulations provide otherwise for the period of government information disclosure, such provisions shall prevail. The channels for this organ to release government information mainly include:

2. On site reference points: Citizens, legal persons or other organizations can obtain relevant information at the government information reference sites of the Provincial Archives (No. 36, Mengdu Street, Nanjing, Jiangsu Province), Nanjing Library (No. 189, Zhongshan East Road, Nanjing, Jiangsu Province), and the Provincial Government Affairs Service Center (No. 145, Hanzhongmen Street, Nanjing, Jiangsu Province);

3. Jiangsu Provincial People's Government Gazette: The electronic bulletin can be viewed in the "Government Gazette" column of the government affairs open channel of the provincial government portal website, and the paper bulletin can be viewed in the Provincial Archives, Nanjing Library, Provincial Government Affairs Service Center ；

3、 Relevant matters disclosed according to the application

To apply for the disclosure of government information, the first step is to determine the administrative organ that produces the information. Since each administrative organ produces relevant government information according to its administrative functions, citizens, legal persons or other organizations can apply to the corresponding administrative organ for the disclosure of government information according to the type of government information required. The specific responsibilities of the administrative organ can be inquired on the corresponding government website, or consult the "Jiangsu 12345 Government Affairs Service Convenience Hotline".

Citizens, legal persons or other organizations may apply to this organ for obtaining government information. When we provide government information, we provide it according to the actual state of the existing government information, and do not process or analyze the government information. When submitting an application for government information disclosure, the applicant must provide identity proof and be responsible for the authenticity of the application materials. In order to improve the processing efficiency of the application, the applicant shall describe the required information in detail and clearly; If possible, please provide the name, document number of the government information or other characteristic descriptions that are convenient for the administrative organ to query. （1） Submission channel of government information disclosure application

The applicant can apply for government information disclosure in the following four ways:

1. Face to face application: The applicant can go to the General Office of Jiangsu Provincial People's Government and submit the application for government information disclosure face to face. The time of receiving the application in person: 9:00-11:30 and 15:00-17:30 from Monday to Friday, except for legal holidays. After the applicant submits the application, this organ will issue a receipt;

2. Application for postal delivery: If the applicant applies by postal delivery, please mark "Government Information Disclosure" in the lower left corner of the envelope and mail it to "Government Information Disclosure Office of General Office of Jiangsu Provincial Government", address: No. 68, Beijing West Road, Nanjing, Jiangsu Province, postcode: 210024;

3. Application for government website: The applicant enters the "Application for Publicizing Government Information" column on the home page of the provincial government portal website and fills in the "Application Form for Publicizing Government Information of the General Office of the People's Government of Jiangsu Province" online to submit the application. After the applicant successfully submits the application, please properly keep the electronic receipt so as to inquire about the application processing;

4. Fax application: If the applicant applies by fax, please indicate the words "Government Information Disclosure Application" and fax it to the Government Information Disclosure Office of the General Office of Jiangsu Provincial Government. Contact telephone and fax number: 025-83398111.

（2） Description of application process

After receiving the application for government information disclosure, this authority will register and reply within 20 working days from the date of receiving the application, except for those who can reply on the spot; If the reply time limit needs to be extended, it shall be approved by the person in charge of the government information disclosure work agency of this organ, and the applicant shall be informed that the extension of the reply time limit shall not exceed 20 working days. With regard to the application for government information disclosure, this organ shall make a reply according to the following circumstances:

1. If it has been actively disclosed, inform the applicant of the way and way to obtain the government information;

2. Government information that can be disclosed, provide the applicant with the government information, or inform the applicant of the way, way and time to obtain the government information;

3. If it falls within the scope of non disclosure, inform the applicant and explain the reasons;

4. If there is no public information applied for after searching, inform the applicant that the government information does not exist;

5. If the government information applied for is not the responsibility of this organ, inform the applicant and explain the reason. If the administrative organ responsible for disclosing the government information can be determined, the applicant shall be informed of the name and contact information of the administrative organ;

6. If this organ has replied to the applicant's application for government information disclosure, and the applicant repeatedly applies for disclosing the same government information, it will inform the applicant not to repeat the application;

7. The information applied for disclosure belongs to industrial and commercial, real estate registration data and other information. If relevant laws and administrative regulations have special provisions on the access to information, the applicant shall be informed to handle in accordance with the provisions of relevant laws and administrative regulations.

（3） Information processing fee

The agency does not charge fees for providing government information. However, if the amount and frequency of the applicant's application for the disclosure of government information obviously exceed the reasonable range, this organ will charge the information processing fee in accordance with the Notice of the General Office of the State Council on Printing and Distributing the Administrative Measures for the Information Processing Fee of Government Information Disclosure (GBH [2020] No. 109).

5、 Other matters

If citizens, legal persons or other organizations believe that their own organs have infringed upon their legitimate rights and interests in the work of government information disclosure, they may make complaints or reports to the administrative organs at the next higher level or the competent departments of government information disclosure, or apply for administrative reconsideration or bring an administrative lawsuit according to law.
