Action Plan for Equipment Renewal and Consumer Goods Trade in
This action plan is formulated in accordance with the Notice of the State Council on Printing and Distributing the Action Plan for Promoting Large scale Equipment Renewal and Consumer Goods Trade in (GF [2024] No. 7) and in combination with the actual situation of our province.
1、 General requirements
Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, we will expand domestic demand and deepen supply side structural reform in a coordinated manner, implement four major actions: equipment renewal, consumer goods replacement, recycling, and standard improvement, better expand investment and promote consumption, accelerate the development of new quality productivity according to local conditions, and improve the quality and level of economic recycling. Adhere to the principle of market orientation and government guidance, encourage the advanced, eliminate the backward, lead the standard and improve in an orderly manner, and strive to increase the scale of equipment investment in industries, construction, transportation, agriculture, science and education, culture and tourism, medical care, energy and environment by about 30% by 2027 compared with 2023; The proportion of advanced production capacity in key industries has increased significantly, the market share of high-quality durable consumer goods has increased significantly, and the level of resource recovery and recycling has continued to improve.
2、 Implement equipment update actions
（1） Promote equipment renewal and technological transformation in manufacturing industry.
1. Accelerate technological transformation of key industries. Focus on key industries to promote equipment renewal and technological transformation, and strive to organize and implement more than 6000 technological transformation projects every year. We will promote the upgrading of equipment and the optimization and transformation of technological processes in metallurgy, chemical industry, building materials, light industry, textile, machinery and other industries, and accelerate the elimination of backward and inefficient equipment and outdated equipment that has been out of service for a long time. Benchmark a batch of high-tech, efficient and reliable equipment in the international advanced and updated photovoltaic, aviation, power battery, robot and other industries. Increase the supply of high-end products and competitive products such as industrial machines, robots, electrical equipment, construction machinery, etc. (Under the leadership of the Provincial Department of Industry and Information Technology)
2. Promote enterprises to "transform intelligent data into Internet connection". Accelerate the promotion of equipment networking and digital transformation of production links, create a batch of intelligent manufacturing workshops, intelligent manufacturing factories and benchmark enterprises of "intelligent transformation to digital networking", accelerate the construction and popularization of industrial Internet, achieve full coverage of digital transformation of industrial enterprises above scale and extend to small and medium-sized enterprises by 2027, and popularize digital R&D and design tools The numerical control rate of key processes exceeds 90% and 75% respectively. 3. Promote green and low-carbon transformation and upgrading of enterprises. Improve the energy efficiency level of energy using equipment in key industries, apply and promote advanced technical equipment such as energy saving, water saving and environmental protection, promote the upgrading of key energy using equipment such as motors, pumps, transformers and boilers, and reach the international advanced level of energy utilization efficiency in key industries by 2027. Enjoy income tax credit for purchasing special equipment such as energy-saving, water-saving and environmental protection according to regulations. For technical transformation projects that do not add new land and focus on equipment renewal, we will promote the commitment filing system and simplify the preliminary approval procedures. 4. Promote the safety upgrading and transformation of enterprises in key industries. Promote chemical enterprises to renovate old production plants with long service life and backward energy consumption, emission, safety and technical indicators, and replace more than 150 old chemical plants by 2027; Aluminum processing (deep well casting) enterprises have completed more than 70 sets (sets) of fixed casting furnaces and 40 sets of steel wire rope deep well hoisting system equipment renovation; More than 20 iron making processes and operation systems in gas holder operation area of iron and steel enterprises have been upgraded; More than 400 key dust and explosion related enterprises have upgraded their facilities and equipment, and more than 100 aluminum magnesium metal dust enterprises have upgraded their processes. （2） Accelerate equipment renewal in energy and environmental protection fields.
5. Accelerate the renewal of equipment in the energy field. Promote the "three transformation linkage" of coal power units, strive to complete the transformation scale of more than 10 million kilowatts accumulatively by 2027, and eliminate the backward coal power capacity of more than 2 million kilowatts. We will optimize the construction of backbone power grids, and invest more than 24 billion yuan in upgrading transmission and distribution equipment by 2027. Encourage onshore wind farms that have been connected to the grid for more than 15 years or whose single unit capacity is less than 1.5 MW to carry out transformation and upgrading. 6. Accelerate the renewal of equipment in the field of ecological environment. The upgrading and reconstruction of waste water, waste gas, solid waste and other pollutant treatment facilities will be implemented. By 2027, the instruments and equipment of 78 section monitoring water stations, 4500 atmospheric stations and 14 provincial monitoring institutions will be upgraded. （3） Promote equipment renewal in the field of construction and municipal infrastructure.
7. Promote the renovation of elevators in old residential buildings. We will promote the safety assessment and hidden danger rectification of elevators in old residential buildings that have been used for more than 15 years, accelerate the renewal of elevators in old residential buildings that do not meet the standards and have high safety risks, and by 2027, we will have 45000 elevators in old residential buildings (including the renewal of complete machines and parts). Support the use of housing provident fund to install elevators and the use of special housing maintenance funds to install and update elevators according to regulations. 8. Promote energy-saving transformation of existing buildings. Accelerate the renovation of building energy equipment (including heating, ventilation and air conditioning system cold and heat source equipment, transmission and distribution system, terminal air treatment equipment, etc.), external wall insulation system, external door and window system, lighting equipment, etc. with long service life, low energy efficiency and great energy saving potential. By 2027, more than 10 million square meters of energy-saving renovation area of existing buildings of public institutions will be completed. 9. Promote the renewal and transformation of urban lifelines. Accelerate the renewal of secondary water supply facilities and equipment, sewage treatment facilities and equipment, LPG filling station benchmarking and construction of urban lifeline safety projects in urban water supply plants and residential communities, improve the installation and renewal of supporting IOT intelligent sensing equipment, and build supporting monitoring IOT, and strive to complete the renovation and transformation of more than 16 billion yuan of investment by 2027. 10. Promote the renewal of sanitation facilities and equipment. Accelerate the upgrading of domestic waste treatment facilities and equipment, sanitation vehicles, construction waste recycling facilities and equipment, and complete the ultra-low emission transformation of more than 60 existing domestic waste incineration plant production lines, the upgrading and transformation of more than 400 domestic waste transfer stations, recyclables sorting centers, leachate treatment and other sanitation facilities and equipment by 2027. （4） Promote the renewal of transportation equipment.
11. Promote the renewal of transport vehicle equipment. We will increase the promotion and application of new energy vehicles in the public sector, and support the upgrading of old new energy vehicles and power batteries. By 2027, the proportion of public transport vehicles in new energy cities will reach 85%, more than 9000 new energy city buses will be added and updated, and 12000 bus power batteries will be replaced. Strive to basically eliminate diesel trucks with national emission standards of III and below by the end of 2025, and encourage regions where conditions permit to eliminate diesel trucks with national emission standards of IV for operation. 12. Promote the renewal of ship equipment. Encourage the elimination of inland river shipping ships that have reached the age of old river ships, promote the application of new energy, LNG and other power ships, and strive to launch more than 15 pure electric inland container ships by 2027. 13. Promote the renewal of port equipment. Encourage the addition, replacement and transformation of port operation machinery, port vehicles, maritime patrol and other equipment using new and clean energy, and transform more than 200 old storage tanks by 2027. （5） Promote the renewal of agricultural and rural equipment.
14. Promote the renewal of agricultural machinery and equipment. We will eliminate obsolete agricultural machinery, increase efforts to update agricultural machinery and equipment in all aspects of farming, planting, management, harvesting and drying, accelerate the promotion and application of efficient and low consumption intelligent agricultural machinery, and strive to scrap and update 149000 agricultural machinery (sets) by 2027. 15. Promote the renewal of agricultural facilities and equipment. Support the modernization of agricultural production such as planting, livestock and poultry, and aquatic products, and the upgrading of facilities and equipment such as refrigeration, fresh-keeping, and drying in agricultural product producing areas. By 2027, we will strive to upgrade 200000 mu of old facilities and sheds, upgrade facilities and equipment of 300 large-scale breeding farms, implement standardized transformation of 300000 mu of ponds, complete the upgrading of facilities and equipment such as Beidou terminals for more than 2000 fishing boats, and transform 200 drying centers in intelligent green production areas. （6） Promote the renewal of educational, cultural, tourism and medical equipment.
16. Promote the renewal of equipment in the field of education. Renew and replace a batch of advanced education, teaching, practice and training equipment, scientific research instruments and equipment in universities and vocational colleges (including technical colleges), add and update a batch of science laboratory equipment, information teaching equipment, etc. in primary and secondary schools, and update more than 200000 sets (sets) by 2027. 17. Promote the renewal of cultural and tourism facilities and equipment. We will update and upgrade cableway cable cars, amusement equipment, performance equipment, scenic spot intelligent equipment, promote the application of artificial intelligence, virtual reality, intelligent wear and other technologies, and update more than 60 cultural and tourism facilities and equipment by 2027. 18. Promote the renewal of equipment in the health field. We will promote the iterative upgrading of medical and health institutions' equipment and information facilities, encourage qualified medical institutions to speed up the upgrading of medical imaging, radiotherapy, remote diagnosis and treatment, surgical robots and other medical equipment and information facilities, and strive to update 240000 units (sets) by 2027. We will promote medical institutions to carry out ward renovation and improve the ward environment and facilities. (Provincial Health Commission takes the lead)
3、 Implement the action of trade in consumer goods
19. Carry out car trade in. Carry out automobile consumption promotion activities, and support all regions to carry out new energy vehicles into counties and townships, parks, and government agencies. Support the scrapping and updating of automobiles, and encourage qualified regions to support the replacement and updating of automobiles. By 2027, the proportion of new energy vehicles in new car sales will strive to reach 50%. Accelerate the construction of charging piles, energy storage and other facilities and the transformation of supporting power grids, complement the weak points in the construction of charging facilities in counties and towns, and strengthen the construction of urban parking facilities. By 2027, the ratio of new energy vehicles to piles will reach 2:1. Encourage qualified regions to issue auto consumption vouchers, encourage financial institutions to increase financial support for auto consumption, and reasonably determine the specific proportion, duration and interest rate of auto loans. Include the land used for power charging (replacement) facilities into the scope of land used for utility business outlets, and encourage construction and operation subsidies for power charging (replacement) facilities. 20. Carry out the exchange of old electric bicycles for new ones. In combination with the whole chain rectification action for potential safety hazards of electric bicycles, we organized the work of replacing old electric bicycles and batteries with new ones, orderly eliminated non-standard electric bicycles, and promoted the traceability management of electric bicycle batteries. Manufacturers and dealers are encouraged to trade in old electric bicycles for new ones at a discount, and regions with conditions are encouraged to issue consumption vouchers for exchange of electric bicycles for new ones. (The provincial fire rescue team, the provincial emergency management department, the provincial public security department, the provincial industry and information department, the provincial commerce department, and the provincial market supervision bureau are respectively responsible for)
21. Carry out the exchange of old household appliances for new ones. Carry out activities to promote consumption of green and energy-saving household appliances, and support local sales promotion activities to trade in old household appliances. We will improve the home appliance sales and service network, support the establishment of a special area for trade in, and provide "one-stop" services such as price reduction, getting the old and getting the new, and free installation. 22. Promote the renewal of household decoration consumer goods. Support residents to carry out partial renovation of old houses, kitchens and bathrooms, and promote home decoration model rooms into shopping malls, communities and platforms. We will continue to promote the aging transformation and intelligent upgrading of home fitness. Organize and carry out home decoration promotion activities to promote the development of new business types and models such as "Internet+Home Decoration" and "Internet+Second hand Home Furnishing". Encourage qualified areas to issue home decoration coupons and organize home decoration to the countryside. Encourage financial institutions to provide low interest credit products. 4、 Implement recycling action
23. Improve the recycling network of waste products and equipment. Increase the construction of renewable resource recovery system, improve the layout of community recycling outlets, street transfer stations, district and county sorting centers, and by 2027, the number of renewable resource recovery enterprises will exceed 18000, and the number of comprehensive sorting centers will exceed 100. Accelerate the development of new models such as "replacement+recycling", "delivery+collection" and "vehicle instead of warehouse". Strengthen the guarantee of land use for recycling facilities such as classification, collection, transit and storage of waste from social sources, and include it into the scope of land use for public infrastructure. If it complies with the relevant provisions of the Catalogue of Allocated Land, land can be supplied by means of allocation. Ensure the reasonable right of way of waste materials recovery vehicles. 24. Strengthen the recycling of waste products and equipment. Encourage ELVs recycling enterprises to provide convenient services such as door-to-door pickup. Encourage the establishment of "one-stop" service mode for dismantling, dismantling, transportation, recycling, utilization and disposal of retired new energy equipment. Gradually build a standardized battery recycling system with battery manufacturing enterprises and third-party recyclers as the main body. We will strive to double the recovery of end-of-life vehicles and waste household appliances by 2027 and 30% respectively. 25. Promote the facilitation and standardization of second-hand commodity transactions. We will implement the policies of trans provincial and one network access for small non operating second-hand car transaction registration, strengthen the construction and application of the automobile circulation information service (second-hand cars) system, and steadily expand the export scale of second-hand cars. Encourage qualified regions to build centralized and standardized second-hand commodity trading markets. (The Provincial Department of Commerce and Nanjing Customs are respectively responsible for)
26. Orderly promote equipment remanufacturing and echelon utilization. Improve the remanufacturing level of auto parts, engineering machinery, machine tools, office information equipment products, promote the development of remanufacturing industries in emerging fields such as engines and industrial robots, and cultivate a batch of leading remanufacturing enterprises by 2027. Promote the remanufacturing of key parts and equipment such as wind power and photovoltaic, and promote the safe cascade utilization of waste power batteries. 27. Promote high-level recycling of resources. Promote the industrial agglomeration and large-scale development of resource recycling and reuse. By 2027, we will have more than 100 resource recycling industrial bases and backbone enterprises, and the proportion of renewable materials in resource supply will increase significantly. Improve the level of resource utilization and harmless treatment of waste electronic and electrical products, and support the construction of retired wind power and photovoltaic equipment recycling projects. Increase the guarantee of land use factors and optimize the procedures for environmental assessment and capability review and approval. Implement relevant tax policies and national measures such as "reverse invoicing" of resource recovery enterprises to sellers of scrapped products of natural persons. 5、 Implement standard upgrading actions
28. Accelerate the improvement of energy consumption, emissions and technical standards. Strictly implement the energy consumption quota per unit product and the mandatory standards for energy efficiency, promptly formulate and revise a number of local standards such as energy consumption quota, product and equipment efficiency, and pollutant emissions, and dynamically update the energy efficiency benchmark level and benchmark level in relevant fields of our province. We will strengthen the research on low-carbon technology standards, and accelerate the improvement of enterprise carbon emission accounting and product carbon footprint standards. By 2027, formulate and revise 100 local standards, group standards and enterprise standards in the field of energy consumption and emissions. (Provincial Market Supervision Bureau takes the lead)
29. Improve product technical standards. Implement the quality standards of consumer goods, formulate the quality and safety supervision catalogue of key industrial products in the province, and improve the quality and safety management level. Focusing on the characteristics of Jiangsu's industry, we will accelerate the formulation and improvement of urgently needed standards for the development of electric vehicles, intelligent connected vehicles, power batteries, energy storage, photovoltaic, electric bicycles and other industries. By 2027, promote the development and implementation of 100 local standards, group standards and enterprise standards in the product technology field. 30. Improve resource recycling standards. We will improve the standards for the recycling of large quantities of solid waste, the recycling of waste from emerging industries, the recycling of domestic waste, and the recycling of renewable resources. Study and formulate relevant local standards for comprehensive utilization of waste PV modules, performance evaluation of waste batteries, and recycling. 6、 Safeguard measures
（1） Strengthen organizational leadership. The Provincial Development and Reform Commission has established a work coordination and promotion mechanism with relevant departments, which is responsible for analysis, research and judgment, regular scheduling, formulation of annual task list and policy list, strengthening overall coordination, promoting provincial, municipal and county linkage, and coordinating to solve specific problems in work. Relevant provincial departments strengthened coordination and cooperation, formulated work plans, supporting policies and task lists by industries and fields, and promoted the implementation of various tasks in detail. （2） We will increase financial policy support. Actively strive for national funds such as investment in the central budget and ultra long term special national debt to support eligible equipment renewal, old for new, recycling and standard upgrading projects. We will coordinate the relevant special financial funds above the provincial level, comprehensively use various tools such as financial awards and subsidies, financial interest subsidies, guarantee fees and subsidies, and government procurement, and increase support for equipment renewal and consumer goods trade in. We will make good use of the special funds for the construction of a strong province in manufacturing, health, ecological and environmental protection, and modern agricultural development, and provide subsidies and support for equipment renewal in industries, medical and health, agriculture, and other fields. We will give better play to the role of financial funds in pulling and leveraging, and give financial interest subsidy support to manufacturing enterprises, urban renewal, and equipment renewal loans in construction, municipal administration, transportation and other fields. We will coordinate special funds such as provincial business development to support green and energy-saving household appliances in exchange for old ones. We encourage eligible projects to be included in the application scope of local government special bonds. Implement the government's green procurement policy, and promote the party and government organs, education, health care and other public institutions to increase the procurement of green products. We will implement tax support policies and continue to optimize tax services. Encourage the linkage between cities and counties and provinces to support equipment renewal and consumer goods trade in. （3） Optimize financial support. Actively strive for national scientific and technological innovation and technological transformation refinancing. Comprehensively use financial instruments and policy measures such as financing guarantee, interest discount and risk compensation to guide financial institutions to increase credit supply for equipment renewal and technological transformation, and reasonably determine loan interest rates. Encourage financial leasing to participate in equipment renewal in education, health and other key areas. Encourage financial institutions to strengthen financial support for trade in of large quantities of durable consumer goods, reasonably determine the down payment ratio under the premise of legal compliance and risk control, simplify the handling process, and innovate green financial products and services. （4） Strengthen factor guarantee and innovation support. Increase the guarantee of land, energy, environmental capacity and other factors. Strengthen innovation support, focus on the production and manufacturing of efficient energy-saving products and equipment, resource recycling, high-end equipment remanufacturing, carry out research and development of common key technologies and achievements transformation, and actively cultivate leading enterprises and specialized new enterprises such as high-end equipment manufacturing, smart home, healthy home, new energy vehicles, and deep processing of renewable resources. （5） Increase publicity and guidance. Continue to carry out various consumption promotion theme activities such as "Su Xin Consumption", strengthen policy publicity and interpretation, and create a good social atmosphere. Select a batch of excellent projects and typical cases, and promote a batch of advanced experience that can be learned and copied. We will make full use of radio and television, new media, e-commerce platforms and other channels to increase the publicity for the safe use of consumer goods and trade in the old for the new, and guide consumers to enhance their safe, environmentally friendly and sustainable consumption outlook.
