Due to job needs and transitional resettlement, 14 part-time public welfare posts (Jingmei responsible person) are now being recruited from the society. The relevant matters concerning Xituo Town's selection of part-time public welfare posts (Jingmei responsible person) in 2024 are announced as follows:

1、 Number of candidates

This time, 14 part-time public welfare posts (Jingmei responsible person) are publicly selected and employed, not across villages and towns. In principle, they are selected and engaged in cleaning activities in rural areas. Among them: 3 in Xishan Village, 4 in Nanping Village, 2 in Shanping Village, 2 in Yushi Village and 3 in Zhujiacao Village.

2、 Selection conditions

1. Recruitment target:

(1) Registered unemployed persons aged 40 for women and 50 for men;

(2) Registered unemployed persons from families with minimum living security;

(3) Registered unemployed persons from zero employment families;

(4) Registered unemployed college graduates within two years after leaving school;

(5) Poverty alleviation population;

(6) Disabled persons registered as unemployed;

(7) Registered unemployed demobilized veterans;

(8) Persons who have been released after serving their sentences and who have been rehabilitated from drug abuse and who have registered as unemployed;

(9) Employees of enterprises registered for unemployment to resolve overcapacity;

(10) Other persons with difficulties in employment determined by the municipal government.

2. In principle, the age should be controlled between 18 and the statutory retirement age, healthy and competent for cleaning work.

3. Personnel holding other public welfare posts are not included in the selection scope.

4. Good political quality, strong sense of responsibility, love the motherland, and abide by the law.

5. The following personnel are not included in the recruitment scope:

(1) Employed employees of enterprises (including those registered as managers, supervisors and other enterprises in the market supervision department);

(2) Self employed entrepreneurs such as individual businesses, legal representatives of enterprises, investors and shareholders;

(3) Community (village) four posts, local talents, western volunteers and other staff;

(4) Persons receiving basic pension insurance benefits;

(5) Dishonest personnel;

(6) Personnel who cannot perform their duties normally, such as migrant workers, and other unqualified personnel.

(7) Other personnel who do not comply with the policy.

3、 Selection procedure

Each village ranks the qualified personnel. Based on the principle of "poverty alleviation, merit selection and openness", the proposed part-time public welfare post (Jingmei responsible person) was studied and determined, and the agreement was signed after being publicized, reported and reviewed as qualified.

4、 Cleaning tasks

The cleaning task shall be completed with quality and quantity guaranteed according to the post responsibilities and work requirements specified at the village level. Specifically, it shall be responsible for the timely removal of obstacles, exposed sundries and garbage on the road surface and ditches on both sides of the area, to ensure the traffic safety on the road surface, and to ensure that the road surface and ditches on both sides are clean, free of sundries and garbage.

5、 Subsidy standard

6600 yuan/year (including industrial injury insurance or accident insurance). In principle, the signing period of part-time public welfare posts (Jingmei responsible person) shall not exceed one year at a time, and the employment contract will be terminated for those who do not meet the selection conditions, fail to perform cleaning duties, or violate regulations.

6、 Registration method and relevant materials to be submitted

1. Registration time: before April 23, 2023.

2. Place of application: village committee of each village.

3. Materials to be submitted for registration: my ID card, and relevant ID certificates of people with employment difficulties.
