——Huangzhou District explores the new model of elderly care service system construction

In recent years, as the fifth batch of home and community elderly care service reform pilot areas in China, Huangzhou District has innovatively proposed a "chain elderly care" service model, gradually constructed a three-level elderly care service system in the whole district, met the diverse needs of the elderly population, and improved the happiness index of the elderly.

Mechanism innovation, building a three-level elderly care service system

Father Zhang of Taodian Village, Taodian Township is over 80 years old and has no children. In November last year, the Huangzhou District Civil Affairs Bureau entrusted a third party company with the purchase of services and specially arranged a professional elderly helper to provide services for him.

"Every month, someone comes to my home regularly to help me with housework and chat with me. Sometimes when I need to call them, someone will come to help me." Father Zhang said happily.

In order to improve the service level of home-based elderly care, Huangzhou District will introduce third-party institutions in 2021 to provide home-based elderly care services for the poor elderly in the whole district in the form of government purchase services and "online and offline". Up to now, 7490 poverty-stricken elderly have been provided with online care visits or offline help services, mainly including cleaning, walking, bathing, meals, doctors and shopping. At the same time of innovating the home-based elderly care service model, Huangzhou District focuses on improving the elderly care service function, revitalizing the elderly care service resources, upgrading and building an elderly care service complex, and providing services such as daytime care, meal aid, bath aid, cultural entertainment, rehabilitation and physiotherapy for the elderly in the area.

It is understood that there are 17 elderly care service institutions in the district, with 2333 beds in total, including 1694 nursing beds; Six street level elderly care service complexes have been built, and the coverage rate is the first in the city to reach 60%; 15 community elderly care service stations have been built, and the coverage rate of community elderly care service facilities has reached 100%. Huangzhou District Civil Affairs Bureau has also cooperated with the District Committee Organization Department to integrate the idle elderly care service facilities, extend the teaching points of the University for the Elderly to villages (communities), open 24 teaching points of the University for the Elderly, and enrich the spiritual and cultural life of the elderly.

"The completed elderly care service facilities at all levels in the district have basically achieved full operation coverage, and can provide multi-level and multi demand elderly care services such as daytime care, meal aid, bath aid, cultural entertainment, rehabilitation and physiotherapy for the elderly in the district." Enabling technology to build a smart elderly care service platform

Making use of information technology to build a smart elderly care service platform is the key to building a smart elderly care service system.

In November 2022, the smart elderly care platform built in an integrated urban area will have the functions of emergency rescue, spiritual comfort, third-party referral, health management, online services, etc., realize the diversified elderly care service network enabled by science and technology, and provide "point to point" home-based elderly care services for the elderly.

"If the elderly suddenly feel unwell or get lost when they go out, they can send a distress message through this platform. After receiving the platform's' alarm ', the system will urgently contact the elderly's guardian, or our staff will rush to the scene." Peng Yang, deputy general manager of the third party institution Huanggang Hekang Elderly Care Service Co., Ltd., demonstrated the smart elderly care system on the scene.

"Now through the mobile app, I can monitor my mother's location at any time, which makes me feel much more relieved." Mr. Rao, who works in Guangdong, recently bought a smart bracelet for his 80 year old mother who lives alone in her hometown of Huangzhou.

It is understood that Huangzhou District will also cooperate with the telecommunications company to provide elderly information entry, number of people statistics and other functions for community elderly catering agencies, so as to make catering agency management and elderly dining more convenient. Huangzhou District, relying on technological innovation, promotes the deep integration of the Internet and elderly care services. Through online information service platforms and offline community service outlets, it has realized the service mode of "Internet+elderly care", built a standardized management and high-quality elderly care institution, and built a "fifteen minute" elderly care service circle to make elderly care services accessible.

Diversified services to optimize the supply of comprehensive elderly care services

Huangzhou District vigorously promotes the "combination of medical care, health care and health care, and services around" to provide diversified services for the elderly groups nearby. Entering the Bayi Community Home based Elderly Care Service Center in Chibi Street, the activity room was full of songs and laughter. The center integrates elderly care, medical rehabilitation, care and nursing, and the elderly can enjoy massage therapy, daytime trusteeship, haircut, chess and card, cultural entertainment and other services.

In recent years, Huangzhou District has effectively coordinated well-known catering enterprises, elderly care institutions, community service centers, etc., and carried out catering services for the elderly. Up to now, more than 30 community canteens have been opened in the district, which can provide catering services for more than 3000 elderly people every day.

"Small transformation" for aging helps the elderly "great happiness". Huangzhou District takes the standard of 3000 yuan per household as 294 poverty-stricken elderly, carries out aging construction and renovation, and adds facilities, equipment and elderly supplies.

"Now it's convenient and clean to go to the toilet and take a bath, and I enjoy the same life as people in the city." Tang Dada, who lives in Tangjiadu Village, Yuwang Street, is an old man living alone. I was happy to see that the toilet was equipped with a toilet chair, a non slip mat, a bath chair and an additional bedside armrest.

Huangzhou District has also formulated the Implementation Plan of Regular Visit and Care for the Elderly in Difficult Conditions in Huangzhou District, which includes the elderly from poor families in rural and urban areas who meet the conditions into the scope of care visits. Special personnel are assigned to carry out care visits for the elderly in difficulties every month, focusing on health, economy, safety, needs and other aspects.
