On December 8, 2019, the reporter from Southeast Net came to Dongda Square Community, Songxi County, Nanping City.


Dongda Plaza Community has 192 residences in total, and about 174 owners have settled in and decorated, but water and electricity have not yet been established. "Go to ask the property manager, and he will tell you that you are already in the process of matchmaking and will be able to open an account next month. But last year and the year before last, they said the same thing. Every time, it was the next month, and they said it had not been solved for several years!" said Mr. Guo, the owner of Building 2 in the community.


"We have been living here for more than a year, but the basic problems have not been solved yet, and everyone is very uneasy!" Mr. Wu, the owner, told the reporter that the property management company had "set up a watch" for each household for settlement needs, but it is temporary after all, and the cost is also easy to cause doubt.


On the same day, the reporter saw in a corner of the community that the workers of the water company were sorting out the accessories of the water meter to be installed. A staff member of the property company explained that the water and electricity account establishment work of the community was already in progress. The current electricity meter was bought from the power company, and the electricity charges were collected according to the facts. They were collected from the time of official occupancy, but no money was collected during the decoration stage. "They didn't pay the electricity bill, and the property has been paying in advance, otherwise the power would have been cut off long ago!"


According to the property, power transmission is expected to start on the 15th of the month. However, the reporter paid a return visit afterwards, and Li Jinming, the legal person of Fujian Dongda Real Estate Co., Ltd., pushed the opening time to the end of the month. He said that at the beginning of the month, he signed the handover contract with the water company and the power company respectively, and the remaining work was mainly carried out by these two companies.


Li Jinming doesn't want to mention why this infrastructure has been delayed for so long. He said: "In short, it has been solved and will be opened soon."


No network, no TV, no network available in the network era?


"It's better to live in a house in the countryside!" Ms. Ying of Building 3 said that she had lived in the community for more than a year and paid all the fees that should be paid, but the community has many supporting facilities that are not perfect. In particular, the house bought for more than one million yuan has no TV or Internet, which makes life very inconvenient. "Without TV, the elderly don't know how to spend their time at home, and children also need the Internet to study!" Ms. Ying said.


The owners complained every day, and the developer bought a flow card of 59 yuan per month for the registered owners. However, many people use it for several months and then it is no longer used. "It's hard to use. When a few gigabytes of standard traffic are used up, the network speed becomes very slow!" Mr. Wu said.


According to Li Jinming, the network of the community was completed at the end of the year before last, but the communication management department has not coordinated well. "It is said that it is being reported for approval all day long, and the approval has not come down to today." However, Yang Shaonong, the communication management team of Songxi County, denied this statement. Yang Shaonong introduced that since 2017, the construction of communication "national standard community" has been implemented nationwide, and the county communication management team has delivered relevant documents to developers when the Dongda Plaza project was launched, informing them of the relevant standards for the construction of "national standard community". "If you encounter problems in the construction process, you can call at any time to ask, or you can apply for on-site guidance. Perhaps the engineering team is not familiar with this process, the construction progress is slow, and it was only at the end of June last year that you applied for acceptance. Because the quality of the project is very poor, we failed to pass the acceptance several times according to the standards of the Provincial Communications Administration."


Yang Shaonong said that the third acceptance of Dongda Plaza Community is being organized recently. As long as the acceptance is qualified, Nanping Communications Management Office will issue a license after review, and the operator can open the signal.


Property rights are difficult to register, and developers are "helpless"?


After more than one year of house delivery, the house property certificate still cannot be handled. The owners of the community are bitter, and the developers are shouting "grievances".


Mei Songmin, a shareholder of Fujian Dongda Real Estate Co., Ltd., told the reporter that the Real Estate Center would not register the property rights of Dongda Plaza Community because of the arrears of more than 3 million yuan in land transfer fees for the underground construction project of Dongda Plaza. He believes that the 3 million yuan land transfer fee should be paid, but the underground project has nothing to do with the construction of the community and should not be confused, and the company has indeed encountered difficulties. First of all, the standardized terrace of the community was originally not included in the area and was presented to the owner, but was told not to do so during the planning acceptance, which resulted in the plot ratio of the community exceeding the standard and a fine of 4 million yuan. Secondly, the 6.1 million yuan deposit during the project construction was originally returned after the completion acceptance, but has not been returned yet. Thirdly, once the owner completes the property right registration, the insurance company will return the company's deposit of 2 million yuan, and now the property right certificate is stuck, which makes it impossible to return the money.
