The village netizen, "Shangguan Small Farmers", reported on the message board of "Direct Access to Pingshan Provincial Party Committee Leaders" on Dongdong.com that since the middle of October 2017, the village has frequently stopped drinking water, while the pump of an eel breeding enterprise in the village is pumping a lot of water. I hope that the relevant departments will check in the village to make the village's domestic water return to normal.

The reporter of Direct Access to Pingshan learned from the on-site interview that the eel breeding enterprise set up in Fubi Village took water without permission, which seriously affected the domestic water supply of villagers. Recently, Qingshui Township twice welded and sealed its 13 wells, but the enterprise repeatedly broke the seals and played "hide and seek" with the government.

Villager: When will "hide and seek" come to an end?

Shangguan Zhengdong, a 40 year old village leader in Fubi Village, told reporters that there were 110 households and more than 500 people in the village. In the middle of October last year, the water level of the incoming pool began to drop significantly, and villagers cut off water every other time. Villagers believe that this is related to Yong'an Changrun Ecological Breeding Co., Ltd., an eel farm not far from the incoming pool. According to the villagers, since the establishment of the factory in the village in 2015, the enterprise has not only intercepted the surface water in the village ditch, but also continuously dug wells to extract groundwater. "We found 13 wells!" Shangguan said in the middle of winter.

The coordinated handling of the matter by various parties failed to achieve results. On the 5th of last month, the local township government issued the Notice on Rectification of Stopping Illegal Water Intake; On the 8th, three township cadres and dozens of villagers sawed off the water extraction pipe on the spot, welded the water wellhead, and stuck the temporary seal sealed by the village committee.

In the afternoon of January 2 this year, the water level of the incoming pool dropped again. The villagers found that the seals of many wells had been removed and the pump had been reconnected to the water pipe.

On January 4, the township government welded and sealed the water well for the second time. But the seal was torn down again that night, and the matter of pumping water secretly continued to happen.

Farm: the pressure pool will be rebuilt to ensure water supply for villagers

On the afternoon of January 3, the reporter of Direct Access to Pingshan came to Fubi Natural Village, Huaifu Village, Qingshui Township, Yong'an City.

The reporter saw that the farm covers an area of about 30 mu, and pumps can be seen everywhere. Two small reservoirs were built above the farm, and a thick water pipe was laid up to the mountainside to connect the mountains and rivers. As the upstream water source was intercepted, the farmland irrigation channel in the village was completely dried up, and the brook close to the breeding farm was also dried up.

The reporter inspected the wells dug in the farm. Several wells were attached with intact seals, some of which had been removed and reconnected with water pipes.

Dong Shizhang, the head of Yong'an Changrun Ecological Breeding Co., Ltd., said that the problem of water shortage in the former village was caused by improper operation. He said that he would negotiate with the villagers to rebuild a pressure pool for water storage, ensure the villagers' living and production water, and provide funds to support the construction of the village.

Water Conservancy Bureau: Illegal water intake for two years has been filed

Article 48 of the Water Law of the People's Republic of China stipulates that units and individuals who directly draw water resources from rivers, lakes or underground shall, in accordance with the provisions of the national water licensing system and the paid use system of water resources, apply to the water administrative department or river basin administrative agency for a water intake license, pay water resources fees and obtain the right to water.

Xu Bin, the discipline inspection secretary of Qingshui Township, told the reporter that Yong'an Changrun Ecological Breeding Co., Ltd. is an agricultural breeding enterprise. According to the previous plan, it uses surface water for production, but now it is found that it has dug 13 wells. The village communicated with the water conservancy department to confirm that it was not approved, so the well was sealed.

Why can't the well be backfilled? Wen Yongyou, secretary of Qingshui Township, explained that the township government has no law enforcement power and can only act as a mediator, which is not convenient for forced backfilling.

Huang, the leader of the water administration team of Yong'an Water Conservancy Bureau, said that the enterprise had been notified to apply for the water intake permit. And what punishment will be given for taking water without authorization for two years? Captain Huang said that the case has been filed, and the specific situation still needs investigation and evidence collection.
