After 10 years of construction, the whole line has not been completed yet, and the detour section is tight

Mr. Fang, a netizen, told the reporter that the last kilometer of Hangang Avenue in Putian had not been opened to traffic. As early as last June, some citizens had appealed through "Direct Access to Pingshan". However, one and a half years later, it has been nearly ten years since this road was built, and the last section of Hangang Avenue is still not open to traffic. "This section of the intersection that is not open to traffic has changed from a two-way eight lane road to a two-way two lane road, and the road section at the entrance of the village is prone to traffic jams and traffic accidents." Mr. Fang mentioned that a number of traffic accidents had recently occurred on Hangang Avenue in the past month or so, including nine deaths and seven injuries that were listed and supervised by the State Council.

The reporter learned that Hangang Avenue is one of the five dredging highways in Putian City, and it is the goal of the 11th Five Year Plan for Putian City to implement the implementation opinions of the State Council, the provincial party committee and the provincial government on accelerating the construction of the economic zone on the west side of the Straits, and to achieve the goal of "doubling the economy and rising the port city". This road spans Hanjiang, Xiuyu, Licheng and other urban areas. The section not open to traffic is about 400 meters long between Shifangqiao and Puxing Road Phase II of Hanhuang Highway in Licheng District.

Recently, the reporter of Southeast Net came to the road section reported by netizens and shot the scene with drones. The spacious Hangang Avenue has become a dead end road in front of the Fuzhou Xiamen bullet train railway, and the vehicles that need to go ahead must bypass a large section of the road. However, the width of the road shrinks sharply. In addition, the turn is sharp, and there is a long queue on the road. No traffic signal is seen at the sharp turn.

The uncompleted road section involves many complicated problems, and relevant units are speeding up the process

As for road construction, Putian Transportation Bureau replied by letter that the section from Puxing Road Phase II to Gucheng Road in Licheng section of Hangang Avenue had been completed and opened to traffic in January 2019, and the construction of the remaining section of about 400m from Shifangqiao to Puxing Road Phase II involved safety protection Many problems, such as pier protection of Fuzhou Xiamen bullet train railway and relocation of Sinopec oil pipeline crossing, need to be solved by coordinating multiple units. Through various efforts, the safety protection problem of crossing Fuquan Expressway has been solved in October 2017; The relocation of oil pipelines involves many units and complicated problems, which will take a long time. The relocation will be completed in July 2020; The construction bidding for pier protection under Fuzhou Xiamen bullet train railway has started in March 2020, and the construction will start on September 11. At present, the construction is under way, and the approved construction period is 6 months.

Putian Transportation Bureau said that it would work hard to coordinate relevant units of the railway pier protection project, scientifically shorten the construction period, speed up the project acceptance process, so as to deliver the project to the construction unit of Hangang Avenue for construction as soon as possible. At the same time, the bureau will also consult with relevant units to vigorously coordinate and agree with the construction unit of Hangang Avenue to synchronously carry out road construction on the road sections that can be constructed, so as to open up Hangang Avenue as soon as possible, without affecting the construction of pier protection works under the railway and the safety of railway operation.

The traffic police department has taken many measures to deal with road section problems

In addition to the traffic conditions caused by the construction problems in some sections, Mr. Fang also mentioned that there are too few standard traffic lights on Hangang Avenue, and other temporary traffic lights are solar powered, which do not work in rainy days. In addition, the traffic violation monitoring facilities are insufficient and the punishment is not effective, resulting in frequent serious vehicle accidents.

The reporter learned that the setting of traffic safety facilities such as traffic lights and road markings should be completed by the road construction unit. However, the traffic police detachment of Putian Public Security Bureau replied by letter that when the Licheng section of Hangang Avenue was officially opened in early 2019, the four intersections of the whole section (Huazhong intersection, Dongdai intersection, Dongjia intersection, Gucheng intersection) did not comply with the Interim Measures for the Implementation of "Three Simultaneities" Supervision and Management of Safety Facilities of Road Construction Projects in Fujian Province Traffic safety facilities such as traffic lights are required to be constructed simultaneously. When the Road Safety Office of Licheng District received the official opening order, it took emergency measures to add four temporary traffic lights. At the same time, it strived for funds to change the Heping intersection and Gucheng intersection to fixed pole light control, and added snapshot monitoring to improve the intersection signs and markings.

"This road is really full of problems, and the intersection design is very unreasonable!" Mr. Fang said when referring to the road conditions around the intersection in Central China. The relevant person in charge of Licheng District Traffic Police Brigade did not deny this. He told reporters that the traffic police department had considered installing traffic lights at intersections in central China, but after field investigation, it found that the road conditions were too complex. After coordination with the town and district, it was changed to isolate from the middle, allowing vehicles to flow from both sides. Because the blind area of large cars is easy to cause accidents, the traffic police department has added guardrails and 2m auxiliary roads to provide a safe passage for motorcycles. After the accident of 9 deaths and 7 injuries, the traffic police department increased the police force in Huangshi area, increased mobile speed measurement and duty stations in some road sections and intersections, and through scientific and technological means, investigated and dealt with the phenomenon of tricycles carrying people and driving without a license, and seized a number of illegal vehicles.

Historical issues are left to the government for investigation and accountability. The traffic police detachment of Putian Public Security Bureau said that the next step is to transform the temporary light control at Dongdai intersection into a fixed pole light control, and continue to take a high-pressure situation to investigate and deal with traffic violations at relevant sections, eliminate potential traffic safety hazards and ensure vehicle traffic safety.
