The 32nd East China Import and Export Commodities Fair was successfully held from March 1 to 4, 2024. At the cross-border e-commerce high-level forum held on the first day of the exhibition, Shen Weihua, deputy director of Shanghai Municipal Commission of Commerce, delivered a speech, emphasizing Shanghai's leading position in the field of international trade and e-commerce, and introduced a series of policies and measures taken by Shanghai to promote the development of cross-border e-commerce.

Shen Weihua pointed out that at present, Shanghai has unique advantages in cross-border electricity and has achieved significant development. Shanghai has obvious advantages in port resources, significant market agglomeration effect, and complete cross-border e-commerce ecology. The Chinese headquarters of several international cross-border e-commerce platforms gather in the city. A number of local cross-border e-commerce platforms have developed rapidly, with complete financial service systems and strong logistics and professional services support.

In recent years, with the joint efforts of relevant departments and various enterprises, Shanghai cross-border e-commerce has flourished, and the Shanghai cross-border e-commerce comprehensive pilot zone has been rated as "significantly effective", ranking the first in China. In 2023, the import and export of cross-border e-commerce in Shanghai will exceed 260 billion yuan, with a year-on-year growth of more than 42%. The market radiation effect of "buy the world, sell the world" is further strengthened.

Shen Weihua said that as one of the first batch of cross-border e-commerce comprehensive pilot zones approved by the State Council, Shanghai has always been focusing on the construction of "two platforms and six systems" in the comprehensive pilot zone, and has carried out a lot of work in improving cross-border e-commerce policy support, facilitating cross-border e-commerce customs clearance supervision, and consolidating cross-border e-commerce industry foundation, and has achieved a series of positive results.

Shanghai will continue to strengthen the institutional support for high-quality development and promote the opening of high-level systems such as rules and regulations in the field of e-commerce. Accelerate the support for enterprise agglomeration and large-scale development, and provide comprehensive services for cross-border e-commerce enterprises through cross-border e-commerce public service platforms and municipal cross-border e-commerce demonstration parks. Continue to improve the level of cross-border e-commerce trade facilitation, and further carry out innovative pilot projects such as customs clearance, taxation, and foreign exchange collection and settlement with relevant departments on the basis of the facilitation declaration of cross-border e-commerce general export "list approval, summary declaration". Continue to increase trade finance and financial support, give full play to the role of special funds for foreign economic and trade development, give corresponding credit insurance premium preferences to export enterprises, support the construction of cross-border e-commerce "overseas warehouse", and further increase support for cross-border e-commerce enterprise brand development and construction.

Shanghai has issued a three-year action plan for cross-border e-commerce development. This year, we will further introduce a number of support measures for cross-border e-commerce, and continue to enhance innovation support.
