Chacheng is one of the oldest place names in China. It has not changed for more than 3000 years, and can be called a living fossil of ancient Chinese place names. Since ancient times, Chacheng's place names have been frequently recorded in historical and geographical masterpieces, such as the geographical records of the Qin Dynasty, Shuijingzhu of the Northern Wei Dynasty, Taiping Huanyuji of the Northern Song Dynasty and other historical books.

Cha City is surrounded by mountains and rivers, with beautiful scenery. The ancient Surabaya flows from west to east along the city. People rest on the river, and the wind blows the fragrance of rice flowers. It is like a land of plenty in poetry and painting. With the opening of the Beijing Hangzhou Grand Canal in the Yuan Dynasty, hundreds of barges competed for the current and thousands of sails competed for the ferry. This national economic artery once brought prosperity to Chacheng, which lasted for more than 300 years. However, the Yellow River, which seized Bian and invaded Si, brought disaster to Chacheng. At the end of the Qing Dynasty, as the Beijing Hangzhou Grand Canal was blocked by the silt brought by the Yellow River, Chacheng gradually declined. At this time, Liuxinzhuang in the territory jumped up under the management of the Shi family. Because of its well managed and well-known business, Liuxinzhuang Village was established in the tenth year of Xianfeng in the Qing Dynasty (1860), with 41 natural villages under its jurisdiction.

In July 1947, five townships including Liuxin Township, Chacheng Township and Sanshan Township were merged into Liucun Township, which governs 94 natural villages. In February 1949, Liuxin District was established, and Chacheng, as a regional synonym, was completely replaced by Liuxin.

Liuxin Town is located in the northern suburb of Xuzhou City, at the junction of Beijing Hangzhou Canal and Weishan Lake, where the mountains and rivers blend and the two provinces meet. It is a major hub for north-south water transportation, with ships reaching Suzhou and Hangzhou in the south and Beijing and Tianjin in the north. Liuxin, located at the boundary point of the Beijing Hangzhou Grand Canal on the west line of Suzhou and Shandong, is the first stop of the Grand Canal into Jiangsu, and is known as the "land of throat kiss" of the Grand Canal. The ancient fortune road is intermittent with ups and downs, and revived again in the middle of the 20th century.

In 1958, the state launched the governance and expansion project of the Grand Canal to dredge the unstable river sections in Liuxin, widen and straighten them. On the basis of the Linjiashan Dam built during the reign of Emperor Kangxi in the Qing Dynasty, the Linjiaba Shiplock and the South to North Water Transfer Pump Station were successively built, which can pass 2000 ton ships day and night with an annual throughput of 60 million tons. It is the main transit base for the "North to South Coal Transport" in China, It is also an important water conveyance channel for the East Route of the National South to North Water Transfer Project.

On August 17, 2019, the People's Government of Jiangsu Province approved the establishment of Xuzhou Huaihai International Port Area, which is an economic pilot area set up by Jiangsu Province to build a new inland open highland. It undertakes the major strategic mission of serving the country's "Belt and Road", and first builds an international standard billion ton port relying on the transportation advantages of Liuxin Town's land and water hub.
