1. Overview
The new round of electricity reform has been implemented for six years, and the marketization of electricity consumption by industrial and commercial users has been achieved. With the issuance of the blockbuster document Notice on Further Deepening the Marketization Reform of Coal fired Power Generation On grid Price (FGJG [2021] No. 1439) (hereinafter referred to as "No. 1439 Document"), all industrial and commercial users have entered the power market. In the future, industrial and commercial users will either go directly to the electricity trading market or let the power grid enterprises purchase electricity on behalf. Users who have participated in market transactions cannot quit, otherwise their power purchase price will be 1.5 times that of others.
At this stage, most industrial and commercial users are busy re signing power purchase contracts. They all pay a premium, and the market is quite different from previous years. In the future, it is likely to have to buy electricity first to have electricity, rather than use electricity first and then calculate the money. However, the impact of "Document 1439" may be more far-reaching than you think.
2. The fluctuation of electricity price may be more than 20%
"Document 1439" clearly points out that for ordinary industrial and commercial users, "the floating range of the transaction price in the coal-fired power generation market will be expanded from the current floating range of no more than 10%, no more than 15% in principle to no more than 20% in principle." For high energy consuming enterprises, "the market transaction price will not be subject to the floating range of 20%." In addition, "the spot price of electricity will not be subject to the above range restrictions. ”
The implementation rules of each province are slightly different, but the fluctuation range of electricity price has been expanded. A few days ago, Guangdong Provincial Development and Reform Commission issued (YFGJG [2021] No. 402), and all industrial and commercial electricity consumption entered the market. In the original price list of Guangzhou, the peak price of electricity for general industry and commerce is 114.33 cents per kilowatt hour (tax included) for less than 1 kilovolt, and the peak price is 25% higher than the peak price, that is, 142.9125 cents per kilowatt hour (tax included). After the implementation of the new policy, assuming that the electricity price rises by 20% according to the transaction price of the coal-fired power generation market, the peak electricity price per kilowatt hour is 171.495 cents (including tax). If the power consumption enterprise belongs to the high energy consumption industry, the electricity price will not be capped. However, according to the Notice on Clarifying the Minimum Price of Electricity for Trading Users in the Power Market of West Inner Mongolia recently issued by the Inner Mongolia Development and Reform Commission, the minimum price has risen by 80% compared with the original price, and Zhejiang has imposed a punitive electricity charge of 35 cents on high energy consuming users.
Referring to the fluctuation of electricity prices in Europe, it is not impossible for China's electricity price to rise to 10,00 yuan/kWh in the future.
3 "Negative electricity price" may also appear in China
Similarly, we should not be surprised if "negative electricity price" appears in the electricity bill. After entering the power market, everything is market behavior. When the cost of holding resources is higher than the value of resources themselves, negative prices occur. Isn't that why the negative price of oil appeared in the past?
In Europe, where the electricity market is highly developed, negative electricity prices are not new. Since EPEXSpot, the spot market of European electricity, allowed negative electricity prices in 2008, the frequency and duration of negative electricity prices in European electricity markets have gradually increased, which has become a region with frequent negative electricity prices in the world. According to news reports, the low price across Europe was - 13.4 euro cents/kilowatt hour set by Belgium, which meant that Belgian people could earn about 1 yuan per kilowatt hour of electricity. Germany has a long period of negative electricity price. In 2019 alone, there will be 101 hours of negative electricity price in Germany, which will exceed 164 hours in 2020. In addition, negative electricity prices have also appeared in France, the Czech Republic, the Netherlands, Austria and other places.
When the proportion of new energy increases, the uncertainty will increase. If the power supply exceeds the demand and lacks enough storage space, a large amount of excess power will cause additional costs. At that time, it is certainly possible for power generation enterprises to sell power at negative prices, and power consumption enterprises with flexible load adjustment will benefit from this. The foundation of all this is a unified, flexible and perfect power market, and China is accelerating the laying of this foundation.
4 Accelerating the construction of a new power system is one of the key tasks of the action plan for carbon peak by 2030
In the Action Plan for Carbon Peak by 2030 issued by the State Council, "accelerating the construction of a new power system" is regarded as an action for green and low-carbon transformation of energy and one of the key tasks of the Action Plan for Carbon Peak by 2030.
Specifically, it requires "to build a new power system with the proportion of new energy gradually increasing, and promote the optimal allocation of clean power resources in a large range. Vigorously improve the comprehensive regulation capacity of the power system, speed up the construction of flexible regulation power supply, guide self owned power plants, traditional high load industrial loads, industrial and commercial interruptible loads, electric vehicle charging networks, virtual power plants, etc. to participate in system regulation, build a strong smart grid, and improve the security level of the power network. Actively develop "new energy+energy storage", integration of source network, load storage and multi energy complementation, and support distributed new energy to reasonably configure energy storage system. We will formulate a new round of medium - and long-term development plans for pumped storage power plants, and improve the policy mechanism to promote the development of pumped storage. Accelerate the demonstration and application of new energy storage. Deepen the reform of the power system and accelerate the construction of a unified national power market system. By 2025, the installed capacity of new energy storage will reach more than 30 million kilowatts. By 2030, the installed capacity of pumped storage power stations will reach about 120 million kilowatts, and the provincial power grid will basically have a peak load response capacity of more than 5%. "

5 High energy consuming industries and data centers that have begun to shuffle
It is speculated that high energy consuming enterprises and data center industries without energy conservation measures, power purchasing capacity and flexible load adjustment plans are about to be reshuffled. Data centers that cannot afford expensive electricity and have been squeezed out of profit space are waiting for their fate only related to shutdown and relocation. Data centers that are still needed by customers and have core resources, They will also rise in price to make a living.
The data center industry has begun to shuffle. On October 15, Dr. Peng Telecom Media Group Co., Ltd. The announcement said that the five data center assets transferred by Dr. Peng to Shenzhen Baoneng Chuangzhan Real Estate Co., Ltd.
