Since Jia Gaozhi was born, he has lived in an earthen cave with an area of more than 20 square meters. More than 10 mu of land is his whole life, and the harvest in the land is his family's ration. As a villager in Zhaojiawa Village, Yangping Township, Kelan County, Xinzhou City, Shanxi Province, Jia Gaozhi has lived a life facing the loess and facing the sky for generations. He never thought that he could live in a building.

In June 2016, the relocation and resettlement work of Kelan County was started, and the county formulated the "1+8+N" plan, that is, Guanghuiyuan New Village, the centralized resettlement site for the county's urban construction, 8 central market towns and central villages were relocated nearby to implement classified resettlement.

Happiness came suddenly. Just one year later, Jia Gaozhi and his wife moved into their new house in Guanghuiyuan.

"The total annual income of the state subsidy for returning farmland to forests, income from economic forest cooperatives, pension, etc. adds up to more than 10000 yuan." In addition, Jia Gaozhi also found a job as a doorman, with a stable income of more than 1000 yuan a month. "It used to be inconvenient to eat tofu, but now you can buy it when you go out. It's very convenient to eat whatever you want." Jia Gaozhi is as happy as a child when talking about his happy life now.

Jia Gaozhi is one of the many beneficiaries of the relocation in Shanxi Province. Shanxi, which is located in the hilly and gully region of the Loess Plateau, most of the poverty-stricken counties are located in the Yanshan Taihang Mountains and Luliang Mountains, which are the two most concentrated and contiguous poverty-stricken areas. In recent years, Shanxi has taken relocation as the top priority of poverty alleviation, and has developed a new path of "moving out of mountain villages, retreating from steep slope farmland, greening barren mountains and slopes, lighting up photovoltaic industry, moving out of employment, and improving people's lives". Up to now, all 1502 centralized resettlement projects have been completed in the province, 362000 registered poverty-stricken people have been registered, 110000 people have been relocated synchronously, and all have moved into new homes; In terms of follow-up support, 314000 people were assisted in industrial employment.

In the process of relocation, Shanxi focused on the most difficult places, focused on the poorest people, seized the most urgent problems to be solved, focused on the relocation of the whole deeply impoverished natural village, and adopted the "six link linkage" approach of precise identification of objects, new area resettlement, old village demolition and reclamation, ecological restoration and renovation, industrial employment security, and community governance, The seven problems of "people, money, land, housing and village stability" have been solved in a coordinated manner, which has greatly improved the living standards of the poor and significantly improved the appearance of the poor areas.

"I never dreamed that I could move into the county seat and still have a job." Chang Hongyan, 41, was originally a villager of Leyao Village, Jieyu Township, Yuanqu County, Yuncheng City. Since moving into the county seat, Chang Hongyan seems to have changed her personality. At the beginning of 2019, after taking part in the skill training class held by the Human Resources and Social Security Bureau of Yuanqu County, Chang Hongyan helped cook in a hotel in the county seat, earning more than 2000 yuan per month. She said happily: "The children are studying in the county town, and I am employed at home. I can take care of my family and have a stable income, and my life is getting better and better."

After moving to a new home, people are most concerned about employment. Wu Jing, the deputy head of Jieyu Township, said that the county proposed the goal of "at least one person from each relocated household has a skill". The township invited forestry experts to popularize walnut planting technology, communicated with human resources and social security departments to organize training for migrant workers, cooperated with enterprises to launch skills training courses such as housekeeping, set up poverty alleviation workshops in the community, and trained more than 30 leaders to become rich, More than 500 person times of professional skills training were organized.

Moving out is only the first step, and the purpose is to be stable, employable and gradually rich. In accordance with the work idea of industrial cultivation in rural resettlement areas and employment assistance in urban resettlement areas, Shanxi Province plans to move in and out of the two places as a whole, simultaneously build characteristic industrial parks, poverty alleviation workshops, and bundle use policies to ensure the multi-channel stable employment of the poor.

Every story of relocation for poverty alleviation in other places is a beautiful picture of a well-off society. The Shanxi path of relocation for poverty alleviation has fundamentally changed the production and living environment of the poor, greatly improved the infrastructure and public services in the resettlement area, effectively guaranteed the stable industrial employment of relocated poor households, effectively linked the revitalization of rural areas to create beautiful villages, and gradually built a new pattern of community governance.
