The Work Plan puts forward the selection criteria for key towns (townships), and defines the goal of building a national directory of key villages and towns for rural tourism: to select a group of rich cultural and tourism resources, distinctive tourism products, standardized and orderly tourism markets, perfect tourism supporting services, beautiful and livable villages, simple customs and civilization, and good results in driving villagers to become rich For villages and towns with typical demonstration and driving role, build a national list of key villages and towns for rural tourism. Give full play to the leading role of national key villages and towns in rural tourism, guide the establishment of a comprehensive multi-level rural tourism brand system, optimize the supply of rural tourism products and services, promote the high-quality development of rural tourism, promote the consolidation and expansion of poverty alleviation achievements, comprehensively promote the revitalization of villages and towns, and meet the needs of the people for a better life.

It is reported that the third batch of quotas for key villages and towns of rural tourism in China totaled 300, including 200 villages and 100 townships. To be elected as a key village of rural tourism in China, the following criteria should be met: cultural and tourism resources should be rich and reasonably developed; rural culture should be well inherited, protected, transformed and developed; the tourism product system is mature and of high quality; rural homestay construction should have a prominent theme, be standardized and orderly; the ecological environment should be beautiful and livable; infrastructure and public services should be relatively complete; and the system and mechanism should be sound and reasonable Efficient operation, driving entrepreneurship and employment, economic and social development and other benefits are obvious.
