In order to thoroughly implement the spirit of the Central Financial Work Conference, fully implement the new "National Nine Rules", solidly implement the "1+N" policy measures in the capital market, vigorously promote the entry of medium and long-term funds into the market, and continue to grow the long-term investment force, China Financial Futures Exchange (hereinafter referred to as "CFFE") released the 2024 "Medium and Long term Fund Risk Management Plan" on June 7 (hereinafter referred to as "Changfeng Plan").

The "Changfeng Plan" was launched for the first time in August 2023. Relying on the dual modules of "member empowerment" and "institutional energy storage", it implemented a series of practical measures, explored a medium - and long-term fund linkage and coordination model with financial futures market characteristics, and achieved positive results. The number of new accounts opened and participation of various medium - and long-term funds increased significantly. In order to further consolidate the work related to medium - and long-term funds for services, on the basis of widely listening to market opinions and fully drawing on previous experience, CICE launched the 2024 "Long style Plan" to improve relevant measures from improving service accuracy and pertinence. In terms of "member empowerment", we strengthened a package of empowerment measures such as concept, cultivation, technology and resources, multi-dimensional and three-dimensional support for members to guide and serve medium - and long-term capital institutions to participate in the financial futures market, continued to improve the functions of the "Jinqitong" institutional service platform, and helped facilitate efficient participation in financial futures businesses. In terms of "institutional energy storage", we will focus on giving play to the demonstration role of "financial futures risk management practice base", strengthen market cultivation, policy research, publicity and sharing, drive institutional investors to further establish the investment concept of integrating future and present, and improve the ability to use financial futures for risk management. In the near future, CICE will take various ways to publicize the "Long Wind Plan" for 2024 to all members, and set up special hotlines and mailboxes to facilitate consultation services.

In the next step, under the strong leadership of the China Securities Regulatory Commission, CICE will focus on increasing the service of medium and long-term capital entering the market, improve the quality of institutional participation, continue to strengthen the accuracy and effectiveness of market supervision, assist the construction of financial markets with Chinese characteristics with the high-quality development of the financial futures market, and provide high-quality risk management services for economic and social development.
