The reporter of Economic Daily interviewed Zhou Yuan, the founder and CEO of Zhihu.
Reporter: What signals do you read from the Opinions that are conducive to the development of enterprises?
Zhou Yuan: The issuance of the Opinions has further strengthened our confidence in innovation and entrepreneurship and making more contributions to society. It not only provides all-round support from the business environment, policy support, legal protection and other aspects that enterprises are concerned about, but also clearly puts forward the goals of supporting scientific and technological innovation capabilities, accelerating digital transformation and technological transformation. We feel the ardent expectation of the Party Central Committee for the high-quality development of private enterprises, and will spare no effort to strengthen innovation, promote growth, create jobs, and constantly make enterprises better and stronger.
Reporter: Where does the confidence of private enterprises come from? How to better maintain the vitality of the development of private enterprises?
Zhou Yuan: I think there are two main points. First of all, the guidance and support of the Party and the government is the greatest confidence and confidence of private enterprises. The global economic situation is complex, coupled with the impact of the epidemic, private enterprises have encountered some difficulties, and the issuance of the Opinions has injected a "booster" into the vast number of private enterprises. Secondly, in the face of the unprecedented changes in a century, China has accelerated the construction of a new development pattern with domestic circulation as the main body and domestic and international double circulation promoting each other, pointing out the development direction for private economy. "Resolving challenges is an opportunity", I believe that private enterprises will usher in a better stage of development.
Guided by the Opinions, further efforts to streamline administration and delegate power, continue to optimize a stable, fair, transparent and predictable development environment, and promote a culture of innovation and entrepreneurship will all help enhance the confidence of private enterprises in their development.
Reporter: The role of digital economy in social development is becoming more and more obvious. In the face of scientific and technological innovation and knowledge iteration, how can we create a new situation at a new starting point?
Zhou Yuan: In March this year, as a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), I made a proposal, mainly about accelerating knowledge openness and promoting people to share the "data dividend", which is of great value to the sustainable development of the digital economy. With the opportunity of this proposal, I call for policies to break monopoly, encourage open and shared database construction, encourage more subjects to participate in the market competition of knowledge base, and provide policy support such as funds for free and open knowledge base.
"The digital economy is promising". As a private enterprise in the field of Internet technology, Zhihu is a wave in the tide of China's digital economy, always focusing on digital economy and technological innovation. Some work has also been done on database sharing. After 13 years of development, Zhihu has accumulated a large amount of high-value data. Zhou Yuan: The big language model is regarded as a new round of scientific and technological change that changes the world. Naturally, Chinese scientific and technological talents and enterprises cannot be absent. In the wave of big model development, Zhihu released the Chinese big language model "Zhihai Chart AI", which has been applied to Zhihu products and daily work.
