In recent years, with the rapid popularization of face recognition technology, its application scenarios continue to expand, from entering the unit door of the community to checking in the hotel to buying goods from the vending machine. However, face recognition technology also brings many problems and disputes in the use, and the public's doubts about its security emerge in endlessly.

In order to standardize the application of face recognition technology and protect personal information rights and interests as well as other personal and property rights and interests, the National Internet Information Office recently released the Administrative Provisions on the Security of Face Recognition Technology Application (Trial) (Draft for Comments), proposing that hotels, banks, stations, airports, stadiums, exhibition halls, museums, art galleries, libraries and other business places, Unless it is required by laws and administrative regulations that face recognition technology should be used to verify personal identity, it is not allowed to force, mislead, cheat or coerce individuals to accept face recognition technology to verify personal identity on the grounds of handling business and improving service quality. At the same time, it stipulates that the construction, use, operation and maintenance units that install image acquisition and personal identity recognition equipment in public places shall have the obligation to keep confidential the acquired personal images and identity recognition information, and shall not illegally disclose or provide them to the outside world.

The publication of the Draft for Comments is an effective response to the public's demands, which is conducive to enhancing the public's confidence and satisfaction in personal information security, and will fill the gap in the lack of specific normative legal basis for the application of face recognition technology. Only by standardizing the application scenarios of technology, rather than allowing its disorderly development, can we further stimulate the vitality and potential of related industries.

What needs to be emphasized is how to properly play a supporting role for social supervision while the administrative department plays a regulatory role in face recognition technology that has entered the track of legalization?
