What can private enterprises do to improve the multi-level social security system?
Shen Peng: China has built a very perfect social security system, which has significantly improved the people's sense of happiness and gain. Private enterprises have created a large number of jobs. The stable development of private economy is strongly related to the stable development of the national economy and the construction and improvement of the social security system. With the development of private economy and stable employment, the social security of workers will be more quality.
To build a more perfect multi-level social security system, we should further play the complementary role of private enterprises and encourage them to participate. The multi-level social security system is dominated by the government, and efficiency and fairness should be taken into account. In areas where the social security system is not perfect or insufficient, the characteristics of private enterprises can be brought into play. For example, is there a more inclusive insurance product that provides more choices for flexible employment groups? Some innovative drugs and special drugs for rare diseases are not covered by medical insurance. Is it possible to reduce the burden of patients through commercial insurance? These are all problems that can be solved by private enterprises in a commercial way.

Shen Peng: Shuidi is a technology platform dedicated to providing insurance security and health services. We hope to build a relatively complete commercial medical security system through diversified businesses, become a supplement to the social security system, meet the medical security needs of some users, and promote the deep integration of digital technology and health security industry, Assist in the construction of the national multi-level medical security system.
Serious disease relief and health poverty alleviation can greatly improve efficiency with the help of science and technology. In July 2021, we cooperated with the local medical insurance department in Jinyun, Zhejiang, and jointly developed a one-stop rescue platform with multiple departments to find, identify and rescue people with serious diseases in difficulty through multiple channels. As of July this year, the social assistance amount of the "Jinqing Gang" system has reached 10.012 million yuan, with a total of 421 person times of helping people in need, and more than 15000 people in need have been actively identified. The personal medical expenses have decreased by 15.429 million yuan, accounting for 16.14% of the total. This has effectively reduced the pressure of local groups in need of medical treatment.
In addition, Shuidi has also cooperated with government departments in some areas of Chongqing City and Pingdingshan City, Henan Province to build a multi-level medical security assistance model led by the government and participated by many parties, which has received good results and won praise from the masses. In the future, we hope to promote this model to more areas.
Reporter: Recently, the CPC Central Committee and the State Council have made a series of arrangements to promote the development of private economy, bringing better opportunities for the development of private economy. As an important force for high-quality development, how can private enterprises show greater responsibility in the modernization construction and achieve better development?
Shen Peng: First of all, we should adhere to and carry forward the advantages of innovation. Reform and innovation are the foundation of private economy. It is precisely because of continuous reform and innovation that private enterprises have been able to develop and grow. With the progress of the times and the changes of the environment, large but not strong private enterprises are increasingly difficult to adapt to market competition. Therefore, private enterprises must change their business ideas, adjust their development models, and deeply understand the significance of high-quality development. In order to achieve high-quality development, we must continue to give play to the innovative and creative awareness and ability of private enterprises, especially to increase investment in scientific and technological research and development, be good at using science and technology, and not only achieve their own high-quality development through product innovation, technological innovation, management innovation and business model innovation, but also promote the industry to achieve high-quality development together.
Secondly, we must firmly establish the concept of law-abiding and compliant operation, consciously abide by national laws and regulations, consciously fulfill social responsibilities, abide by business ethics, and adhere to honesty, trustworthiness and fair competition. At the same time, improve the corporate governance structure, improve rules and regulations, strengthen enterprise party building, popularize compliance knowledge and improve compliance skills, establish effective incentive and disciplinary mechanisms, and form an organizational compliance culture. Private enterprises need to establish a modern enterprise system with clear rights and responsibilities and scientific management, strengthen risk prevention management, explore the internal potential of private enterprises, and promote the maximization of enterprise value.
Reporter: Where does the confidence of private enterprises come from? How to make steady progress in the next step?
Shen Peng: Confidence mainly comes from three aspects. First, we have a clearer direction for the future. The Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy is the first important document specially issued for the private economy since the 20th National Congress of the Communist Party of China, which points out the direction for the next development of the whole private economy and clarifies the position of the private economy; Second, the Opinions encourage and support the development and growth of private economy and private enterprises, continue to break down market access barriers, fully implement the fair competition policy system, adhere to equal treatment and equal treatment for all types of ownership enterprises, and strengthen the confidence and determination of private enterprises to achieve high-quality development; Third, after decades of economic construction, China has become the world's second largest economy, the world's largest middle-income group, with population, resources, talent, technology, geographical location and other advantages, which is a solid foundation for the development of private enterprises.
