New immigrant villages, industries to enrich the people, and happy smiling faces... The advancement of post migration support in the West Lake Management Area has made tremendous changes in the lives of immigrants.
The West Lake Management Area is located on the west bank of Dongting Lake, at the end of the Yuan River and the Li River. It is named West Lake because it is located in the west of Dongting Lake. The West Lake Management Area is the second largest centralized resettlement area for immigrants in China and one of the 13 largest state-owned farms in Hunan Province. With a total area of 70.37 square kilometers, it has jurisdiction over 2 towns, 23 administrative villages, neighborhood committees and fishing grounds, with a total population of 56800.
The stars change and the vicissitudes of life change. After the founding of New China, under the strong leadership of the Party, the local government began to govern Dongting Lake. The area has experienced four stages, namely, reform through labor farms, military reclamation farms, migrant farms, and management areas. In recent years, the West Lake Management Area has carried forward the spirit of land reclamation, military reclamation and immigration, and is grateful for the efforts to deeply integrate the development of immigrants with rural revitalization, actively develop rural industries, increase the output and income of migrant people, and successfully create a "West Lake sample" for resettlement.
In recent years, the West Lake Management Zone has continued to focus on industrial development, improvement of human settlements, infrastructure improvement, rural tourism and other aspects to create distinctive highlights, integrating about 400 million yuan of funds from the financial, agricultural, water conservancy, transportation and other departments of the region, and investing in the construction of a demonstration area for the revitalization of migrant villages.
"Civilized action" leads the new fashion of the masses. The three-year special action for the construction of rural ethics and civilization was launched in an all-round way to create a diversified publicity carrier of "Five Ones". In 2023, the district successfully held five "Rural Style and Civilization into Ten Thousand Families" art performances, with more than 20000 on-site audiences. One provincial civilized town, five municipal civilized pacesetters, seven municipal civilized units and 12 municipal civilized villages have been established, making civilization the warmest background for the development of the West Lake. The construction rate of "No Visiting Villages" in the whole district has reached more than 90%. In 2023, the social public opinion survey ranked first in Changde City, and the West Lake Management Area was rated as an excellent county and city for safe construction in the city.
"Ecological priority" wins the environmental protection war. Fully implement the concept of "green water and green mountains are golden mountains and silver mountains", and unswervingly take the road of ecological priority and green development. The Xiyouhe River environmental treatment and ecological restoration project was fully completed, and the first phase project of ecological restoration of historic mines was included in the provincial highlight project. We completed the renovation of the 45km levee shoreline, normalized the work of "clearing up the four chaos" in rivers and lakes, and completed the task of map review pushed by the Ministry of Water Resources and the Provincial River Director's Office with high quality and efficiency. There were 334 days of good air quality throughout the year, with a good air quality rate of 91.5%.
The "beauty mode" draws out the high beauty value of the village yard. In 2005, before the implementation of the policy of post migration assistance, the average housing area of the district was less than 20 square meters, and the average housing area was less than 5 square meters. Today, the per capita housing area has reached 42.8 square meters, the popularization rate of sanitary toilets has reached 100%, 26 happy houses have been built, the coverage rate of beautiful courtyards has reached 40%, the rural lighting rate has reached 90%, and all 21 villages in the region have reached the green village standard. We have successfully created 2 provincial boutique villages, 4 provincial beautiful villages and 5 municipal beautiful villages. The urban and rural areas of the district have taken on a new look, the infrastructure has been improved, and the people's sense of happiness has been significantly enhanced.
"Make up for weaknesses" to create a happy new life. Scientific planning and precise efforts will be made to use the precious assistance funds in the critical areas of development and people's livelihood. The whole district has consolidated funds of about 150 million yuan to continuously improve the level of education and medical care. The standardization construction of primary and secondary schools has reached the standard in an all-round way, the high-quality and balanced construction of compulsory education has been steadily promoted, and the college entrance examination results in 2023 have made a historic breakthrough. The standardized standard rate of all administrative village clinics in the district is 100%. Focusing on breaking through the bottleneck of traffic development, actively improving the internal and external traffic network, the S223 West Lake Town Hanshou Yougang Highway Project with a total investment of 110 million yuan was officially started, promoting 21 administrative villages to achieve full coverage of public transport lines, and was successfully selected as the fourth batch of provincial urban and rural passenger transport integration demonstration counties and cities. RMB 15.35 million was invested to conduct 185 sessions of 12392 person times of various migrant employment skills training, 1132 UAV pilots from the province were trained, 261 plant protection flight prevention organizations were established, the student employment rate reached 100%, and the annual per capita income was 70000 to 80000 yuan. The use of unmanned aerial vehicles in agriculture has put scientific and technological wings on agriculture.
