1. Bidding conditions

The construction of Zhuxi River Landscape Dam Project in Shuitu Area of Chongqing Liangjiang New Area of this bidding project has been approved by Chongqing Liangjiang New Area Management Committee with YLMJF [2011] No. 13. The owner of the project is Chongqing Liangjiang New Area Water and Soil High tech Industrial Park Construction Investment Co., Ltd. The construction funds are from the owner's self raised funds, with a contribution ratio of 100%. The tenderee is Chongqing Liangjiang New Area Water and Soil High tech Industrial Park Construction Investment Co., Ltd. The project supervision of the project is now subject to public bidding.

2. Project Overview and Bidding Scope

2.1 Construction address: Chongqing Liangjiang New Area Water and Soil High tech Industrial Park.

2.2 Project overview: Zhuxi River landscape dam project consists of two-level landscape dam and bank protection project. The two-level landscape dam project will be implemented. The first level dam is located about 150m upstream of the Fuxing drop sill. The dam type is a gate dam. The normal pool level is 258.0m, the weir top elevation is 250.4m, the gate pier top elevation is 261.3m, the lowest foundation surface elevation is 246.4m, and the maximum dam height is 14.9m. The total length of the gate dam is 78.0m, with 5 radial gates in total. The gate dam is divided into gate chamber section, energy dissipation facilities and upstream and downstream diversion structures. The secondary dam site is located at the water intake dam of the original Fuxing Power Station. The dam type is C20 concrete arc gravity dam. The original mortar rubble dam will be demolished and then built. The maximum dam height is 9.5m, the dam crest (overflow weir crest) elevation is 236.5m, the lowest foundation surface elevation is 227.0m, and the dam axis is 60.5m long. The project cost is about 40 million yuan.

2.3 Supervision service period: the construction period is 24 months. The defect liability period is 24 months, and the specific period shall be subject to relevant national regulations; The starting time of the supervision service period shall be the written notice of the Tenderee to enter the site, and the completion time of the supervision service period shall be the time when the project is completed and accepted as qualified, the supervision data is handed over, the audit institution completes the project review, and the defect liability period (24 months after completion) expires.

2.5 Scope of bidding: including all supervision work within the scope of construction drawings (excluding land backfilling, nursery stock and grass planting) such as dam foundation, dam body, side wall, traffic bridge, gate, gate valve well, ecological chain block slope protection, electrical facilities, vent pipe, etc., including "four controls, two controls and one coordination", namely: investment control, quality control, safety control, progress control Contract management, information management, on-site organization and coordination, etc.

3. Qualification requirements of the Tenderer

3.1 This bidding is subject to post qualification review, and the bidder shall meet the following qualification conditions and performance requirements:

The bidder shall have an independent legal person, have the water conservancy project construction supervision grade B and above qualification issued by the Ministry of Water Resources, have similar project performance, and have the corresponding supervision ability in personnel, equipment, funds, etc.

3.2 Consortium bidding is not accepted in this bidding.

3.3 Post qualification review is carried out in this bidding. See the pre attached table of Instructions to Bidders for specific requirements of qualification review. The bidding documents of the bidders who fail to pass the post qualification examination will be treated as abandoned bids.

4. Acquisition of Bidding Documents

4.1 There is no need to register for this project. 4.2 The price of bidding documents is 500 yuan, which is non refundable after sales. The Tenderer can submit the Tender Document only after paying the information fee of the Bidding Document when submitting the Tender Document.

5. Deadline for Bid Submission, Time and Place of Bid Opening

5.1 The deadline for submission of bid documents (the deadline for submission of bids, the same below) is 10:00 on April 20, 2017, and the starting time for submission of bid documents is 09:00 on April 20, 2017, located in Chongqing Public Resources Comprehensive Trading Center Project Construction Bidding Trading Sub center.

5.2 The tenderee will not accept the tender documents delivered late or not delivered to the designated place.
