1. Bidding conditions

The construction of 7 municipal roads including Guoxiang Road in Huatan International New Town of this bidding project has been approved by Chongqing Hechuan District Development and Reform Commission with the Letter on Approving the Project Establishment of 7 Municipal Roads including Guoxiang Road in Huatan International New Town (HCFGF [2016] No. 243). The project owner is Chongqing Hechuan Urban Construction Investment (Group) Co., Ltd., and the construction funds are self raised by the owner, The investment proportion of the project is 100%, and the tenderee is Chongqing Hechuan Urban Construction Investment (Group) Co., Ltd. The project has met the bidding conditions, and now the design services of the project are subject to public bidding.

2. Project Overview and Bidding Scope

2.1 Construction site: north of Huatan Avenue, Huatan District, Diaoyucheng Street, where Guoxiang Road is connected to the north section of Jiuhua Road and ends at Yingshanhong Avenue; Mandala Avenue connects Huatan Jingui Road and ends at Hexiao Road; The north section of Furong Road connects Huatan Avenue and ends at Chuanhong Road; The north section of Zihua Road connects Huatan Avenue and ends at Chuanhong Road; The north section of Jiuhua Road connects Huatan Avenue and ends at Chuanhong Road; The north section of Jingui Road and Yingui Road connect Huatan Avenue and Mandala Avenue.

2.2 Project overview: This project is a seven municipal road project including Guoxiang Road of Huatan International New Town, with a total length of 5013.35 meters, of which four roads, namely, the north section of Furong Road, the north section of Zihua Road, the north section of Jingui Road, and the north section of Yingui Road, are 2478.35 meters long, with a standard road width of 22 meters, a design speed of 30 km/h, two-way two lane roads, and belong to urban road branches; The three roads, namely Mandara Avenue, the north section of Jiuhua Road, and Guoxiang Road, are 2535m long, with a standard road width of 30m, a design speed of 40km/h, and four lanes in both directions. They belong to the secondary trunk roads of urban roads. The main contents of the project construction include subgrade earthwork engineering, roadway engineering, sidewalk engineering, rainwater and sewage pipe network engineering, strong and weak current engineering, street lamp engineering, landscape greening engineering, etc

2.3 Scope of this bidding: scheme design, preliminary design (including subgrade earthwork works, roadway works, sidewalk works, rainwater and sewage pipe network works, strong and weak current works, street lamp works, landscape greening works, etc.) and preliminary estimate of 7 municipal roads including Guoxiang Road in Huatan International New Town Construction drawing design (subgrade earthwork engineering, roadway engineering, sidewalk engineering, rainwater and sewage pipe network engineering, strong and weak current engineering, street lamp engineering, landscape greening engineering, etc, Assist the Employer to complete various approval procedures and relevant services from the whole construction process to the project completion acceptance. You must arrive at the site within 4 hours after receiving the Owner's notice during the design period and service period. The design depth meets the requirements of the Ministry of Construction's document Notice on the Issuance of the Regulations on the Preparation Depth of Municipal Public Works Design Documents (JZ [2013] No. 57) and the technical guide for sponge city construction (trial) on the engineering design depth.

2.4 Construction period requirements: the total design duration is 70 calendar days (excluding the time for obtaining various approvals)

Including: schematic design: 15 calendar days (since receiving the Letter of Acceptance)

Preliminary design: 25 calendar days (after the scheme review is completed and the geological survey report is received)

Construction drawing design: 30 calendar days (after the preliminary design is qualified)

3. Qualification requirements of the Tenderer

3.1 This bidding requires that the bidder must have a valid comprehensive engineering design qualification issued by the construction administrative department or a professional Grade A or above qualification in the municipal public sector (road engineering, bridge engineering, drainage engineering). In the past five years, there has been one municipal road engineering design project with construction and installation cost of no less than 300 million yuan, which is the same or similar to this bidding project in structural form, use function and construction scale, and has corresponding design ability in personnel, equipment, technology, etc.

3.2 Consortium bidding is not accepted in this bidding.

3.3 Foreign enterprises participating in the bidding must have handled the Registration Certificate for the Entry of Survey and Design Enterprises outside Chongqing in accordance with the provisions of the document "YJF [2013] No. 310".

4. Acquisition of Bidding Documents

4.1 The bidding of this project does not require on-site registration, and the bid is directly submitted at the bid opening. 4.2 From the release of this bidding announcement to the deadline for submission of bids, all bidders shall at any time on the public resources trading website of Hechuan District, Chongqing（ http://www.cqhcjy.com ）Pay attention to relevant modifications or supplements of this bidding project.

4.3 The price of each set of bidding documents is 500 yuan, and the cost of bidding documents shall be paid when the bidding documents are submitted; otherwise, the Tenderee and the Bidding Agency will refuse to accept their bidding documents.

5. Submission of Tender Documents

5.1 The deadline for submission of bid documents (the deadline for submission of bids, the same below) is 14:30 on November 30, 2016, located at the Integrated Public Resources Trading Center in Hechuan District, Chongqing (Floor 5, Convention Center, No. 225, Xi'an Avenue, Hechuan District, Chongqing).

5.2 The tenderee will not accept the tender documents delivered late or not delivered to the designated place.
