3. Qualification requirements of the Tenderer
3.1 This bidding is subject to post qualification, and the bidder shall meet the following qualification conditions:

3.2 Consortium bidding is not accepted in this bidding.

3.4 The bidder listed by the People's Court as the dishonest executor cannot participate in the bidding of this project.
4. Acquisition of Bidding Documents
