1. Bidding conditions

The balance fund project of 2015 agricultural comprehensive development and ecological comprehensive treatment in Shizhu County of this bidding project has been approved by Chongqing Agricultural Comprehensive Development Office in YNZF [2015] No. 93 document, and the bidder is Shizhu Tujia Autonomous County Agricultural Comprehensive Development Office. Construction funds: central financial funds and municipal financial funds. The project has met the bidding conditions, and now the construction of the project is subject to public bidding.

2. Project Overview and Bidding Scope

2.1 Construction site: Gaoyang Village, Daxie Town, Shizhu County;

2.2 Construction scale: 419.90 square meters of tractor roads have been repaired, 10221 meters of pedestrian roads have been newly built, 2754 meters of tractor roads have been renovated, 3467.8 meters of pipelines have been installed, 1 reservoir has been newly built, 395 meters of irrigation and drainage ditches have been newly built, 1 culvert has been renovated, 2 rubble concrete retaining walls have been newly built, 2 project signposts have been newly built, and 27 work number plates have been newly built.

2.3 Planned duration: 150 calendar days.

2.4 Scope of bidding: all contents shown in the bidding documents and construction drawings of the project, bill of quantities, question answering materials, clarification materials and other supplementary materials.

3. Qualifications of the Tenderer

3.1 The post qualification review is carried out in this bidding, and all bidders are required to have the second level or above qualification for general contracting of water conservancy and hydropower projects or construction projects, and have the corresponding construction capacity in terms of personnel, equipment, funds, etc.

3.2 According to YJF [2016] No. 22 document, when participating in the bidding of engineering projects in the city, construction enterprises outside the city should be included in the "Chongqing Entry Information Database of Construction Enterprises outside the City", and the management personnel allocated for the project should be included in the "Chongqing Entry Information Database of Construction Enterprises outside the City". The construction enterprises outside Chongqing that have obtained the registration and filing certificate of construction enterprises outside Chongqing and are within the validity period shall continue to be valid. The management personnel to be allocated for this project must be those who have been registered in the branch.

3.3 Consortium bidding is not accepted in this bidding.

4. Acquisition of Bidding Documents

4.1 Those who intend to participate in the bidding, please visit the Public Resources Comprehensive Trading Center of Shizhu Tujia Autonomous County from November 2, 2016（ http://http://www.cqszggzyjy.com ）Uploading and downloading the bidding documents, drawings, bill of quantities, Q&A, addenda, ceiling price and other relevant data before bid opening of the project, whether the bidder downloads them or not, it is deemed that the bidder has received the above data and is fully aware of the bidding process and matters, otherwise all consequences arising therefrom shall be borne by the bidder.

4.2 The price of each set of bidding documents is 1000.00 yuan, which is non refundable. The bidder shall pay to the bidding agency when submitting the bidding documents, otherwise it will be deemed as giving up the bid.

5. Submission of Tender Documents

5.1 The deadline for submission of bid documents (the deadline for submission of bids, the same below) is 10:00 on November 22, 2016 (Beijing time), located at the Public Resources Comprehensive Trading Center of Shizhu Tujia Autonomous County (address: 5F, Xincheng Office Building, Loufangwan Group, Shuangqing Community, Nanbin Town, Shizhu County).

5.2 The tenderee will not accept the tender documents delivered late or not delivered to the designated place.
