1. Bidding conditions
The road reconstruction project of the north extension section of Anju Road, Bicheng Street, Bishan District of this bidding project has been approved by Chongqing Bishan District Development and Reform Commission in Bifa Gai Project [2016] No. 107. The owner of the project is Chongqing Bishan District Urban and Rural Development Commission. The construction funds are from the financial funds, with a contribution ratio of 100%. The tenderee is Chongqing Bishan District Urban and Rural Development Commission. The project has met the bidding conditions, and now the construction of the project is subject to public bidding.
2. Project Overview and Bidding Scope
2.1 Construction site: The project is located in Bicheng Street, Bishan District.
2.2 Construction scale and content:
The road is 361m long and 36m wide, including 28m wide pavement, 8m wide sidewalk and 4m on both sides. The main construction contents include roads, sidewalks, flood discharge arch culverts, drainage, power, water supply, gas, communication, traffic engineering, etc.
2.3 Total project investment: about 57.6584 million yuan. The investment in this bidding project is about 19.6662 million yuan.
2.4 The construction period is 210 calendar days. The specific commencement date shall be calculated from the date of signing the contract between the Tenderee and the winning bidder.
2.5 Scope of bidding:
(1) In the Construction Design Drawing of the Road Reconstruction Project for the North Extension Section of Anju Road, Bicheng Street, Bishan District, Chongqing (one volume in total), all contents in the design scope line connecting the built Anju Avenue, the unfinished Longsuo Middle Road, the built Longsuo Middle Road and the external boundary line connecting the foot guard of Beixing Avenue (starting stake number is K0 000, ending stake number is K0 316.086, the total length of the road is about 316.086M, excluding the side ditch) are as follows:
① All contents of road works except sidewalk railing;
② Water supply, gas and communication works only include earthwork excavation and backfilling and waste slag outward transportation, and other contents are not included;
③ Power engineering includes all contents except cable laying;
④ Sidewalks and biological stagnant zones include all contents except green plants and planting soil.
⑤ This project does not include reclaimed water installation works, but includes pipe trench excavation and earthwork backfilling in reclaimed water works.
(2) The unclear contents in the design drawing within the bidding scope shall be handled according to the following principles: the earthwork excavation in the site shall be calculated at 7:3, and the earthwork outward transportation shall be calculated at 1KM; The dredging and outward transportation is calculated as 1KM; Borrowed earth rock backfilling is calculated as per 3:7 earth rock ratio; The mining cost has been calculated for the backfilling of borrow earth and rock, and the transportation distance of borrow earth and rock is calculated as 1KM; Since the distance between the slag yard and the transportation distance of borrowed earthwork can not be determined, the current earthwork and silt are calculated as 1KM; Earth rock excavation and backfilling of water supply, gas, reclaimed water and hand hole well works shall be calculated by manual construction, and other earth rock works shall be calculated by mechanical construction; Concrete is calculated as commercial concrete; The water stable layer is calculated as the commercial water stable layer; 30 * 60 * 6CM thick permeable brick is calculated at the provisional estimated material unit price of 150 yuan/m2.
(3) The project contents, question answering materials, clarification materials, other supplementary materials and other relevant contents in the bidding documents.
3. Qualification requirements of the Tenderer
3.1 The bidder must also have the general contracting qualification of municipal public works issued by the construction administrative department at level III or above; And it has the corresponding construction capacity in terms of personnel, equipment, funds, etc. The bidder shall have three or more construction achievements of municipal road works and similar projects with a contract amount of more than 15 million yuan in the past five years.
3.2 According to the Measures of Chongqing Municipality for the Administration of Information Submitting of Construction Enterprises outside Chongqing Municipality (YJF [2016] No. 22), from May 1, 2016, construction enterprises outside Chongqing Municipality must be included in the "Information Database of Construction Enterprises outside Chongqing Municipality" of the Municipal Commission of Urban and Rural Development before bidding. If the original branch registration certificate of the construction enterprise outside the city is within the validity period, the valid branch registration certificate shall be provided; The original branch registration certificate of the construction enterprise outside the city that is invalid and the new construction enterprise outside the city that has entered Chongqing provide the valid certification documents that the unit has been included in the "Chongqing Entry Information Database of Construction Enterprises outside the City" of the Municipal Commission of Urban and Rural Development. 3.3 Consortium bidding is not accepted in this bidding.
4. Acquisition of Bidding Documents
4.1 There is no need to register for this project. Anyone who intends to participate in this project should log on the website of Bishan Public Resources Trading Center from November 2, 2016 to directly download the bidding documents, Q&A, addendum, ceiling price and other relevant materials of this project. Whether the bidder downloads or not, it is deemed that the bidder has received the above materials and is fully aware of the bidding process and matters, All consequences arising therefrom shall be borne by the Tenderer.
4.2 From the release of this bidding announcement to the deadline for submission of bids, all bidders shall pay attention to the relevant modifications or supplements of this bidding project on the website of Bishan Public Resources Trading Center at any time.
4.3 The price of each set of bidding documents is 500 yuan, which will be paid together with the bid bond through online banking, and will not be refunded after sales. The tenderee will not accept the tender documents for which the fees for the tender documents have not been paid.
