1. Bidding conditions
The elevator procurement and installation project (the second time) of the agricultural science and technology park resettlement housing (phase IV) of this bidding project has been approved by the Economic Development Bureau of the High tech Zone with the document YGXJT [2012] No. 72. The tenderee is Chongqing West International Agricultural Logistics Processing Zone Construction Development Co., Ltd., and the bidding agency is Chongqing Hongzhan Construction Engineering Consulting Co., Ltd. The construction funds are from self raised funds. The project has met the bidding conditions. Now, we are going to invite public bidding for the elevator equipment procurement and installation works of the project. We hereby invite interested potential bidders to participate in the bidding. This is the second bidding.
2. Project Overview and Bidding Scope
2.1 Construction site: Gaofengsi Village, Baishiyi Town, Jiulongpo District, Chongqing.
2.2 Construction scale: There are 12 elevators of various types in total. See Chapter IV of the bidding document for detailed quantity, configuration and technical parameters. The construction and installation cost of this bidding project is about 3.36 million yuan.
2.3 Construction period requirements: the equipment shall be transported to the project site within 60 days after the issuance of the notice of equipment mobilization, and the installation, commissioning and acceptance of relevant functional departments shall be completed within 60 days after the hoistway meets the elevator installation conditions.
2.4 Scope of bidding:
(1) Elevator equipment procurement and installation (turnkey project), including (but not limited to) manufacturing, loading and unloading transportation (including on-site secondary transfer), storage, installation and commissioning, trial run, inspection and acceptance, insurance, taxes, spare parts, special tools, special tools testing instrument fees, technical training fees, technical data, technical services Go through the procedures related to equipment installation until registration in Chongqing Special Equipment Testing and Research Institute and obtaining the safety inspection certificate issued by the Special Equipment Testing and Research Institute (which must comply with the latest applicable national safety regulations for elevator manufacturing and installation) and deliver it to the Tenderee for use. See Technical Parameters and Commercial Terms for details.
(2) The scope of elevator implementation and cooperation includes:
① Cooperate with the civil engineering unit in the construction of reserved holes in floors and walls, and cooperate with the hall door surrounding plugging, machine room hook or lifting beam (if any), and elevator shaft trimming.
② Cables and cable protection pipes from Party A's elevator special distribution box to elevator distribution box in the machine room.
③ Be responsible for the video cable interface reservation from the elevator car to the elevator control cabinet, the five party call function commissioning and meet the use requirements, and cooperate with the weak current laying of the five party call line and the five party call installation and commissioning.
2.5 Subcontracting is not allowed for this project.
3. Qualification requirements of the Tenderer
This bidding is subject to post qualification, and the bidder shall meet the following qualification conditions:
The bidder must be a legal person enterprise with independent capacity to bear civil liability within the territory of the People's Republic of China, and its business scope shall cover the production or sales of bidding products; This bidding is accepted by the elevator manufacturer or the legally authorized dealers and agents of the elevator manufacturer. However, only one individual can participate in the bidding for the same brand, same specification and same model of product manufacturers, dealers and agents. Otherwise, all bidding documents of the brand will be treated as abandoned bids.
3.1 Bidding qualification conditions of elevator manufacturer
3.1.1 The business license passed the annual inspection, with a registered capital of 200 million yuan (or equivalent foreign currency) or more (the exchange rate is converted at the exchange rate announced by the state on the day of bid opening).
3.1.2 At the same time, it must obtain the "Special Equipment Manufacturing License of the People's Republic of China" (traction passenger elevator A and above qualification, cargo elevator B and above qualification) issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the "Special Equipment Installation, Reconstruction and Maintenance License of the People's Republic of China" elevator installation and maintenance B and above qualification.
3.1.3 Have effective quality management system certification, environmental management system certification, and occupational health and safety management system certification.
3.1.4 The elevator manufacturer must have a branch office in Chongqing.
3.1.5 At least one elevator with a single contract amount of 4 million yuan or more has been sold and installed since January 2013.
3.2 Bidding qualification conditions for elevator agents
In case of bidding by elevator dealers and agents, in addition to meeting the requirements of 3.1.1, 3.1.2 and 3.1.3, the manufacturers of the bidding products shall also meet the following qualifications:
3.2.1 The agent must be an independent legal entity with a registered capital of 2 million yuan or more and a registration period of 20 years or more; The bidding product meets the business scope of its valid business license.
3.2.2 Have the manufacturer's only power of attorney or sales agency certificate for the complete bidding product of this project;
3.2.3 The agent shall have the elevator installation and maintenance B level and above qualification of the Special Equipment Installation, Reconstruction and Maintenance License of the People's Republic of China, and shall not entrust other units as elevator installation units.
3.2.4 At least one elevator with a single contract amount of 4 million yuan or more has been sold and installed since January 2013.
3.3 Consortium bidding is not accepted in this bidding.
