1. Bidding conditions

The second phase expansion project of the water and soil sewage treatment plant of this bidding project has been approved by Chongqing Development and Reform Commission in YFGHH [2016] No. 34 document for implementation, and the tenderee is the sewage project construction office of Chongqing Water Assets Management Co., Ltd. The source of construction funds is state-owned funds, and the proportion of project investment is 100% state-owned funds. The project has met the bidding conditions, and now the geotechnical geological survey of the project is subject to public bidding.

2. Project overview and bidding scope

2.1 Project location: Shuitu Area, Liangjiang New District, Chongqing (north of the ring expressway, east of Binhe Road, about 1km upstream of the intersection of Zhuxi River and Jialing River).

2.2 Construction content: Phase II expansion project of water and soil sewage treatment plant, with an expansion scale of 30000 m3/d, adopts A2/O process. WWTP works include: (1) new equipment for coarse screen and lift pump room; (2) New fine screen and rotational flow grit chamber, primary sedimentation tank, A2/O biochemical tank, secondary sedimentation tank, residual and reflux sludge pump tank and vertical fiber filter; (3) Only new equipment is provided for fiber rotary filter, chlorination and dosing room, blower room, power transformation and distribution room, sludge thickening and dewatering room and sludge storage tank; (4) Electrical engineering and automatic control instrument engineering of the whole plant.

2.3 Construction and installation investment: 60 million yuan.

2.4 Scope of bidding: geological survey, preparation and review of survey report, and services during construction. This bidding is a one-time detailed survey. According to the plan requirements, survey outline, technical requirements and other data, detailed geotechnical engineering data and geotechnical parameters required for design and construction are proposed for the proposed area of the second phase expansion project of the water and soil sewage treatment plant; Make geotechnical engineering evaluation on the building foundation, and put forward suggestions on the foundation type, foundation form, foundation treatment, foundation pit support, engineering dewatering and prevention of adverse geological effects.

2.5 Construction period: the total construction period of the contract is 40 days, and the intermediate results of geological exploration shall be submitted within 20 days after signing the contract.

3. Qualification requirements of the Tenderer

This bidding is subject to post qualification, and the bidder shall meet the following qualification conditions:

3.1 The Tenderer must have independent legal person qualification and valid business license;

3.2 Qualification requirements: The bidder must have Class A comprehensive engineering survey qualification or Class B or above professional geotechnical engineering (survey) qualification issued by the construction administrative department;

3.3 Consortium bidding is not accepted in this bidding.

4. Acquisition of Bidding Documents

4.1 The bidding of the project does not need to register, and the bid is directly submitted at the bid opening. Those who intend to participate in the bidding, please start from November 3, 2016 on the Chongqing Engineering Construction Bidding Trading Information Network（ http://www.cpcb.com.cn ）Download the bidding documents, drawings, Q&A, addenda, bidding control prices and other relevant materials before the bid opening, whether they are downloaded or not, it is deemed that the bidder is fully aware of the bidding process and matters. From the date of issuance of the announcement, all bidders shall pay attention to the bidding documents and relevant amendments at any time.

4.2 The price of the bidding documents is 500 yuan/set, and the fees for the bidding documents shall be paid to the bidding agency when each bidder submits the bidding documents, which will not be refunded after sales.

5. Submission of Tender Documents

5.1 The time for submission of bid documents is from 9:30 to 10:00 on November 28, 2016, and the place is the bid opening room of Chongqing Engineering Construction Bidding Trading Center (for details, please visit Chongqing Engineering Construction Bidding Trading Information Network or see the electronic display screen of the trading center hall on the day of bid opening).

5.2 The Tenderee will not accept the bid documents that are delivered late or not sealed as required in the bidding documents.
