For this reason, the inspection and quarantine department proposes to take the following measures on the basis of reducing the import tariff of natural rubber: First, on the basis of steadily developing the natural rubber planting industry, develop the rubber resource industry through multiple channels, encourage enterprises to plant rubber or establish rubber factories abroad, and alleviate the shortage of natural rubber resources in China. Second, in view of the characteristics of natural rubber as a strategic material, the country should improve the national reserve mechanism of natural rubber, expand the reserve of natural rubber, establish and improve the national natural rubber resource adjustment mechanism, and stabilize the sharp fluctuations in market prices. Third, strengthen the integration of the rubber industry, eliminate the backward production capacity with high energy consumption and high pollution, promote the merger and reorganization of enterprises, establish large groups, improve the negotiation ability of China's natural rubber consumer enterprises in international trade, and obtain the international pricing power of natural rubber.
