A Description of Bidding Documents
　　
1. Composition of Bidding Documents
　　
1.1 The bidding documents are used to clarify the required equipment and services, bidding procedures and contract terms.
　　
The Bidding Document consists of the following parts:
(1) Invitation for Bids
(2) List of Bidding Equipment
(3) Instructions to Bidders
(4) Purchase pin contract
(5) Format of Tender Document
　　
2. Modification of Bidding Documents
　　
2.1 The amendment to the bidding document will form a part of the bidding document and be binding on the bidder.
　　
B Preparation of Tender Document
　　
3. Requirements
　　
3.1 The Bidder shall carefully read all the contents of the bidding documents, provide the bidding documents according to the requirements of the bidding documents, and ensure the authenticity of all the information provided, so that its bidding documents correspond to the requirements of the bidding documents. Otherwise, its bid will be rejected.
　　
4. Composition of Tender Documents
　　
4.1 The Tender Document includes the following parts:
(1) Bid, Bid Quotation List, Itemized List (format omitted)
(2) Bid qualification certificate (copy of the duplicate of the company's business license with official seal and other relevant certificates).
(3) Agency agreement and power of attorney between the company and the manufacturer.
(4) The company's relevant technical data and customer feedback.
(5) The Tenderer shall fill in the form of the Tender Document provided in the Bidding Document, bind the Tender Document into a volume, and fill in the form of "Tender Document" on the volume? quot; List of Bid Documents ".
　　
4.2 The Bidder may bid for all the equipment listed in the "List of Bidding Equipment" of this bidding document, or only one or several items of equipment, but shall not bid for the contents of one item separately.
　　
4.3 Signing and regulations of bidding documents
1. The original and duplicate of the bid document must be printed and signed by the representative or authorized agent of the bidder.
2. Except that the Bidder makes necessary corrections to the mistakes, no additional lines, erasures or overwriting are allowed in the bidding documents.
3. Tenders by telegram, telephone or fax will not be accepted.
　　
4.4 Sealing and marking of bidding documents
1. The Bidder shall prepare one original and one copy, seal the original and one copy with an envelope, and mark the words "original and one copy" on the cover, then put them into the bidding document bag together, and then seal the bidding document bag. In case of any discrepancy between the original and the duplicate, the original shall prevail.
2. Each sealed envelope shall indicate when it is not allowed to open.
3. The Tender Document shall be delivered by specially assigned person. The Tenderer shall seal and bid the Tender Document according to the provisions in 6.1-6.2, and then deliver it to the Tenderee at the time and address indicated in the tender.
　　
4.5 Deadline for submission of bid documents
All bidding documents must be delivered to the Bid Inviter before the bid deadline specified by the Bid Inviter in the bid invitation. The validity period of the tender document is 30 days from the deadline of tender submission.
　　
4.6 Late Tender Documents
The Bid Inviter will reject the bid documents received after the deadline for submission of bids.
　　
5. Bidder's security
5.1 The bidder's security is an integral part of the bidding documents.
5.2 The Bidder shall provide bid security to the Bidding Agency. The bid bond shall be delivered to the designated place before the deadline for bid submission.
5.3 The bid security shall be submitted in the form of bank cheque or cash. The guaranteed amount of bidding equipment shall be specified in the bidding documents.
5.4 Any bid that fails to submit the bid bond as required will be deemed invalid.
5.5 The deposit of unsuccessful bidders shall be returned (without interest) within 5 days after the award of the bid.
5.6 The bid bond of the successful bidder shall be returned (without interest) within 5 days after the successful bidder signs the contract and performs the contract.
　　
C Bid Opening and Evaluation
　　
6. Bid Opening
6.1 The Bid Inviter shall, according to the time and place specified in the invitation for bids
Bid opening.
6.2 During the bid opening, the Bidder must be represented by its legal representative or authorized agent (with power of attorney) and sign for registration to prove its attendance at the bid opening meeting. Otherwise, it will be deemed as an automatic waiver.
　　
7. Bid Evaluation Committee
7.1 The Bid Evaluation Committee will be established by the Bid Inviter according to the characteristics of the equipment purchased through bidding. Its members are experts in technology, economy and trade, law, etc., and an odd number of more than five representatives from the Government Procurement Office and the procurement unit. The Bid Evaluation Committee will review, question, evaluate and compare the bidding documents.
　　
8. Principles and Methods of Bid Evaluation
8.1 The evaluation committee shall treat all bidders in a fair, fair and open manner.
8.2 The evaluation committee shall review whether the bidding documents conform to all the terms, conditions and provisions of the bidding documents.
8.3 The bid evaluation shall be based on the price, technical performance, delivery date, payment terms, after-sales service, credit and performance ability of the bidding goods other Preferential conditions, etc., select the bid winner.
　　
9. Other precautions
9.1 Bid evaluation is an important part of the bidding work, which is carried out independently in the evaluation committee.
9.2 In order to help review, evaluate and compare the bidding documents, the Bid Inviter has the right to question the Bidder and ask the Bidder to clarify its bidding content. The Bidder is responsible for assigning special personnel to answer questions and clarify according to the time and place notified by the Bid Inviter.
9.3 During bid opening and bidding, the bidder shall not ask the judges for information or conduct activities aimed at influencing the bid evaluation results.
9.4 The jury will not explain the reason for the bid failure to the bid winner and will not return the bid documents.
9.5 According to the bidding and evaluation, the bidding result may be a one-time award, and it does not exclude the possibility of re competition.

10. Bidding principles
10.1 Bid evaluation shall be carried out in strict accordance with the requirements and conditions of the bidding documents, and the best bids shall be selected.
10.2 In this bidding, the contract will be awarded to the bidder who meets the requirements of the bidding, has a reasonable price and can provide better services.
　　
11. Notification of Award and Signing of Contract
11.1 After bid evaluation, the Bid Inviter shall issue the Letter of Acceptance.
11.2 The successful bidder shall sign the contract with the purchaser at the time and place specified in the Letter of Acceptance. If the bid winner fails to sign a contract with the purchaser at the time and place specified in the Letter of Acceptance, the bid inviter will not return the bid bond.
11.3 The bidding documents, the bid documents of the winning bidder and their clarification documents are the basis of the economic contract.
　　
12. Right to change quantity upon contract award
12.1 The Tenderee has the right to increase or decrease the quantity of equipment and services specified in the "List of Tender Equipment" when awarding the contract.
　　
13. Bid winning service fee
13.1 A certain proportion of bid winning service fee shall be charged according to regulations.
