According to the work needs, Hainan Radio and TV Station has decided to publicly solicit and select qualified bidding agencies to participate in the bidding agency services of Hainan Radio and TV Station's 2024 procurement project. Now, relevant matters are announced as follows:

3、 Service content: selection of bidding agency service for Hainan Radio and Television Station 2024 Procurement Project Bidding Agency Service
4、 Qualification of Bidding Agency:
（1） A company with independent legal representative registered in China and qualification of engineering bidding agency.
（2） Have relevant qualification certificates and professional technicians necessary for the bidding project.
（3） In the bidding work, the market behavior is standardized, the social credit is good, and there is no bad record behavior.
（4） The bidding agencies participating in the selection shall be responsible for the authenticity of all selection materials provided by them.
5、 Selection principle:
We will organize the Bid Evaluation Committee to hold a bid evaluation meeting to review the selection materials submitted by qualified responders, and select the bidding agency and sign the agreement and contract from the aspects of enterprise qualification, performance services, enterprise integrity, service management, work experience, social evaluation, etc.
6、 Registration materials:
Application materials (one copy with the official seal of the company, scanned into PDF format and sent to e-mail):
1. It is an independent legal person, has a valid business license for enterprise legal person issued by the industrial and commercial administration department, and has the Integrity Archive Manual for Construction Enterprises in Hainan Province, which is recorded in the National Public Resources Trading Platform (Hainan Province) and the Hainan Provincial Department of Finance.
2. Having good business reputation and sound financial accounting system; It has a good record of paying taxes and social security funds according to law. (The letter of commitment shall be provided with the official seal of the bidder).
3. The declaration letter that there is no record of major violations of the law and no record of environmental protection administrative punishment in the business activities within three years before participating in government procurement activities (the declaration letter shall be provided with the official seal of the bidder. If the registration time is less than three years, it shall be calculated from the registration time).
4. If the agent company has several projects for bidding, the project bidding of the unit (Party A) shall take priority and be completed according to the time required by Party A. (The letter of commitment shall be provided with the official seal of the bidder).
5. Comply with other conditions specified by laws and administrative regulations (provide the letter of commitment with the official seal of the bidder).
6. It must be the "Major Tax Illegal and Dishonest Entities", "List of Records of Serious Illegal and Dishonest Behaviors in Government Procurement", "List of Records of Serious Illegal and Dishonest Behaviors in Government Procurement" and "List of Records of Serious Illegal and Dishonest Behaviors in Government Procurement" on the Chinese government procurement website (www.ccgp. gov.cn), as well as the Chinese executive information disclosure website（ http://zxgk.court.gov.cn/shixin/ ）The bidder of "dishonest executor". (Provide the declaration letter with the official seal of the bidder).
7. Provide the enterprise performance experience, and the supporting materials for the engineering and procurement projects completed by the enterprise in Hainan Province since January 1, 2020: the copy of the letter of acceptance and the screenshot of the bidding announcement (provide the screenshot of the bidding announcement issued by the provincial electronic bidding public service platform where the project is located), subject to the release time and amount of the bidding announcement.
8. Supporting materials provided by the project leader: registration certificate, copies of social security payment certificate for any month from October 2023 to now, with official seal affixed.
9. Submit the service plan. The service plan for the bidding agency work procedure of this project should include: (1) Overview of the bidding agency service of this project; (2) Bidding agency procedures of the Project; (3) Quality assurance measures and reasonable suggestions of bidding agency; (4) Bidding agency work progress, confidentiality measures and service commitment; (5) Strategic plan for handling emergencies and complaints.
