Municipal public service demonstration platforms for small and medium-sized enterprises, small and micro enterprise entrepreneurship and innovation demonstration bases:
In order to further strengthen the construction of SME service system, in accordance with the relevant provisions of the Administrative Measures of Beijing Municipal Public Service Demonstration Platform for SMEs (JJXF [2022] No. 37) and the Administrative Measures of Beijing Municipal Small and Micro Enterprise Entrepreneurship and Innovation Demonstration Base Evaluation (JJXF [2022] No. 38), The 2021 annual performance evaluation of Beijing Small and Medium sized Enterprises Public Service Demonstration Platform (hereinafter referred to as the "Demonstration Platform") and Beijing Small and Micro Enterprises Entrepreneurship and Innovation Demonstration Base (hereinafter referred to as the "Demonstration Base") is organized and carried out. The relevant matters are notified as follows:
1、 Evaluation scope
The identified municipal demonstration platform and demonstration base (see the annex for details) shall participate in the annual performance evaluation as required. Those who fail to participate as required shall be deemed as unqualified performance evaluation results.
2、 Evaluation process
（1） Material filling. The project adopts the form of online reporting, without the need to submit paper materials. All demonstration platforms and demonstration bases, according to the requirements of the notice, log in to the online system to fill in the materials required for performance evaluation through the computer terminal (Beijing SME Public Service Platform website) or mobile terminal (Beijing Tong Enterprise Service APP). Online entry: Beijing SME Public Service Platform（ https://www.smebj.cn/ ）Or the home page of Beijing General Enterprise Service APP - Integrated Application Platform - Title of Performance Evaluation Notice - Immediate Application - 2021 Annual Performance Evaluation of Beijing Small and Medium sized Enterprise Public Service Demonstration Platform (or 2021 Annual Performance Evaluation of Beijing Small and Micro sized Enterprise Entrepreneurship and Innovation Demonstration Base) filling entry, and the requirements for submission of filling materials are detailed in the annex. The demonstration platform and base identified in 2021 need not fill in the content related to service collaboration.
（2） Organize evaluation. The Municipal Bureau of Economy and Information Technology organized the evaluation and scoring of the materials filled in by each platform base according to the principles of objectivity, independence and impartiality.
3、 Evaluation results
1. Star rating shall be carried out for the top 50% of the performance evaluation and the performance evaluation score is more than 60 (inclusive), and service performance rewards shall be given by level.
2. Those whose performance evaluation scores are above 60 (inclusive) but do not rank in the top 50% will retain the title of "demonstration platform" or "demonstration base" and will not be rewarded for service performance.
3. For those who fail to participate in the performance evaluation as required, or fail to meet the basic conditions in the evaluation criteria, or whose performance evaluation score is less than 60 points, the title of "demonstration platform" or "demonstration base" granted will be revoked.
4、 Relevant requirements
1. For each demonstration platform and demonstration base, please complete the online performance evaluation materials before June 30, 2022.
2. Each demonstration platform and demonstration base shall truthfully fill in performance evaluation materials and be responsible for the authenticity and accuracy of the data filled in. In any of the following circumstances, the title of "demonstration platform" or "demonstration base" shall be revoked and no further application shall be made within two years: (1) providing false materials and data; (2) The unit or legal representative violated relevant laws and regulations in the last year and was subject to criminal and serious administrative punishment; (3) The unit or legal representative committed serious dishonest acts recognized by judicial and administrative authorities in the last year.
