The Party School of the Work Committee of the Organizations Directly under the CPC Anhui Province (referred to as the Party School of the Work Committee of the Organizations Directly under the CPC Anhui Province for short) is a fully funded public institution with an annual training scale of 4000 person times. The new campus is located at No. 6, Anxing Road, Binhu New District, Hefei City. It is the core area of the provincial administrative center, covering an area of 17 mu, with a total construction area of about 20000 square meters. It has complete facilities, convenient transportation, beautiful environment, and rich training resources. It is an education and training base that focuses on serving party members and cadres of provincial organs.
According to the needs of the construction of the teaching staff of the Party School, and with the approval of the relevant superior departments, it is planned to introduce two high-level talents to the public. According to the Notice on Printing and Distributing the Interim Measures for Public Recruitment of Personnel in Public Institutions of Anhui Province (WRSF [2010] No. 78) issued by the Organization Department of the CPC Anhui Provincial Committee and the Department of Human Resources and Social Security of Anhui Province, the following implementation plan is formulated based on the actual situation to do a good job in introducing high-level talents:
1、 Recruitment principles

（2） Adhere to examination and investigation, and select the best.
（3） Adhere to strict organization and standardized procedures.
2、 Recruitment plan
With the approval of the Organization Department of the Provincial Party Committee, the Office of the Provincial Party Committee, and the Working Committee of the Provincial Organs, the Party School of the Working Committee of the Provincial Organs plans to open the public recruitment of 2 doctoral candidates (see the annex for specific majors and requirements).
3、 Recruitment conditions
PhD candidate under the age of 35 (born after July 1, 1988), and meets the following conditions:
1. Have the nationality of the People's Republic of China and abide by the Constitution, laws and regulations;
2. Firm political position, firm support for "two establishment", firm commitment to "two maintenance", and high consistency with the Party Central Committee with Comrade Xi Jinping as the core in ideology, politics and action;
3. Support the leadership of the Communist Party of China and the socialist system, love the Party's cadre education and training cause, be upright in conduct and rigorous in style of study;
4. Have the professional quality, academic foundation and teaching and research ability required by the post;
5. Be healthy and competent for teaching and research.
Persons who are under any of the following circumstances shall not apply for the examination:
1. Personnel who do not meet the requirements of recruitment post conditions;
2. Active servicemen;
3. Persons who are listed as the object of joint punishment for dishonesty according to law;
4. Those who have been recorded in the integrity archive of public recruitment candidates of public institutions due to violation of the Regulations on Handling Disciplinary Violations in Public Recruitment of Public Institutions at all levels and all kinds of institutions, and whose record period has not expired;
5. Persons who have been subject to criminal punishment for crimes and who have been dismissed from public office, persons who have not completed the period of party and government discipline punishment or are undergoing disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation but have not yet reached a conclusion;
6. According to the relevant regulations of the State and Anhui Province, the official staff of the government agencies and public institutions who are still in the minimum service life are on the payroll;
7. Persons under other circumstances who are not allowed to take part in the examination or engage as staff of public institutions according to the law.
Candidates shall not apply for positions that constitute the situations listed in Article 6 of the Regulations on Personnel Management Avoidance of Public Institutions after employment.
4、 Recruitment procedures
（1） Sign up
1. Registration time: from June 12, 2024 to 24:00, July 1, 2024 (calculated by the time of sending the mail), and no supplementary report will be made after the deadline.
2. Registration method: (1) on-site registration. 3. Application materials: (1) The Application Qualification Examination Form for Introducing High level Talents by the Party School of the Work Committee of the Organizations Directly under the CPC Anhui Province in 2024 (Annex 2). The information filled in by applicants must be consistent with their actual situation, application conditions and post requirements.
(2) A scanned copy of the front and back of my valid resident ID card.
(3) Scanned copies of doctoral degree and degree certificate. Applicants who have completed all courses specified in the teaching plan, passed all subjects, and have not yet obtained academic (degree) certificates can register with the written certificate issued by the school or the graduation employment recommendation form and other materials.
(4) When applying for the examination, the in-service personnel of government organs and public institutions must provide a certificate of approval issued by the competent authority with personnel management authority.

（2） Qualification review
The applicants shall provide the original of the following certificates or certification materials: their valid resident identity cards, education (degree) certificates, relevant certificates (certificates) required by the recruitment position regulations and other materials. Among them, those who have completed all courses specified in the teaching plan, passed all subjects, and have not yet obtained a diploma (degree) certificate can go through qualification review with the written certificate issued by the school or graduation employment recommendation form and other materials. However, if the original of academic degree (degree) certificate cannot be provided before December 31, 2024, or the original is inconsistent with the supporting materials, it will be deemed that the application conditions are not met, and the professional test or employment qualification will be canceled.
If the proportion of the number of applicants who pass the qualification review for each post to the number of recruitment plans for the post is less than 2:1, professional tests can be carried out only after the approval of the Organization Department of the Provincial Party Committee.
The time and place of qualification review will be notified separately.
(III) Professional test
1. Professional test method: The professional test is conducted in the form of trial lecture and defense. Trial lecture mainly tests the professional quality and ability of candidates, including teaching content and structure, teaching methods and skills, teaching preparation, teaching effect, speech expression and appearance; The defense mainly tests the logical thinking ability, the ability to comprehensively analyze and judge questions, and the development potential of candidates. The defense process includes expert questions, on-site responses, evaluation and scoring. The order of professional test shall be determined by drawing lots on the day of professional test.
2. Time and place of professional test: The time, place and specific requirements of professional test will be notified separately. The personnel participating in the professional test must arrive at the designated place on time to participate in the professional test with their valid ID cards and professional test notices (all originals). Those who fail to report on time shall be deemed as giving up automatically.
3. Professional testing examiners: The professional testing examiners group consists of 7 people, including 4 external examiners.
4. Professional test score: the total score of professional test is 100 points. After removing the highest score and the lowest score, take the average of the remaining five valid scores, calculate to two digits after the decimal point, and round the mantissa. Professional test results shall be evaluated on the spot and announced to candidates. The professional test results are publicized on the provincial party construction website and the provincial party school website.
A minimum score of 75 points is set for professional tests. Candidates whose professional test scores fail to reach the minimum score are not allowed to enter the physical examination and inspection.
（4） Physical examination and inspection
The candidates for physical examination and investigation shall be determined according to the number of job recruitment plans, and the candidates for the same job interview shall be determined in 1:1 proportion according to the professional test scores from high to low.
The physical examination shall be organized by the Party School of the Working Committee of the Provincial Organs in a comprehensive hospital above Grade III Grade A. In accordance with the Notice on Revising the General Standards for Public Servant Employment Physical Examination (Trial) and the Operation Manual for Public Servant Employment Physical Examination (Trial) (RSBF [2016] No. 140) and the Notice on Further Regulating the Physical Examination of Public Institutions in the Province (WRSB [2013] No. 208).
According to the requirements of the position to be employed, the investigation work takes various forms to comprehensively understand and grasp the situation of the investigation object in terms of political ideology, moral quality, ability, discipline and law compliance, integrity and self-discipline, job matching, and performance during the study work and application period, and verify whether the investigation object meets the specified qualification conditions for application, Whether the application information and relevant materials provided are true and accurate, and whether there are cases of application avoidance.
According to the spirit of the Implementation Opinions on Accelerating the Construction of the Credit Supervision, Warning and Punishment Mechanism of the Dishonest Executees (WBF [2017] No. 24) and other documents, at the end of the investigation, the objects of investigation still belong to the dishonest Executees, and the investigation link is not qualified.
In case of giving up voluntarily or failing to pass the physical examination and inspection, according to the prescribed procedures and time limit, among candidates for the same position, the final scores of professional tests shall be supplemented in equal amounts from high to low, and the number of supplements shall not exceed two times (if the professional test scores of candidates for the same position are the same, The higher score of each sub item of professional quality and ability (teaching content, teaching methods and skills, teaching preparation, teaching effect) is preferred.
The schedule of physical examination and inspection shall be determined separately.
（5） Publicized employment
According to the regulations of the introduction announcement and the results of the physical examination, the Party School of the Working Committee of the Provincial Organs collectively studied and determined the proposed personnel, and publicized them on the website of Anhui Organs Party Construction Network and the Party School of the Working Committee of the Provincial Organs for 7 days. The list of personnel to be employed has been publicized and will not be supplemented.
If there is no objection after publicity or the publicity result does not affect the employment, the relevant materials shall be submitted to the Organization Department of the Provincial Party Committee for approval after being reviewed by the working committee of the provincial organ. The employment qualification of applicants who violate the open recruitment regulations or who fail to report to work within the specified time shall be cancelled.
5、 Organizational leadership and discipline supervision
The introduction of high-level talents was carried out under the leadership of the Party School Committee of the Provincial Working Committee, and the relevant departments of the Party School were responsible for organizing the implementation in accordance with the relevant provisions of open recruitment. The Organization Department of the provincial party committee and the working committee of the provincial organs are responsible for guiding and supervising. The provincial discipline inspection and supervision working committee, the discipline inspection commission of the organs and the general party branch of the party school organ participate in the supervision throughout the process, and accept supervision from all aspects of society.
