Xi Jinping, General Secretary of the CPC Central Committee, President of the State and Chairman of the Central Military Commission, had a collective talk and delivered an important speech with members of the new leadership of the All China Federation of Trade Unions in Zhongnanhai on the afternoon of October 23. Xi Jinping stressed that China's labor movement was developed under the leadership of the Party, and trade unions are working class mass organizations led by the Party. Adhere to the Party's overall leadership over trade unions, and never waver or deviate from it at any time or under any circumstances. We should adhere to the fundamental principle of relying wholeheartedly on the working class, fully mobilize the enthusiasm, initiative and creativity of the broad masses of workers and staff, and actively participate in the great cause of comprehensively promoting the construction of a strong country and national rejuvenation.

Xi Jinping first said that since the 18th National Congress of the Communist Party of China, under the strong leadership of the Central Committee of the Communist Party of China, the working class has played a major role in the development of the Party and the country, the cause of labor movement has made historic achievements, and trade union work has made all-round progress. In the past five years, the broad masses of workers and staff have worked with the Party as one and the same as the Party. They have shown the spirit of the times of daring to fight hard and shoulder heavy burdens in major work such as economic construction, scientific and technological innovation, poverty alleviation, rural revitalization, epidemic prevention and control, emergency rescue and disaster relief. The All China Federation of Trade Unions and trade unions at all levels strengthen the ideological and political guidance of workers, promote the reform of the construction of industrial workers, safeguard the rights and interests of workers, maintain political security in the labor field, deepen the reform of the trade union system, and constantly enhance its political nature, advancement and popularity. The CPC Central Committee fully recognizes the great contributions made to the working class and the new achievements made in trade union work. The CPC Central Committee places great expectations on the new leadership of the All China Federation of Trade Unions.

Xi Jinping stressed that adhering to the leadership of the Party must comprehensively and effectively implement the whole process and all aspects of trade union work. We must firmly uphold the authority and centralized and unified leadership of the Party Central Committee, and always maintain a high degree of consistency with the Party Central Committee in ideology, politics and action. We should persevere in building the soul with the thought of socialism with Chinese characteristics for a new era, continue to promote the deepening and practice of theoretical armed forces, and constantly enhance the ideological consciousness and action consciousness of learning and practicing the Party's innovative theory. We should keep in mind the "big man of the country", identify the combination, entry point and focus of trade union work and the Party's central task, and promote the implementation of the CPC Central Committee's decision-making and deployment in the trade union system. We should strengthen ideological and political guidance, do a good job in ideological and political work for workers, educate and guide workers to unswervingly listen to and follow the Party, and ensure that the working class is always the most solid and reliable class foundation of our Party.

Xi Jinping pointed out that we should closely unite the broad masses of workers and staff around the Party and work together to achieve the central task of the Party. Focusing on implementing the new development concept, building a new development pattern, and promoting high-quality development, we should extensively and deeply carry out various forms of labor and skill competitions, stimulate the labor enthusiasm and creative potential of employees, and give full play to the role of the main force in all walks of life and all fields. We should vigorously promote the spirit of model workers, labor spirit and craftsman spirit, give full play to the exemplary and leading role of model workers and artisans, and encourage employees to achieve their dreams in hard work, honest work and creative work. We should focus on the in-depth implementation of the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through talents, and the innovation driven development strategy, deepen the reform of the construction of the industrial workforce, accelerate the construction of a large contingent of knowledge-based, skilled, and innovative industrial workers, and cultivate more craftsmen and highly skilled talents from large countries.

Xi Jinping stressed that the working class and the working people are the main creators of social wealth, and to promote the common prosperity of all people to achieve more tangible and substantial progress, first of all, it must be reflected in hundreds of millions of workers. As the representative and defender of workers' interests, trade unions should conscientiously perform their basic duties of rights protection services, focus on solving practical problems that affect the immediate interests of workers, and attach importance to safeguarding the legitimate rights and interests of workers in new forms of employment. We should strengthen democratic management in enterprises and institutions, open channels for employees to express their demands, guide employees to safeguard their rights and interests according to law, and promote the construction of harmonious labor relations.

Xi Jinping pointed out that it is necessary to continue to deepen the reform and construction of trade unions, firmly establish a clear direction of focusing on the grassroots, consolidate the grassroots foundation, stimulate the vitality of the grassroots, and constantly enhance the leadership, organization and service of grassroots trade unions. We should improve the existing organizational foundation and expand the coverage of trade union organizations. We should innovate our working methods and strive to provide accurate and considerate services to the staff and workers. Trade union cadres should practice the Party's mass line, conduct in-depth investigation and research, timely understand what employees think and expect, constantly enhance their ability to serve employees, and sincerely speak and act for employees. The All China Federation of Trade Unions (ACFTU) should take the lead in strengthening its own construction, act as a benchmark, set an example, and become a model political organ to reassure the Party and satisfy the people.

Xi Jinping stressed that Party committees at all levels should strengthen their leadership over trade unions and their work, select and strengthen trade union leadership, care passionately and strictly for trade union cadres, and attach importance to the training and use of trade union cadres. We should pay attention to giving play to the role of trade union organizations, timely study the important problems encountered by the masses of workers and the work of trade unions, and support trade unions to carry out their work creatively. Governments at all levels should give full play to the role of the joint meeting of the government and trade unions, and actively help trade unions to solve the practical difficulties and problems of the working people.
