In September 2023, the Anhui Provincial Public Security Department will take the opportunity of the provincial public security organs' "unveiling and commanding" work, incorporate the "establishment of a police aviation combat system" into the provincial public security organs' "unveiling and commanding" project, and select Hefei, Ma'anshan, Ningguo and other local public security organs as pilot units to explore and promote the development of Anhui police aviation according to local conditions.

Hefei Public Security Bureau has set up a police aviation management office and a professional team of 15 police UAVs. County bureaus have set up 23 UAV fast reaction task teams. The city is equipped with 163 police UAVs and 10 UAV airports, which can achieve a 3-minute response to major police situations. Since this year, Hefei police have dispatched more than 2800 police UAVs and conducted patrols for more than 1120 hours. The rate of police presence in key urban areas has increased by 30% compared with previous years, and the expected goal of improving efficiency through science and technology and reducing the burden on grass-roots units has been achieved.

Maanshan Public Security Bureau independently developed the police aviation platform command and dispatching center, which covered the details of various task elements into the command and dispatching interface, making the public security work enter the era of electronic sand table. Combined with AI algorithms of intelligent fire, smoke, personnel, vehicles and other platforms, police UAVs can serve professional routes of multiple types of police, such as public security, traffic police, patrol, anti-terrorism and so on. A single route task supports multiple different types of AI identification, and automatically pushes field data to ground personnel after finding abnormalities, greatly saving flight costs and improving the quality and efficiency of a single flight. Since 2023, Ma'anshan has launched police drones to participate in combating 17 crimes, captured 9 fugitives, participated in receiving and handling police more than 300 times, and served the masses more than 100 times.

Chizhou police has continuously improved the professionalism, efficiency and adaptability of police aviation in the actual combat within the public security organs by means of issuing questionnaires, raising the needs of professional police and establishing a joint operation mechanism, so as to achieve the multi-dimensional connection mode of police types. Since 2023, Chizhou police aviation force has cooperated with the business police to carry out more than 60 special operations, helped to solve 38 cases of administrative punishment, investigated 7 people for criminal responsibility, and searched and rescued 12 trapped people.

In Ningguo, centering on the handling requirements of "fast, accurate and practical" for key police situations, Ningguo Public Security Bureau has added UAV operation posts in the Information Center to be on duty 24 hours a day and respond in seconds. At the same time, by carrying different task equipment with police UAVs, we deepened the practical application research in different scenarios such as police situation handling, rescue, investigation and case solving, and data enabling, and introduced more than 10 standardized systems such as management, training, and use, and closed-loop management of the whole process of police UAVs going out at the same time. Since 2023, Ningguo police have dispatched more than 130 police UAVs, handled 82 major police cases and searched and rescued 16 people in distress.

At the same time, Anhui Provincial Public Security Department established three police UAV training institutions in the "North South Middle School", and the number of licensed pilots increased by leaps and bounds. At present, there are more than 300 licensed pilots in the provincial public security system.

Practice first

Deeply integrate into comprehensive governance

In the development of police aviation, Anhui Public Security adheres to the concept of "practical combat first", pays attention to the deep integration of police aviation application into urban comprehensive governance, and promotes the construction of a three-dimensional security system.

During the Spring Festival this year, when Ma'anshan police launched police drones to carry out automatic cruising at night in the community, they found that the residential building in Liyuan Community was on fire. After receiving the automatic alarm from the drone, the command center immediately sent the positioning coordinates to the front-line police and relevant units to ensure a quick arrival at the scene of the incident and improve the handling capacity and accuracy.

Ma'anshan police and fire rescue, transportation and other departments have established a joint mechanism. When police UAVs are patrolling, if they find fire, human suicide, road safety hazards and other alarm situations, the police will send information to relevant departments while going to the rescue, and carry out joint disposal at the first time. At present, Ma'anshan has opened more than 50 patrol routes for professional tasks, and the efficiency of police situation handling has been greatly improved.

At 10:00 on May 5, the first high-speed patrol team of the Traffic Police Detachment of Hefei Public Security Bureau used fixed wing UAVs to carry out a regular remote low altitude patrol on Beijing Taiwan high-speed, It is found that a small motor vehicle near the toll station on Fangxing Avenue stopped in the emergency lane due to failure and no warning signs were set up behind it. The police immediately contacted the driver and told him to take emergency measures before evacuating. After 3 minutes, the rescue vehicles stationed at the intersection of the expressway arrived at the scene and handled in a timely manner.

In order to promote comprehensive urban governance, Hefei Public Security Bureau has cooperated with the Municipal Development and Reform Commission, the Municipal Fire Detachment and other government units to incorporate police UAVs into the government emergency rescue system, and carried out government services such as UAV mapping modeling, fire patrol, emergency rescue, and road administration patrol, so as to achieve the integrated development of government affairs and police affairs. Since 2023, Hefei police have cooperated with government departments to dispatch 154 UAVs in total, organized 107 flights such as highway patrol, participated in 7 fire emergency drills, and participated in more than 40 fire fighting and rescue police cases.
