Dangshan County in Anhui Province is located in the center of the adjacent areas of Anhui, Jiangsu, Shandong and Henan, and borders Xiaoxian County in Anhui Province, Fengxian County in Jiangsu Province, Shan County in Shandong Province, Yucheng County, Xiayi County and Yongcheng City in Henan Province. In November 2023, seven counties (cities) signed a cooperation agreement to jointly build a safe border at the first adjacent counties (cities) safety forum and cooperation zone construction meeting in Anhui, Jiangsu, Shandong and Henan, officially opening the construction of a safe cooperation zone. Since then, a safety forum will be held every year in neighboring counties (cities) in turn to summarize the results of the year's collaboration, exchange their experience and practices, and negotiate for common action.
In the cooperation agreement, the seven neighboring counties (cities) agreed to unify ideas, strengthen coordination, coordinate resources, and combine operations, and incorporate the construction of safe border into the overall plan of local safe construction, placing an important agenda, forming a safe border construction work pattern that improves the unified leadership of the party committee and government, the leadership and coordination of the political and legal commissions, the joint participation of functional departments, and the overall linkage of all sectors of society. On the basis of the cooperation agreement, the neighboring counties (cities) further refined and implemented specific plans, jointly established working mechanisms such as joint consultation and mediation, joint analysis and early warning of public security situation, joint investigation and combating of crimes, and sharing of governance achievements, and improved the cooperation system of safe border.
