   Story Introduction

In February 2018, the People's Procuratorate of Yushan District, Ma'anshan City found a criminal clue of dumping solid waste in the process of handling the case of Xi's negligence causing serious injury to people. It immediately suggested the investigation organ to investigate Xi's remaining crimes separately, found three gangs illegally dumping solid waste, captured 29 suspects, and transferred them to the examination, arrest, review and prosecution for the crime of deliberately destroying property. After searching domestic cases and discussing at the case handling group meeting, it was reported to the Municipal People's Procuratorate that it was more appropriate for the case handling prosecutor to identify the case as a crime of environmental pollution, and the charges were more specific and accurate, and the prosecutor was organized to study the handling experience of such cases in a place in Zhejiang.

After the entrusted toxicity appraisal of the solid wastes involved in the case, the substances stacked in the storage yard of Xi could be identified as hazardous substances, and the prosecutor timely handed over the public interest litigation clues to the public interest litigation department of the court. In the end, there were three persons in charge of private enterprises, two of whom were relatively not prosecuted by the procuratorial organ, and one of whom was recommended to apply probation. The two enterprises involved in the case refunded a total of more than 20 million yuan of ecological restoration costs.
